Job Summary
Provides administra�ve oversight to all opera�ons and ac�vi�es of the Iowa City Housing
Authority. Directs and manages Housing Choice Voucher, Public Housing, Homeownership,
Family Self-Sufficiency, and other programs to meet federal requirements. Supervises the
performance of Housing Authority staff. Develops the Housing Authority budget and monitors
expenditures throughout the year.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Manages Housing Authority opera�ons in accordance with city goals, policies, and
direc�ves.
• Prepares and monitors annual budget and amendments; makes recommenda�ons for
capital items or staffing needs during annual budge�ng process; prepares and submits
financial informa�on, budget amendments, and requests for payments to the federal
Department of Housing and Urban Development (HUD).
• Administers and manages HUD repor�ng ac�vi�es and compliance.
• Administers and approves opera�onal expenditures, including Housing Assistance
Payments (HAP) to landlords.
• Cer�fies the eligibility qualifica�ons for applicants to receive federal housing assistance.
• Represents the Housing Authority as a community leader for affordable housing, family
self-sufficiency and homeownership opportuni�es; iden�fies trends of housing needs
within the community; advises on housing laws, regula�ons, and ordinances.
• Establishes and maintains effec�ve rela�onships with staff, other City employees, City
Council, business and community groups, other social service providers, state and
federal officials, representa�ves of the media and the public.
• Communicates effec�vely with diverse groups of people and interacts courteously with
the public.
• Presents to the Housing and Community Development Commission and City Council for
agenda items specific to the Housing Authority.
• Develops and produces fair and equitable Housing Authority internal policies and
procedures, manuals, public informa�on, reports, and other writen materials; keeps

staff informed of City and Housing Authority goals and objec�ves, revised procedures,
methods and work changes; provides status reports to City and department leadership
on Housing Authority opera�ons and any major shi� in policies or procedures.
• Assesses progress toward mee�ng department goals; takes correc�ve ac�on as
necessary to resolve problems and achieve goals.
• Directs, coordinates, and assists staff involved in program integrity inves�ga�ons;
collaborates and coordinates program integrity efforts with state and local law
enforcement agencies.
• Resolves work-related and opera�onal problems in areas not covered by precedent or
established policies.
• Oversees overall customer sa�sfac�on, tracking of services and resolving client
complaints.
• Iden�fies opportuni�es for new revenue sources from HUD, state and other grantors;
develops, coordinates and writes grants/applica�ons.
• Provides professional exper�se, informa�on, educa�on, training, and opportuni�es for
public/private partnerships.
• Cer�fies claims and represents division in small claims court.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and two years of related
experience; or six years of related experience and/or equivalent combination of
education and experience. Degree in Public Administration, Business, Social Work, or
related. Experience in housing administration, public administration, or related.
• Public Housing/HCV Management Cer�ficate (HUD) within first 12 months of hire. Valid
State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age.
Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven years of related experience and/or equivalent combination
of education and experience. Experience in public housing.
Knowledge, Skills, and Abili�es
• Knowledge of federal, state, and local housing codes and ordinances, HUD housing rules
and regula�ons, tenant/landlord law, and affordable housing issues.
• Skill in writen and verbal communica�on, using both technical and non-technical
language.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to effec�vely present informa�on to city leadership, federal/state program
representa�ves, public groups, and/or other stakeholders.

• Ability to develop, analyze and present budget informa�on and perform mathema�cal
func�ons in order to review housing grants and sta�s�cs and HUD benefits and
compliance.
• Ability to read and interpret technical materials, codes, regula�ons, financial reports,
and legal documents.
• Ability to reliably and predictably carry out du�es.
• Ability to respond to common inquiries or complaints from residents, regulatory
agencies, or members of the community.
• Ability to write presenta�ons and press releases that conform to prescribed style and
format.
Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.
