HomeMy WebLinkAboutHuman Rights InvestigatorUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Human Rights Inves�gator Department: City Manager’s Office Division: Equity and Human Rights Supervisor: Human Rights Coordinator & Equity Director FLSA: Exempt Civil Service: Yes Pay Grade: 15 Job Number: 1507 Job Summary Inves�gates complaints alleging unlawful discrimina�on and makes ini�al determina�on on the merits. Assists in planning and coordina�ng office goals including key related equity-related ini�a�ves. Serves as staff and a resource to the human rights commission in the coordinator’s absence. Essen�al Job Du�es and Responsibili�es: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Receives, processes, and inves�gates complaints alleging discrimina�on, conducts legal research and prepares findings as to whether probable cause exists on complaints. • Conducts interviews, site visits, writes interrogatories, corresponds with par�es involved in a complaint, and writes inves�ga�ve summaries. • Assists the public as it relates to unlawful discrimina�on in the areas covered by the human rights ordinance and makes referrals to appropriate agencies as needed. • Conducts legal research, recent court opinions, and reviews federal agency guidance and regula�ons. • Prepares specialized correspondence on civil rights, social jus�ce, and human rights. • Makes public presenta�ons and conducts trainings on civil rights. • Keeps human rights coordinator updated on current open files and inves�ga�ons as well as trends. • Assists with the human rights commission. • Dra�s recommenda�ons and updates on the human rights ordinance. • Works with all departments to maintain consistency and professionalism and provides a “seamless” service to the public and other agencies. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other related du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and two years of related experience; or six years of related experience and/or equivalent combina�on of Updated: March 2024 educa�on and experience. Degree in Human Resources, Poli�cal Science, Social Sciences, Civil Rights, or related. • Valid State of Iowa driver’s license with sa�sfactory driving record required. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educa�onal ins�tu�on and two to four years of related experience; or Juris of Doctorate from an accredited educa�onal ins�tu�on and two years of related experience; and/or equivalent combina�on of educa�on and experience. Experience in legal field. Knowledge, Skills, and Abili�es • Ability to add, subtract, mul�ply, and divide in all units of measure, using whole numbers, common frac�ons, and decimals. • Ability to apply common sense understanding to carry out instruc�ons furnished in writen, oral, or diagram form. • Ability to compute rate, ra�o, and percent and to draw and interpret bar graphs. • Ability to deal with problems involving several concrete variables in standardized situa�ons. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to maintain confiden�ality. • Ability to reliably and predictably carry out du�es. • Ability to remain an impar�al fact finder, collect and analyze data, and summarize and produce writen findings. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of civil rights law, interviewing, and inves�ga�ve techniques. • Skill in legal research, oral and writen communica�on. • Skill in media�on and de-escala�on techniques. • Skill in observing, reading, and interpre�ng legally writen materials. • Skill in performing mathema�cal func�ons in order to interpret sta�s�cal data. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and Adobe Acrobat. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regula�ons. Supervision No supervision of direct reports.
