HomeMy WebLinkAboutSenior Construction InspectorUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Senior Construc�on Inspector Department: Public Works Division: Engineering Supervisor: City Engineer FLSA: Non-Exempt Civil Service: Yes Pay Grade: 14 Job Number: 1404 Job Summary Under general direc�on, directs and coordinates the work of the construc�on inspectors to ensure adequate inspec�on, documenta�on and record drawings of capital projects and development-related construc�on ac�vi�es. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Establishes and directs the standards of prac�ce for inspec�on. • Trains and reviews the work of the Construc�on Inspectors to ensure the standards of prac�ce for inspec�on are maintained. • Directs and coordinates the work of the Construc�on Inspectors to ensure adequate inspec�on, documenta�on and record drawings of capital projects and development- related construc�on ac�vi�es. • Assigns, directs, and monitors the work of the Construc�on Inspectors on a daily basis to ensure coverage of projects and proper distribu�on of work. • Works with Construc�on Inspectors to resolve difficult situa�ons. • Conducts on-site inspec�ons of construc�on projects including paving, bridges, culverts, storm sewers, water mains, sanitary sewers, trails, retaining walls and sidewalks; ensures project compliance with City codes and ordinances. • Iden�fies noncompliance issues associated with specifica�ons and the inspected construc�on areas and informs appropriate par�es of lack of compliance with City standards. • Iden�fies construc�on plan requirements needing adjustments to meet field condi�ons; coordinates these adjustments with contractor and project engineer. • Compiles extensive field notes detailing inspec�on projects and reports progress including daily quan�ty of work completed; prepares necessary documents and paperwork for federal project compliance; tracks billings for inspec�on hours, maintains files and reports. • Performs dra�ing work as needed, including drawings of completed projects. • Prepares pay es�mates, measures completed quan��es of work for payment, and approves or disapproves alternate construc�on methods. Updated: March 2024 • Makes on site decisions involving subgrade repair, PCC removal, pipe grade and alignment, etc. • Meets with contractors and engineers regarding Engineering projects. • Responds to complaints from the public. • Designs and prepares plans, specifica�ons and cost es�mates for basic Public Works projects. • Assists survey crew on projects, as assigned. • Performs field material tes�ng and oversees tes�ng of sanitary sewer and water main. • Understands and oversees each plan’s project specifica�ons. • Prepares punch list items on subdivisions and capital improvement projects for contractors to complete per the specifica�ons. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Experience in construction inspection. • State of Iowa Department of Transporta�on cer�fica�ons in Level 1 and 2 Aggregate and Level 1 and 2 PCC Inspec�on. Traffic Control Cer�fica�on. Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abili�es • Ability to detect defec�ve materials and workmanship. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, City staff, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform and complete basic contract administra�on pertaining to Iowa Department of Transporta�on-funded projects. • Ability to perform mathema�cal func�ons in order to review contractor compliance with standards. • Ability to read and interpret plans and specifica�ons, blueprints, easement documents, design manuals, pay es�mates, and textbooks. • Ability to record concise field notes report progress. • Ability to reliably and predictably carry out du�es. Updated: March 2024 • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Knowledge of all aspects of engineering related project design and engineering. • Knowledge of construc�on methods, materials, plans and specifica�ons. • Knowledge of excava�on and confined space safety. • Knowledge of local, state and federal regula�ons regarding storm water pollu�on preven�on plans pertaining to all Public Works related projects. • Knowledge of surveying methods. • Skill in the use of a variety of machines including personal computers, aggregate tes�ng equipment, air meter and slump cone. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and various engineering design so�ware. Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing basic, entry-level daily tasks and assignments. Does not carry out disciplinary action, does not hire or fire, is not responsible for writing or delivering performance review.
