HomeMy WebLinkAboutAssistant Superintendent - LandfillUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Assistant Superintendent – Landfill Department: Public Works Division: Resource Management Supervisor: Resource Management Superintendent FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2711 Job Summary Assists in planning, direc�ng and supervising the opera�on and maintenance for Resource Management which includes landfill and recycling opera�ons. Primary du�es are at the landfill. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Assists in supervising, planning, and direc�ng daily opera�ons and maintenance of Landfill opera�ons. • Assists in maintaining Division’s Environmental Management System. • Assures compliance with local, state and federal laws and regula�ons, including EPA and DNR regula�ons. • Responds to calls and complaints from residents and businesses. • Provides informa�on and/or assistance, as needed. • Performs quarterly inspec�ons for storm water management and spill preven�on control and counter measures. • Monitors and writes reports for various opera�ons such as methane wells, surface emissions, ground emissions and others. • Oversees safety, conducts safety mee�ngs, and injury preven�on and quality control. • Manages Household Hazardous Waste (HHW), landfill gas, yard waste, ground water, storm water, recycling, compost and electronic waste disposal opera�ons. • Creates special reports, including quarterly DNR reports. • Assists other departments. • Atends staff mee�ngs. • Atends solid waste regional planning mee�ngs. • Directs soil farming for contaminated soils. • Oversees building and ground maintenance. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Updated: March 2024 Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Experience in landfill or similar operations. • State of Iowa DNR Landfill Operator Cer�fica�on required upon hire. Forklift certification required within one year. Hazwoper Cer�fica�on, within one year of hire. National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300 within two years of hire. Compost Operator Cer�fica�on within one year of hire. Sa�sfactory driving record. Valid State of Iowa commercial driver’s license instruc�on permit upon first day in posi�on. Valid State of Iowa Class B commercial driver’s license within 6 months of hire. Meet federal drug tes�ng requirements. Requires a pre-employment drug screen. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abili�es • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform mathema�cal calcula�ons for figures and amounts such as discounts, interest, propor�ons, percentages, area, circumference, volume, and basic geometry. • Ability to read and interpret blueprints, technical manuals, government regula�ons, research journals and other writen materials. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of microbiology, chemistry, environmental engineering, biological and chemical research methods, and mechanical and electrical systems. • Skill in observing, evalua�ng, monitoring, and oral and writen communica�on. • Skill in the opera�on of relevant tools, materials and equipment used in opera�on, maintenance and repair of landfill. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
