Job Summary
Provides technical and personnel support services to departments, divisions, and employees
including the areas of compensa�on, labor contract administra�on, benefits and training.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Counsels and provides informa�on to employees, administra�on, staff and the general
public regarding benefits, personnel policies, federal and state regula�ons and labor
contracts.
• Processes changes in payroll system (hires, wage changes, leave, etc.), monitors
employee benefits for errors, over-usage, and eligibility for conversion, resolves
discrepancies and provides assistance.
• Reviews and monitors personnel opera�ons for compliance with current personnel
policies and labor contracts.
• Assists in the administra�on of a variety of Human Resource programs and projects
including tes�ng, service awards and staff training.
• Assists and par�cipates in the recruitment, tes�ng, interview and hiring process for Civil
Service Police and Fire entry level posi�ons, takes minutes, prepares and post agendas,
provides clerical support staff for Civil Service Commission.
• Prepares no�ces, provides informa�on, and assists employees with issues related to
leaves of absence including FMLA, military leave and leave without pay.
• Prepares informa�on for termina�ng employees, conducts termina�on interviews,
prepares, and distributes insurance informa�on to affected individuals in compliance
with federal and state insurance con�nua�on laws, determines accrual payouts and/or
benefits owed to city employees.
• Processes unemployment no�ces of claims, represents the City in hearings on contested
claims and monitors quarterly charges.
• Par�cipates in employee recrui�ng, screening, interviewing and selec�on.
• Coordinates and assists with HR programs such as fiscal year end processing, open
enrollment for benefits, service awards, staff training and apprecia�on events.

• Performs research and data collec�on for compensa�on administra�on, labor contract
nego�a�ons and other special projects.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the

Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and one year of related
experience; or five years of related experience and/or equivalent combina�on of
educa�on and experience. Degree and/or experience in Human Resources. Experience in
public contracts.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and two years of related
experience; or six years of related experience and/or equivalent combina�on of
educa�on and experience.
Knowledge, Skills, and Abili�es
• Ability to clearly and concisely communicate a variety of informa�on, both orally and in
wri�ng.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to maintain consistency and impar�ality in applying personnel policies.
• Ability to perform and interpret mathema�cal calcula�ons in administering
compensa�on issues, tes�ng func�ons, collec�ve bargaining cos�ng analysis, and
budget prepara�on.
• Ability to read and understand technical materials, federal/state/local regula�ons,
insurance policies, union contracts, and journals.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of state and federal labor laws and personnel administra�on including FMLA,
FLSA, EEO, COBRA and HIPAA.
• Skill in organizing files and records.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
