Job Summary
Assists Assistant Finance Director in direc�ng the opera�onal, financial, and personnel ac�vi�es
of the Accoun�ng Division. Assists the Assistant Finance Director in planning, assigning,
reviewing the work and evalua�ng the performance of the support staff in the maintenance of
accoun�ng records, payroll processing, accounts receivable, accounts payable, and financial
repor�ng. Accounts for all grants, prepares annual audit work papers, compiles and assists
Assistant Finance Director in the review of the annual financial report.
Essen�al Job Du�es and Responsibili�es:
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Instructs, advises, and trains to support staff in methods and procedures.
• Prepares journal entries, documents business transac�ons.
• Reconciles subsystems, such as accounts payable and project ledger.
• Performs month end processing, closing and repor�ng for all funds and accounts.
• Prepares and maintains chart of accounts and project ledger; responds to department
and division requests for new account and new project setup.
• Reviews grant expenses, determines expense eligibility, consults with other City
departments, monitors grants, requests funds and compiles reports.
• Reviews the accoun�ng of grants prepared by other departments.
• Verifies the accuracy of repor�ng ac�vi�es and assists in making correc�ons.
• Assists in the coordina�on and prepara�on of the Annual Comprehensive Financial
Report for audit and publishing, prepares audit work papers and lead sheets.
• Collects, calculates and analyzes fiscal data pertaining to financial transac�ons, opera�ng
transfers, grant ac�vi�es, and revenue and expense analy�cal review.
• Analyzes, documents and prepares journal entries for asset, liability, revenue and
expense ac�vi�es on an accrual basis.
• Reconciles various accounts including property tax payable and Police forfeiture
accounts.
• Bills outside agencies for City services provided.
• Checks receipt and expenditure ac�vi�es for other divisions and provides details and
analysis when needed.

• Generates, prepares and compiles various state and federal annual reports such as Road
Use Tax, financial por�on of Na�onal Transit Database, 1098 INT, 1099-S, and assists
with 1099-MISC.
• Communicates within division and with other divisions and departments.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the

• Performs all other related du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and two years of related
experience; or six years of related experience and/or equivalent combina�on of
educa�on and experience. Degree in Accoun�ng. Experience in government accoun�ng.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and three to five years of
related experience; or seven years of related experience and/or equivalent combina�on
of educa�on and experience. Experience in financial analysis.

• Ability to apply principles of logical or scien�fic thinking to define problems, collect data,
establish facts, and draw valid conclusions.
• Ability to calculate figures and amounts such as discounts, interest, commissions,
propor�ons, percentages, ability to develop and present mathema�cal and sta�s�cal
informa�on.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to operate standard office equipment.
• Ability to read and interpret technical materials, reports, journals, and government
regula�ons.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of generally accepted accoun�ng principles, governmental accoun�ng, and
audi�ng principles and procedures.
• Skill in financial analysis and related problem solving, ability to summarize data and
meet required deadlines.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook) and financial management so�ware.
