Job Summary
Under direc�on, responsible for general property maintenance, repairs and assists with
management of Public Housing units. Documents deficiencies in dwelling units, procures bids
and administers contracts for repairs. Tracks ongoing maintenance needs and ensures work is
completed. Assists in tenant management func�ons, move in/out inspec�ons and tenant
selec�on.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Coordinates maintenance staff and subcontractors. Inspects designated proper�es to
determine the scope of rehabilita�on work required.
• Prepares contract specifica�ons for rehabilita�on work; evaluates bids and recommends
awarding of contracts; reviews and monitors work progress to ensure adherence to
specifica�ons.
• Performs light maintenance and repairs to rental units as needed.
• Manages material selec�ons and supplier contracts for Public Housing units.
• Coordinates and communicates public housing maintenance procedures to appropriate
vendors and service providers.
• Processes and assigns requests for maintenance; coordinates off hours on-call
maintenance coverage.
• U�lizes Housing Authority so�ware to issue and track work orders.
• Inspects units for HUD compliance; evaluates and determines tenant charges at move
out and deposit returns.
• Shows and markets dwelling units to prospec�ve tenants and performs move in
inspec�ons of units with tenants.
• Assists Public Housing Coordinator in processing applica�ons and managing the Public
Housing wai�ng lists.
• Responds to complaints and requests for informa�on.
• Maintains confiden�ality of Housing Authority records and compliance with HUD
requirements.

Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution and one year of related
experience; or three years of related experience and/or equivalent combination of
education and experience. Experience in construction management, budgeting, review
of building codes and/or federal regulations.
• Cer�fied Lead Inspector/Risk Assessor cer�fica�on within 12 months of hire. Valid State
of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must
pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Experience in
construction and building trades.

• Ability to apply instruc�ons and procedures; administra�ve ability; ability to plan, direct
and make decisions in accordance with regula�ons and established policies.
• Ability to calculate figures and amounts such as discounts, interest, commissions,
propor�ons, percentages, area, circumference, and volume.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to evaluate property improvement needs and communicate those to contractors.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regula�ons.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of data processing concepts and fundamentals; ability to enter data
accurately.
• Knowledge of federal, state, and local regula�ons related to building construc�on.
• Knowledge of general property management principles and procedures.
• Knowledge of HUD regula�ons and City assisted housing program policies and
procedures.
• Knowledge of materials, methods, and prac�ces used in building construc�on.

• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
Supervision
No supervision of direct reports.
