Board reviews
police complaint
The Police Citizens Review
Board did not support five alle-
gations related to a January
incident, according to a report
released Friday.
The report stated that police
went to a residence in January,
apparently in response to a call
from a neighbor. The resident,
in a complaint filed Feb. 2,
alleged: failure to forward and
respond to written correspon-
dence, trespassing, damage to
the front door of complainant,
harassment, and denial of
human rights.
The resident stated that he
previously had "addressed a let-
ter to the police chief requesting
'that police not be sent to his
home without an arrest warrant
or a request from a resident of
his home," according to the
Friday report.
The complaint is the sixth
filed in 1997 and 1998 by that
resident, according to the
report.

has ruled against a man who accused
Police Chief R.J. Winkelhake of
trespass, harassment and denial of
human rights.
The board said the complaint was
one of six filed this year and last by the
same man.
In the latest complaint, filed with tbA
board in February, the man stated that
he'd written a letter to the police chief
asking that police not come to hil hoom.e
without a search warrant or a regXV.
from one of residents in the home.
The man stated he gave the letter3W';.
the city manager's administrative
assistant.
After police were dispatched to the,
man's house in January in response t6
a call from his neighbor, the man
lodged his accusations at Winkelhake. fk
The board said that there is no
evidence that the man ever gave the
letter to the administrative assistant.
Board members further ruled that
officers responding to a service call are
not trespassing.
There is no evidence the man was
harassed or his civil. rigilt
