Job Summary
Manages the ac�vi�es of the Human Resources division and performs personnel management
services and related ac�vi�es for all City departments, divisions, and the Civil Service
Commission.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Resolves personnel issues at all levels within the municipal government, consults with
legal staff, meets with supervisors and with subordinate employees, mediates disputes,
recommends administra�ve ac�on, and inves�gates complaints not pursued under the
collec�ve bargaining agreement, advises on hiring, discipline, termina�on, leave, and
performance reviews.
• Develops, administers, and interprets personnel policy procedures and interprets
collec�ve bargaining agreements, inves�gates grievances brought under three collec�ve
bargaining agreements, assists departments in resolving collec�ve bargaining issues,
par�cipates in labor nego�a�ons and prepares exhibits for arbitra�on.
• Performs assigned Civil Service Commission du�es, plans, directs, monitors, and
par�cipates in the recruitment, interview and hiring process for Civil Service Police and
Fire entry level and promo�onal posi�ons, manages assessment centers.
• Plans, directs, assigns, and monitors the work ac�vi�es of assigned Human Resources
staff and hourly employees.
• Administers classifica�on/compensa�on system, classifies new and changed posi�ons,
recommends changes as needed.
• Par�cipates in job interviews as requested.
• Conducts in house training program for Division personnel, manages Human Resource
policy training and selected professional development for City staff.
• Recommends changes, assists with city wide training, and implements ini�a�ves to
increase efficiency and support diversifica�on goals.
• Administers city benefits programs including health, dental, vision, life, LTD, Sec�on 125,
IPERS and MFPRSI.

• Administers federal and state laws including FMLA, FLSA, COBRA, HIPAA, Department of
Transporta�on drug and alcohol tes�ng, EEO, and Affordable Care Act.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the

• Performs all other related du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of related
experience; or ten years of related experience and/or equivalent combina�on of
educa�on and experience. Degree and/or experience in Personnel Administra�on or
Human Resource Management.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Master’s degree from an accredited educa�onal ins�tu�on and seven years of related
experience; and/or equivalent combina�on of educa�on and experience. Supervisory
experience.
• Society for Human Resource Cer�fica�on as Cer�fied Professional (CP) or Senior
Cer�fied Professional (SCP) or equivalent preferred.
Knowledge, Skills, and Abili�es
• Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to
prac�cal situa�ons.
• Ability to clearly and concisely communicate a variety of informa�on, both orally and in
wri�ng.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to effec�vely present informa�on to top management, consultants, counsel,
and/or board or commissions.
• Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or
diagram form and deal with several abstract and concrete variables.
• Ability to maintain consistency and impar�ality in applying personnel policies.
• Ability to perform and interpret mathema�cal calcula�ons in administering
compensa�on issues, tes�ng func�ons, collec�ve bargaining cos�ng analysis, and
budget prepara�on.
• Ability to read and understand federal regula�ons, legal documents, employment law,
technical materials, reports, insurance policies, union contracts, and journals.
• Ability to reliably and predictably carry out du�es.
• Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or members of the business community.
• Ability to work with mathema�cal concepts such as probability and sta�s�cal inference.
• Ability to write reports and presenta�ons.

• Knowledge of state and federal labor laws including FMLA, FLSA, EEO, recruitment,
interviewing, selec�on, labor rela�ons issues, collec�ve bargaining, COBRA, Affordable
Care Act, and personnel administra�on.
• Skill in interviewing, public rela�ons, oral and writen communica�on, and conflict
resolu�on.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook, Powerpoint).
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.

The noise level in the work environment is usually moderate. Du�es are generally performed in
