HomeMy WebLinkAboutAssistant Facilities ManagerUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Assistant Facili�es Manager Department: Parks & Recrea�on Division: Government Buildings Supervisor: Facili�es Manager FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2726 Job Summary Assists with organizing, direc�ng and supervising the opera�onal, financial and personnel ac�vi�es involved in the maintenance and development of City buildings. Tracks and analyzes city facility energy use data and implements building projects and programs which increase facility energy efficiency. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Assists in es�ma�ng and coordina�ng labor, equipment and materials for building and maintenance projects. • Fills out incident reports for on-the-job incidents/injuries as they occur. • Implements building projects and programs which increase facility energy efficiency including construc�on inspec�on, analysis and inves�ga�on of facility projects. • Plans, assigns and reviews the work of staff in the construc�on, maintenance and custodian du�es of Government Building opera�ons. • Reviews and approves staff �me entry in �me and atendance system. • Monitors equipment condi�ons, coordinates repair ac�vi�es and implements opera�onal changes to increase energy efficiency. • Assists with oversight and scheduling of various contracts and contracted work within the division and serves as department liaison to assigned construc�on projects. • Assists in planning of new facili�es, including plans related to design layout, equipment and energy and water use. • Responds to facility needs and emergency work such as project issues, hea�ng/cooling, plumbing, electrical, swimming pool and splash pad sanita�on, emergency alarms and weather events. • Assists in the development of division budget requests and energy efficiency and sustainability goals, and monitors budget expenditures. • Listens and responds to complaints, sugges�ons and ideas from the general public regarding division ac�vi�es. • Assists with overseeing inter-division/department coordina�on. • Serves as ac�ng Facili�es Manager when assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Experience in facility maintenance, facility management, architecture studies, construction management, mechanical engineering, or related. • Cer�fied Pool Operators cer�fica�on within 6 months of hire. Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. FBI fingerprint screening will be required for facility access to Iowa City Police Department. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Degree in Construc�on Management, Industrial Maintenance, or related. • Cer�fica�ons or license in the areas of HVAC, building construc�on, plumbing, electrical and swimming pool maintenance. Knowledge, Skills, and Abili�es • Ability to calculate figures and amounts such as discounts, propor�ons, percentages, area, circumference, and volume. • Ability to collect and evaluate numerical data. • Ability to create and explain reports. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to make analy�cal decisions based on department policy statements. • Ability to read and interpret documents such as safety rules, opera�ng and maintenance instruc�ons, and procedure manuals. • Ability to read and understand technical materials, reports and journals, safety rules, opera�ng and maintenance instruc�ons, and procedure manuals. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to speak effec�vely before groups of customers or employees of organiza�on. • Ability to write rou�ne reports and correspondence. • Knowledge of facility maintenance, HVAC, and the administra�on of principles, techniques, and methods of providing public facili�es. • Knowledge of greenhouse gas reduc�on and environmental ini�a�ves rela�ng to facility design and opera�ons. • Knowledge of spreadsheet and/or energy tracking so�ware. Updated: March 2024 • Skill in planning, implementa�on, and technical knowledge of facility management and maintaining posi�ve public rela�ons. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
