Job Summary
Under general direc�on, directs and supervises work crews and manages the maintenance and
performance of assigned City buildings. Also manages contracted improvements to public
buildings as determined by the Director of Parks & Recrea�on. Will rou�nely monitor and
evaluate the performance of all building mechanicals and performance indicators including but
not limited to HVAC, alarm systems and u�lity consump�on data.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Maintains, repairs, and operates the City Electrical and Plumbing Systems (MEP), the
building’s HVAC, fire suppression systems (sprinkler and pumps), the fire alarming and
no�fica�on systems, and electrical systems such as ligh�ng and controls, flood control
systems, coordinates sampling, tes�ng and treatment of hydronic closed loop systems,
aqua�c processes, etc.
• Maintains, repairs, operates and cleans city buildings, obtains quotes from contractors
and nego�ates contracts for certain maintenance du�es and supplies, oversees contract
administra�on.
• Develops, directs and executes preven�ve maintenance programs that coordinate cost-
effec�ve use of other employees and contracted primary companies selected from the
most appropriate trades.
• Tracks and makes proper use of warran�es and guarantees on facility projects, systems,
equipment and materials.
• Prepares an annual budget, monitors expenditures during year.
• Reports to work on emergency basis for system failures, leaks and floods, burglar and
fire alarms and other similar circumstances.
• Prepares and recommends cost es�mates for capital improvement projects, serves as
project manager as assigned.
• Manages engineers, architects and other contracted service providers as assigned.
• Maintains building records and computer files, processes �me sheets for maintenance
employees.

• Completes cost/benefit analysis on new and pending projects to determine their use to
municipal opera�ons.
• Establishes job priori�es and �me frames for City facility maintenance crews.
• Monitors comple�on of job assignments to ensure compliance with standards and
instruc�ons and revises instruc�ons and �me frames as necessary.
• Develops policies and procedures rela�ng to the upkeep of City facili�es, including the
implementa�on of new equipment and the modifica�on/fabrica�ons of exis�ng
systems.
• Iden�fies and develops a work plan to bring assigned buildings under compliance with
the American with Disability Act (ADA).
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven to nine years of related experience and/or equivalent
combination of education and experience. Degree in Mechanical, Electrical, or Civil
Engineering, Facilities Management, Construction Management, Architecture or related.
Experience in facilities management, design, building construction, maintenance,
building operations and automated HVAC controls.
• Journeyman Level State of Iowa license in electrical, plumbing, or HVAC trade. Valid
State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age.
Must pass a criminal background check. FBI fingerprint screening will be required for
facility access to Iowa City Police Department.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and six years of related
experience; or ten years of related experience and/or equivalent combination of
education and experience. Supervisory experience.
• Cer�fica�on by the Interna�onal Facility Management Associa�on (IFMA).
Knowledge, Skills, and Abili�es
• Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to
prac�cal situa�ons.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or
diagram form and deal with several abstract and concrete variables.
• Ability to manage, coordinate and evaluate the work of others.
• Ability to operate construc�on and maintenance equipment.

• Ability to operate hand and power tools and specialized equipment systems used to
maintain facili�es and pools.
• Ability to prepare writen work sheet reports.
• Ability to read and interpret blueprints, electrical schema�cs, and technical manuals, or
governmental regula�ons.
• Ability to reliably and predictably carry out du�es.
• Ability to use logical and crea�ve thought processes to develop solu�ons according to
writen specifica�ons and/or oral instruc�ons, ability and willingness to quickly learn
and put to use new skills and knowledge brought about by rapidly changing informa�on
and/or technology.
• Ability to work with mathema�cal concepts such as probability and sta�s�cal inference,
and fundamentals of plane and solid geometry.
• Ability to write reports, business correspondence, and procedure manuals.
• Integrity, ingenuity and inven�veness in the performance of assigned tasks, good
communica�on skills and the ability to effec�vely work with various city stakeholders.
• Knowledge at advanced level of the skilled trades opera�ons of Electricians, Carpenters,
Plumbers, HVAC Technicians and Building Equipment Operators. Up to date knowledge
of computerized building automa�on systems.
• Knowledge of building and pool safety codes.
• Skill in maintaining paper and computerized records and files of work performed.
• Skill in scheduling, assigning and supervising the work of subordinates at mul�ple
loca�ons.
• Skill in troubleshoo�ng, repairing and maintaining pneuma�c and electrical systems,
plumbing, electronic controls and mechanical processes.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.
