Job Summary
Under direc�on, develops, implements, markets and coordinates waste diversion and recycling
programs through Resource Management. Provides technical assistance for environmental
monitoring at the landfill.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Evaluates, operates, and administers current recycling programs associated with the
Landfill such as food waste reduc�on and compos�ng, drop-site recycling, �res, white
goods, scrap metal, household hazardous waste, electronic waste, and others.
• Develops, implements, and coordinates new waste diversion programs associated with
the Landfill in order to increase recycling and reduce landfilling.
• Coordinates recycling center opera�ons through drop-off sites, private contractor site
and Landfill site, the bin recycling program and the City’s solid waste adver�sing and
promo�ons.
• Assists in compost produc�on, quality control and product/process development.
• Iden�fies customers and markets compost products.
• Develops informa�onal/educa�onal programs, educa�onal lessons, tours, presenta�ons,
event planning and volunteer management.
• Provides outreach and marke�ng for programs - brochures, graphic design, social media
and website, and new releases.
• Assists in regional planning efforts.
• Categorizes, packages and maintains records of household hazardous waste in
prepara�on for shipping, stocks shelves of exchange room with recycled products.
• Administers and coordinates special projects associated with outside agencies related to
waste diversion and Landfill sponsorship.
• Provides informa�on and referrals to the general public regarding solid waste disposal
and recycling op�ons.
• Prepares and delivers presenta�ons regarding landfill services and ac�vi�es to a variety
of community organiza�ons.

• Serves as EMR for Iowa City EMS Program, atend monthly mee�ngs, work on planning
and implementa�on, provide repor�ng and audi�ng for program funding.
• Par�cipate in regional and state events for waste/recycling industry and keep current
with industry changes by atending state and na�onal conferences.
• Prepares and administers grant applica�on and funding.
• Works with staff on data collec�on, analysis and report wri�ng for landfill air/gas
monitoring, stormwater monitoring, groundwater monitoring and leachate monitoring.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution and one year of related
experience; or three years of related experience and/or equivalent combination of
education and experience. Experience in construction management, solid waste
disposal, recycling or commodity marketing.
• Hazardous Waste Operator Cer�fica�on within one year of hire. Valid State of Iowa
driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass
criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Degree in
Environmental Science, Business Management, Education or Marketing.
• Compost cer�fica�on.
Knowledge, Skills, and Abili�es
• Ability to analyze technical and sta�s�cal informa�on and formulate prac�cal plans and
solu�ons to a problem.
• Ability to develop and present mathema�cal budget informa�on and cost es�mates.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to establish effec�ve working rela�onships with elected officials, state and local
government staff, local businesses and other solid waste professionals.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to read and interpret specialized reports and grant applica�on rules.
• Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regula�ons.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to write reports, business correspondence, and procedure manuals.

• Knowledge of local, regional and environmental prac�ces.
• Knowledge of solid waste collec�on, disposal and recycling methods.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing basic, entry-level daily tasks and assignments. Does not carry out
disciplinary action, does not hire or fire, is not responsible for writing or delivering performance
review.

and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to moving
mechanical parts, high or precarious places, fumes or airborne particles, toxic or caustic

is occasionally exposed to outside weather conditions, dampness, direct sunlight, dust, pollen,
insect stings, and animals. The noise level in the work environment is usually loud. Involves
some exposure to stress due to the work environment and/or crisis situations.
