One was filed by a man who lodged five complaints this year and last, according to a report released Friday. The other com- plaint is one of four filed during the same period by another man. Neither is identified. One man alleges that an offi- cer stopped his car without probable cause and issued him a ticket for driving with an ex- pired driver's license on Jan. 25. The man also claims he was subjected to unlawful search and seizure and harassment dur- ing the stop. The board concluded the offi- cer, having computer data that indicated the man's license had expired, had probable cause to stop the car. The officer also had been advised by the man's neighbor that the man was driv- ing without a license. The man was not harassed, the board determined, adding that he was in fact treated gen- erously. The board noted that IOWA CITY the officer allowed the man to drive his car home rather than having it towed. The second man's complaint concerns an alleged assault by his neighbor. Both the complainant and his neighbor called police. The com- plainant told police his neighbor was out jogging and stopped to poke the complainant in the chest. The neighbor told police that he was out jogging and when the complainant blocked his way, he ran around him but no threats or touching occurred. The police supported the neighbor's version of events through an analysis of foot- prints in the snow, according to the report. Details have been forwarded to the county attor- ney's office but no decision on charges has been made.
