HomeMy WebLinkAboutPublic Housing CoordinatorCITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Public Housing Coordinator Department: Neighborhood & Development Services Division: Neighborhood Services Supervisor: Housing Administrator FLSA: Exempt Civil Service: Yes Pay Grade: 26 Job Number: 2613 Job Summary Under direc�on, coordinates and implements public housing rental and home ownership programs for income eligible families and ensures that the procedures and opera�ons involved in the implementa�on of public housing rental and home ownership programs are carried out according to federal regula�ons. The Public Housing Coordinator reviews all completed forms for accuracy and completeness. Serves as property manager for other City owned proper�es; does related work as required. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Implements Public Housing Program procedures in compliance with equal opportunity requirements. • Writes, publicizes, and disseminates informa�on concerning availability and nature of public housing for low-income families; composes and provides for dissemina�on of monthly public housing newsleters for tenants and for landlords and service agencies. • Processes tenant charges and accounts receivable in Housing Authority and City systems. • Coordinates property management opera�ons, with assistance from Public Housing Tec hnician, reviews and approves vendor and contractor invoices. • Manages public housing wait list, manages a caseload of public housing tenants and conducts annual, interim and special housing reviews. • Performs case management func�ons and keeps case files current and in compliance with program policies. • Verifies income, determines rent calcula�ons, completes lease requirements and assumes all other du�es required by the Department of Housing and Urban Development (HUD) to maintain high occupancy for all public housing units. • Develops and implements procedures for TOP and ADHOP home ownership programs; manages Housing Choice Voucher home ownership program. • Prepares quarterly reports for HUD and other private partners to track success of home ownership programs; develops and prepares internal reports that analyze the success of home ownership programs. • Determines capital improvement needs; develops and manages HUD capital improvement program. • Conducts annual reviews of homeowners and determines their ability to make payments toward their mortgage with the City. • Conducts research to determine changes in HUD regula�ons and repor�ng requirements; makes policy recommenda�ons. • Inspects units for HUD compliance; and evaluates and determines tenant charges and deposit returns. • Prepares monthly and periodical reports rela�ng to the public housing program for HUD and the ICHA (i.e., occupancy and PHAS Public Housing Assessment System); compiles HUD surveys on rents and u�li�es as needed; analyzes and inves�gates HUD reports (e.g., REAC, PHAS). • Confers with City Atorney to obtain interpreta�on of how HUD regula�ons conflict with state law. • Communicates as necessary with HUD, City Atorney’s office, landlords and legal aid regarding clientele, reviews Uniform Residen�al and Landlord Tenant Law and IRS guidelines. • Maintains working rela�onship with owners, clients, and HUD staff. • Performs public speaking to community groups and at professional mee�ngs; informs community leaders of housing programs and seeks to expand community partnerships. • Assists with the development and produc�on of Housing Authority internal policies and procedures, manuals, public informa�on and other writen materials; creates and revises forms and no�ces used for public housing and home ownership programs. • Assures Admissions and Occupancy Plan (ACOP) is current. • Collects delinquent accounts. • Represents Housing Authority in court proceedings for evic�ons and small claims. • Receives clients/customers and other visitors and ensures Housing Authority customer sa�sfac�on goals are met. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Degree in Human Services, Sociology, Public Administration or related. Experience in property management, construction management, budgeting, review of building codes and/or federal regulations, or related field. • Public Housing Management cer�ficate within twelve months of hire. Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. • Public Housing Authority cer�fica�ons. Knowledge, Skills, and Abili�es • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to establish and maintain effec�ve working rela�onships with government officials and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform basic mathema�cal computa�ons and calculate income and rent in determining applicant eligibility. • Ability to read and understand federal, state, and local regula�ons, HUD requirements, and program procedures. • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write correspondence and educa�onal informa�on to tenants, landlords, community services and the general public. • Knowledge of state, local and federal regula�ons pertaining to public housing programs. • Knowledge of tenant/landlord laws and small claims court process. • Skill in assigning, training and supervising work ac�vi�es of division employees. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). • Skills in oral and writen communica�ons, crisis management, assessment, and nego�a�on. Supervision No supervision of direct reports.
