Job Summary
Manages the opera�onal, financial, and personnel ac�vi�es of the Streets & Traffic Engineering
division. Supervises the maintenance and repair of the City’s street system, traffic signs,
pavement markings, traffic signals and roadway ligh�ng. Street maintenance and repair includes
items such as pothole patching, crack sealing, alley grading and repairs, storm sewer intake
cleaning and repairs, pavement removal and replacement, street sweeping, leaf collec�on, and
snow plowing.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Plans, coordinates and administers repair and maintenance of streets; street
maintenance includes work on streets, sidewalks, alleys, signs, traffic control systems,
public creek channels, storm sewers, box culverts and minor bridge maintenance for
short- and long-term planning.
• Plans, prepares and directs the Streets division’s response to adverse weather events
such as winter storms, flash flooding and large-scale river flooding.
• Serves a role in Na�onal Incident Management System (NIMS) Incident Command
System (ICS) when assigned.
• Assures compliance with local, state, and federal laws, regula�ons, and standards.
• Responds to requests, ques�ons, and complaints from the general public regarding
street maintenance, repair and customer service.
• Works with Assistant Superintendent of Streets & Traffic Engineering to prepare daily job
assignments.
• Coordinates the ac�vi�es of the Streets division with Engineering division staff to assist
with asset management programs such as pavement maintenance and bridge
maintenance.
• Directs and coordinates the ac�vi�es of the Streets division staff to assist other City
departments and divisions with the implementa�on of
construc�on/maintenance/repair/related ac�vi�es or as otherwise required.
• Manages Division budget, plans and approves purchases, works with Director of Public
Work on the annual budget.

• Responsible for division safety and safety policies.
• Responsible for staff training, development, and con�nuing educa�on.
• Signs �me records, payroll change forms and evalua�on papers.
• Meets with various vendors.
• Coordinates with Engineering on in-house and contracted work.
• Dra�s and revises policies such as snow removal policy, leaf removal policy and street
sweeping policy.
• Researches materials and assists with bidding process.
• Develops bid specifica�ons for equipment, supplies and contracts.
• Assists with long-term capital project planning for streets, traffic control systems,
bridges, and storm water systems.
• Serves as ac�ng Public Works Director when assigned.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and six years of related
experience; or ten years of related experience and/or equivalent combination of
education and experience. Degree in Civil Engineering or related. Experience in
infrastructure operations and maintenance, construction, construction inspection,
design or related.
• National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300, ICS 400
within two years of hire. Valid State of Iowa driver’s license with sa�sfactory driving
record. Must be 18 years of age. Must live within 25 miles of the corporate limits of Iowa
City, Iowa within one year of appointment to the posi�on. Must pass criminal
background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and eight years of related
experience; or twelve years of related experience and/or equivalent combination of
education and experience. Supervisory experience.
Knowledge, Skills, and Abili�es
• Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to
prac�cal situa�ons.
• Ability to coordinate the ac�vi�es of the Streets division with other City departments
and divisions.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to effec�vely present informa�on to top management, public groups, and/or
commissions, or elected officials.
• Ability to effec�vely supervise and mo�vate employees.

• Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or
diagram form and deal with several abstract and concrete variables.
• Ability to read and understand work orders, construc�on drawings and equipment
manuals, scien�fic and technical journals, financial reports, and legal documents.
• Ability to read, measure and calculate types and sizes of materials needed for repair or
u�lity cuts and ability to reason amount of �me that will be used in the process.
• Ability to reliably and predictably carry out du�es.
• Ability to research and manage long term projects.
• Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or members of the business community.
• Ability to work with mathema�cal concepts such as probability and sta�s�cal inference,
and fundamentals of plane and solid geometry and trigonometry.
• Ability to write rou�ne reports and correspondence.
• Knowledge in understanding of pavement management systems.
• Knowledge of City’s purchasing, financial and personnel policies.
• Knowledge of financial documents and ability to manage and create budgets and
financial reports.
• Knowledge of state-of-the-art snow and ice control techniques.
• Knowledge of street construc�on, maintenance, and repair as well as traffic engineering
opera�ons.
• Skill in the opera�on and maintenance of equipment used in the repair and
maintenance of streets and alleys.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook and asset management or Cartegraph).
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.
