Job Summary
Provides personnel support to departments, divisions and employees including training, hiring,
contract administra�on and benefits.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Answers ques�ons regarding applicant procedures from employees and the general
public, provides assistance with online employment applica�on.
• Provides informa�on to employees and staff regarding personnel policies, federal
regula�ons and labor contracts.
• Writes and schedules employment adver�sements, writes and distributes job pos�ngs,
updates job line and website.
• Screens applica�ons to determine applicants' qualifica�ons, assists with recruitment.
• Opens mail and receives applica�on materials and correspondence.
• Monitors hiring prac�ces for compliance with internal policies and employment law.
• Completes and compiles individual employee informa�on and files including
employment verifica�on forms.
• Writes and updates memos, interview formats, job descrip�ons and a variety of
applicant and employee correspondence.
• Assigns individuals to community service work throughout the City.
• Coordinates annual employee special events.
• Maintains City employee enrollment in benefit plans (health, dental, vision, COBRA, FLEX
plan), assists employees with benefit issues and changes, and reconciles billing as
appropriate.
• Assists with annual benefits open enrollment.
• Conducts employee orienta�on sessions for new permanent employees, including signs
up employees for benefits, answers ques�ons regarding benefits, follows up with
employees to ensure all required enrollment forms are completed and returned.
• Monitors and coordinates hiring process including offer leters, background checks and
schedules, licensure requirements, administers, accounts, and determines compliance

for employment related tes�ng including physicals, drivers’ license, drug and alcohol
tes�ng.
• Maintains random selec�on drug and alcohol tes�ng database and coordinates required
tests.
• Prepares division-related reports as directed.
• Approves University of Iowa work study �mesheets for all students, reconciles University
of Iowa work study billing and sends payment in �mely manner.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other related du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educa�onal ins�tu�on; or two years of related
experience and/or equivalent combina�on of educa�on and experience. Experience
working with public sector or employee contact.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educa�onal ins�tu�on and one year of related
experience; or three years of related experience and/or equivalent combina�on of
educa�on and experience.
Knowledge, Skills, and Abili�es
• Ability to clearly and concisely communicate a variety of informa�on, both orally and in
wri�ng.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to maintain consistency and impar�ality in applying personnel policies.
• Ability to perform and interpret mathema�cal calcula�ons in administering
compensa�on issues, tes�ng func�ons, and work study billings.
• Ability to read and understand federal/state/local regula�ons, reports, insurance
policies, union contracts, and personnel policies.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of office procedures, filing, employment law, and general personnel policies
and guidelines.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook) and other office equipment.
