HomeMy WebLinkAboutAssistant Superintendent - Streets & Traffic EngineeringUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Assistant Superintendent of Streets & Traffic Engineering Department: Public Works Division: Streets & Traffic Engineering Supervisor: Superintendent of Streets & Traffic Engineering FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2703 Job Summary Manages and supervises the work crews in the construc�on, maintenance and repair of City streets and related facili�es as well as traffic signals, roadway ligh�ng, signage and pavement markings. Street maintenance and repair includes items such as pothole patching, crack sealing, alley grading and repairs, storm sewer intake cleaning and repairs, pavement removal and replacement, street sweeping, leaf collec�on, and snow plowing. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Inves�gates and resolves resident complaints and inquiries rela�ng to Streets and Traffic Engineering crew ac�vi�es. • Distributes City request forms and resident ac�on request/complaint forms to proper staff. • Assists in es�ma�ng and coordina�ng labor, equipment and materials for the Streets and Traffic Engineering opera�ons. • Maintains work records for the Streets and Traffic Engineering ac�vi�es. • Plans, assigns and reviews the work of staff in construc�on and maintenance of streets, signage, pavement markings and traffic signals. • Monitors equipment condi�ons and coordinates repair ac�vi�es. • Assists in the development of budget requests and division goals, monitors budget expenditures. • Updates uptown sweeping and alley maintenance staff schedules. • Determines construc�on limits and submits Iowa One Call loca�ons for exis�ng u�li�es 48 hours in advance of construc�on. • Assists with the development of press releases for street construc�on projects. • Orders and coordinates the payment of various supplies within budget. • U�lizes computer so�ware including Microso� Word, Excel, Outlook, Cartegraph, Munis and Kronos to create documents, reports, and correspondence, manage workflow approvals, and to manage division �me entry and payroll. • Coordinates traffic control devices required for parade/public assembly permited events. Updated: March 2024 • Reviews incident reports for on-the-job incidents/injuries as they occur. • Compiles, monitors, shares on-going safety related agenda and issues for monthly mee�ngs as well as required cer�fica�ons and compliance to OSHA regula�ons. • Oversees concrete panel replacement, pothole repairs, crack sealing, and leaf program. • Oversees snow removal opera�ons and coordinates plowing and snow pickup with other Divisions, Departments, and outside partners. • Assists with oversight of various contracts within the division. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Degree in Engineering, Construc�on, or related. Experience in construc�on, engineering, street maintenance, or equipment maintenance. • National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300 within two years of hire. Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must live within 25 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the posi�on. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of related experience; or six years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abili�es • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform preven�ve maintenance on vehicles and equipment such as backhoes, u�lity trucks, dump trucks and concrete trucks as well as assorted hand tools. • Ability to read and understand work orders and equipment manuals, professional journals, technical procedures, or governmental regula�ons. • Ability to read, measure and calculate types and sizes of materials needed for repair or u�lity cuts and ability to reason amount of �me that will be used in the process. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of street construc�on, maintenance, and repair. Updated: March 2024 • Skill in the opera�on and maintenance of equipment used in the repair and maintenance of streets and alleys. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
