Job Summary
Under general direc�on, provides and promotes effec�ve procurement of equipment, materials
and services through research, specifica�ons, evalua�on, writen reports and contracts.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Develops, researches and writes bid documents; updates established bids prior to
release.
• Receives and processes awarding of bids and contracts and provides documenta�on.
• Contacts vendors to no�fy them of newly posted bids and request for proposals;
provides essen�al informa�on regarding dates of bid closings and mandatory mee�ngs.
• Researches and evaluates a variety of exis�ng and proposed equipment, products and
services.
• Prepares detailed writen reports, recommenda�ons and support data for presenta�on
to the Purchasing Coordinator and other appropriate par�es.
• Performs contract administra�on, develops and amends contracts, assures contract
compliance, product and vendor performance and warranty protec�on.
• Provides informa�on and assistance to City employees, intergovernmental agencies,
contractors, vendors and the general public regarding various City procurement policies
and procedures.
• Advises Purchasing Coordinator and City staff on changes in regula�ons, market
condi�ons and other developments affec�ng equipment, products and services.
• Assists internal customers with the delivery of purchases, informal quotes and opera�on
of small office equipment according to guidelines.
• Works with legal staff regarding contractual language and contract issues.
• Prepares training material and trains employees on purchase requisi�on entry, contract
entry, change order entry, invoice entry, and purchase cards.
• Serves as back-up staff for Purchasing Assistant.
• Assists with the internal transfer of surplus equipment and the sale of surplus
equipment and vehicles to the public.
• Enters and posts purchase requisi�ons and distributes purchase orders.

• Enters and verifies invoice amounts for payment.

Minimum Education, Experience, Certification/Licensure, Other
• High school educa�on or G.E.D. and seven to twelve months of related experience or
training; or equivalent combina�on of educa�on and experience.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• High school diploma or G.E.D. and one year of related experience or training; or
equivalent combina�on of educa�on and experience. Experience in purchasing or
related.
• Cer�fica�on in Public Purchasing (CPPB) from Universal Public Procurement Cer�fica�on
Council.
Knowledge, Skills, and Abili�es
• Ability to apply common sense understanding to carry out instruc�ons furnished in
writen, oral, or diagram form.
• Ability to deal with problems involving several concrete variables in standardized
situa�ons.
• Ability to operate standard office equipment and an automated teller machine.
• Ability to perform basic mathema�cal calcula�ons such as calculate figures and amounts
such as discounts, interest, commissions, and percentages.
• Ability to proofread purchase requisi�ons, purchase orders, bids, request for proposals,
vouchers, and check requests.
• Ability to read and understand writen materials to record work ac�vi�es and keep
records and understand purchasing and procedure manuals.
• Ability to reliably and predictably carry out du�es.
• Ability to speak effec�vely before groups of customers or employees of organiza�on.
• Ability to write rou�ne reports and correspondence.
• Knowledge of federal, state, and local regula�ons, standards and prac�ces, related to
procurement.
• Knowledge of general office and clerical procedure in including filing and basic record
keeping.
• Knowledge of general services and opera�ons provided by City department, the County,
State and Federal governments and other non-City agencies.
• Knowledge of inventory control procedures.
• Knowledge of mail processing and postal processing and postal rates and regula�ons.
• Knowledge of records management, municipal accoun�ng and budge�ng.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
