Job Summary
Calculates, tracks, and manages metrics, data, and processes suppor�ng City and community
climate ac�on ini�a�ves. Par�cipates in development of programs and projects for the Office of
Climate Ac�on and Outreach and supports implementa�on of the City’s Climate Ac�on and
Adapta�on Plan. Analyzes data and ensures accuracy of metrics and completes annual
greenhouse gas inventory. Effec�vely assesses future needs to meet City and community goals
for climate ac�on and social equity. Serves internal and external customers, requiring the ability
to make technical informa�on easy to understand. Iden�fies innova�ve solu�ons and
demonstrates measurable progress on goals. Fosters collabora�ve implementa�on of special
projects and programs. Clearly communicates verbally and in wri�ng, comfortably adjusts to
different audiences, and creates narra�ves, project summaries and technical reports.
Essen�al Job Du�es and Responsibili�es:
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Develops, coordinates, implements, and monitors climate ac�on and carbon emissions
reduc�on ac�vi�es among City departments, City Council, external agencies and
partners, community organiza�ons, residents and businesses, with a focus upon
implemen�ng the City’s Climate Ac�on and Adapta�on Plan and enhancing community-
wide energy efficiency and resource conserva�on programs.
• Compiles, tracks and analyzes environmental and community data for the purpose of
promo�ng equity-driven climate ac�on and for genera�ng and explaining technical
reports and summaries for City staff, City Council and the public.
• Supports the Climate Ac�on and Outreach Office and other City staff in their mission to
enact meaningful promo�on, engagement, and ini�a�ves for climate ac�on ac�vi�es,
especially as they facilitate equitable access to climate ac�on resources and educa�on
for under-represented groups.
• Establishes, par�cipates in, advises and coordinates City work groups and community
commitees in developing goals, metrics and ac�on plans to reduce energy consump�on
and emissions.
• Iden�fies and implements prac�cal measures for monitoring and sharing goal progress.

• Provides technical assistance, compiles records, and researches policies, programs and
ini�a�ves.
• Administers, coordinates, monitors expenditures for special projects as assigned, related
to energy use, alterna�ve transporta�on, and carbon emissions reduc�on, including
grant or loan program administra�on.
• Works with staff on data collec�on, analysis and report wri�ng that summarizes climate
ac�on progress, greenhouse gas emissions reduc�on, natural gas and electricity usage,
buildings and transporta�on system efficiency.
• Engages regularly with community and regional commitees, organiza�ons, and informal
groups as representa�ve of City of Iowa City to build rela�onships with the public and
connect climate ac�on ac�vi�es with community issues and ini�a�ves.
• Assists the ac�vi�es of the Climate Ac�on Commission, providing City informa�on and
resources, as needed.
• Works with Green Iowa AmeriCorps team facilita�ng weekly mee�ngs and project
guidance.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs all other related du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on; or four years of related
experience and/or equivalent combina�on of educa�on and experience. Degree in
Environmental Policy or Studies, Urban Planning, Public Administra�on/Policy or related.
Experience in sustainability and climate ac�on, engineering, environmental monitoring,
data analy�cs, community planning, facili�es management, or related.
• Valid State of Iowa driver’s license with sa�sfactory driving record required. Must be 18
years of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and one year of related
experience; or five years of related experience and/or equivalent combina�on of
educa�on and experience. Experience with Geographic Informa�on Systems (GIS).
Bilingual proficiency.

• Ability to analyze technical and sta�s�cal informa�on and formulate prac�cal plans and
solu�ons to a problem.

• Ability to develop and present mathema�cal informa�on, sta�s�cal data, and financial
es�mates.

• Ability to input data and informa�on into a computer database or other electronic
pla�orm, skill in using computers and applicable so�ware applica�ons (Microso� Office
– Word, Excel, Outlook).
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to read, analyze, and interpret specialized reports and grant applica�on rules,
general business periodicals, professional journals, technical procedures, or
governmental regula�ons.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Knowledge of greenhouse gas emissions and/or carbon emissions reduc�on techniques.
• Knowledge of how building construc�on or facility opera�ons impact energy efficiency
and carbon emissions genera�on.
• Knowledge of how to complete greenhouse gas inventories and monitor progress.
• Skill in ac�ve and meaningful listening with ability to interpret intended meaning of
messages.
• Skill in data management and analysis.
• Skill in establishing and maintaining effec�ve working rela�onships with members of the
public and City staff.
• Skill in oral and writen communica�on and informa�on organiza�on.
• Skill in technical wri�ng and business correspondence.

No supervision of direct reports.
