Job Summary
Directs the opera�onal, financial and personnel ac�vi�es of the Metropolitan Planning
Organiza�on of Johnson County (MPOJC). Serves as execu�ve director of the MPOJC as well as
the Transporta�on Planner for the City of Iowa City and supervises Iowa City-specific programs
and services.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Directs the ac�vi�es and programs of the Metropolitan Planning Organiza�on, MPOJC,
which services twelve municipali�es, the University of Iowa, and Iowa Department of
Transporta�on; provides leadership for all MPOJC opera�ons and administra�ve
func�ons.
• Prepares and manages budget for the MPOJC division and par�cipates in capital
improvement planning.
• Directs and assists in project work in transporta�on planning; offers traffic planning
services to all MPOJC en��es; provides transit planning and grant administra�on
services to three public fixed-route transit systems; coordinates transporta�on and land
use planning for the urbanized area.
• Oversees and directs staffing and support for the MPOJC Urbanized Area Policy Board
and other MPOJC commitees, including agenda prepara�on, informa�on packet
prepara�on, minutes and other ac�vi�es as directed by the Board.
• Coordinates and administers grant applica�ons on behalf of Iowa City for transporta�on-
related projects and for other MPOJC en��es upon request.
• Assists in daily opera�ons of the department; assists in coordina�on and integra�on of
work tasks of MPOJC with other departments.
• Coordinates directly with the Iowa City Public Works department on right of way signage
and signals.
• Responds to requests, comments and inquiries from the public, Council members, the
media and members of various boards, commissions, and inter-governmental agencies
for all MPO and transporta�on related inquiries.

• Coordinates/nego�ates and maintains posi�ve working rela�onships with federal and
state transporta�on officials, and officials from other Iowa municipali�es; assures
compliance with all applicable regula�ons of the Federal Highway Administra�on, the
Federal Transit Administra�on and the Iowa Department of Transporta�on, including
long- and short-range analysis and required administra�ve documents such as the
Transporta�on Improvement Program, Transporta�on Planning Work Program and Long
Range Transporta�on Plan.
• Researches and provides analysis for public en��es in the Metropolitan Planning
Organiza�on including, but not limited to traffic studies, traffic analyses, traffic calming,
traffic signal �ming, etc.
• Manage Right of Way signs, traffic signals and overhead streetlights and provide
development review for transporta�on concerns in Iowa City.
• May perform du�es of Neighborhood & Development Services Director in his/her
absence.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the

Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or a Master’s degree and one to three years of related experience;
or seven to nine years of related experience and/or equivalent combination of
education and experience. Degree in Urban Planning, Transportation Planning, Civil
Engineering, or related. Experience in municipal planning, transportation planning,
construction or building trades.
• Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of
age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Master’s degree from an accredited educational institution and five years of related
experience; and/or equivalent combination of education and experience. Supervisory
experience.
• American Ins�tute of Cer�fied Planners (AICP) Cer�fica�on.
Knowledge, Skills, and Abili�es
• Ability to analyze a variety of alterna�ves and make long range planning
recommenda�ons based on benefits to the community.
• Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to
prac�cal situa�ons.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to develop and present mathema�cal budget informa�on and benefit/cost
analysis.

• Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or
diagram form and deal with several abstract and concrete variables.
• Ability to make effec�ve and persuasive speeches and presenta�ons on controversial or
complex topics to top management, public groups, and/or boards of directors,
commissions, or elected officials.
• Ability to read and understand technical materials, reports and journals, and analyze the
most complex documents.
• Ability to reliably and predictably carry out du�es.
• Ability to respond effec�vely to the most sensi�ve inquiries or complaints.
• Ability to work with mathema�cal concepts such as probability and sta�s�cal inference.
• Ability to write speeches and ar�cles using original or innova�ve techniques or style.
• Knowledge of municipal planning techniques and principles and the general workings of
state and federal programs in transporta�on and land use.
• Knowledge of relevant provisions of federal, state and local law and current
administra�ve techniques and prac�ces.
• Skill in planning, reasoning, conflict resolu�on, and verbal and writen communica�ons.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.
