Job Summary
Under general direc�on, inspects, maintains and repairs the City's water distribu�on system.
Operates heavy equipment and serves as group leader in performing general and emergency
construc�on, maintenance and repair of water mains and related facili�es. Performs loca�on of
underground water and fiber u�li�es, water taps and related water customer service work.
Inves�gates customer service complaints.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Serves as lead worker for work crew.
• Installs, repairs, and maintains water mains, lines, hydrants and valves of the water
distribu�on system, conducts hydrant flushing and flow tes�ng.
• Mentors personnel on proper equipment opera�on and water distribu�on procedures,
policies and materials.
• Ensures that water is safe and clean for the community through proper opera�on and
maintenance of the distribu�on system.
• Performs emergency du�es related to water main breaks, responds to a�er-hour
emergency calls, performs on-call du�es.
• Serves as crew leader for on-call projects as well as for selected job assignments.
• Operates backhoe, cement breaker, dump trucks and bore machine, uses specialized
equipment to find valves and leak loca�ons.
• Operates heavy digging and construc�on equipment and various hand tools, provides
taps for City projects and contractors.
• Measures valves and hydrants, prepares writen records.
• Performs basic mathema�cal calcula�ons, calculates measurements for construc�on and
pipe loca�on.
• Constructs �e ins and taps under pressure for new water service, provides taps for City
projects and contractors, ensuring proper specifica�ons.
• Receives and unloads materials and equipment.
• Conducts final flush in new subdivision.
• Answers ques�ons from the public and contractors.

• Performs inspec�ons, including those for two-year maintenance bonds.
• Videotapes and photographs immediate project area before star�ng a project for
documenta�on.
• Field verifies as built maps, taking all necessary steps to complete process.
• Documents daily ac�vi�es and challenges in project folder.
• U�lizes so�ware applica�ons to log ac�vi�es and prepare reports.
• Works with contractors to ensure proper/approved materials usage and installa�on.
• Collects water samples and conducts pressure tests and flushes.
• Locates water mains and services.
• Conducts assessment of inventory annually for budget development.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution and one year of related
experience; or three years of related experience and/or equivalent combination of
education and experience. Experience in water system installation and repair.
• State of Iowa DNR Grade II Water Distribu�on Cer�ficate required within one year of
hire. Sa�sfactory driving record. Valid State of Iowa commercial driver’s license
instruc�on permit upon first day in posi�on. Valid State of Iowa Class A commercial
driver’s license with air brake and tank endorsements within 6 months of hire. Meet
federal drug tes�ng requirements. A pre-employment drug screen is required. Must be
18 years of age. Must pass criminal background check. Must live within 25 miles of the
corporate limits of Iowa City, Iowa within one year of appointment to the posi�on.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience.
• State of Iowa DNR Grade III Water Distribu�on Cer�ficate.
Knowledge, Skills, and Abili�es
• Ability to apply common sense understanding to carry out instruc�ons furnished in
writen, oral, or diagram form.
• Ability to deal with problems involving several concrete variables in standardized
situa�ons.
• Ability to perform basic mathema�cal calcula�ons and calculate measurements for
construc�on and pipe loca�on.
• Ability to prepare writen log sheets, rou�ne reports, and records.
• Ability to read and comprehend technical manuals, maps and blueprints, safety rules,
opera�ng and maintenance instruc�ons, and procedure manuals.
• Ability to reliably and predictably carry out du�es.
• Ability to speak effec�vely before groups of customers or employees of organiza�on.

• Knowledge of water distribu�on system and City street loca�ons.
• Skill in opera�ng hand and power tools and specialized equipment used in water system
repair and installa�on, such as backhoes, cement breaker, tamper, excavator, end loader
and forkli�.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
Supervision
No supervision of direct reports.
