Position Title: Senior Facilities Design and Construction Manager

Job Summary
Leads interdepartmental teams in the planning, design and construction management of major
capital and architectural improvement projects related to the City’s buildings and facilities.
Coordinates, monitors and administers capital projects involving engineering and architectural
consultants. Reviews plans and specifications. Ensures adherence to contract documents by
contractors. Enforces quality construction from various construction crews. Maintains
compliance with associated State and Federal grants.
Essential Job Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Leads interdepartmental project teams in the planning, survey, design, inspection and
construction of capital improvement and maintenance projects related to City buildings
and facilities.
• Oversees and reviews design services on selected City projects, including concept,
schematic, preliminary and final design development, contract documents, bidding and
negotiations and construction administration.
• Presents projects to City Council, makes recommendations for building projects.
• Proposes and coordinates the implementation of energy conservation measures.
• Evaluates energy savings.
• Directs construction inspection, analysis and investigation of City buildings and facilities.
• Provides technical review of consultants’ design work.
• Directs, monitors, coordinates and reviews work of consultants and contractors.
• Receives and responds to facility construction related complaints and inquiries from the
public.
• Provides public information on all aspects of building and facilities projects.
• Performs inspection work as required.
• Ensures compliance with State and Federal grants related to major facility construction
and renovation.
• Coordinates with Facilities Management and other end users to ensure proper
maintenance protocols post project completion.

• Assists in the development of long-range facility master plans, provides planning and
recommendations on future projects.
• Develops capital and maintenance budgets.
• Oversees, monitors, and adheres to budget, goals and schedule, changes orders and
budgetary expenses.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other duties as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven to nine years of related experience and/or equivalent
combination of education and experience. Degree in Engineering, Architecture or
related. Experience in architecture, engineering, vertical construction project
management or related.
• Valid State of Iowa driver's license with satisfactory driving record. National Incident
Management System Training ICS 100, IS 700 within two years of hire. Must be 18 years
of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and six years of related
experience; or ten years of related experience and/or equivalent combination of
education and experience. Experience working with Federal Transit Administration (FTA)
or other Federal and State funding for projects.
Knowledge, Skills, and Abilities
• Ability to effectively perform long and short-term planning and administer projects
within the established deadlines.
• Ability to effectively present information and respond to questions from groups of
managers, City staff, and the general public.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
• Ability to perform mathematical functions in order to negotiate change orders and
prepare pay estimates.
• Ability to read and interpret plans and specifications, blueprints, easement documents,
engineering reports, design manuals and contract documents.
• Ability to reliably and predictably carry out duties.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of engineering principles and construction management and inspection.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook) and various engineering design software.

Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing daily tasks and assignments. May perform additional supervisory
duties at the direction of the Department or Division Head to include disciplinary action,
assisting with hiring or firing, and writing or delivering performance reviews.
