Winkelhake, Chief of Police pN-/ RE: MATS COURSES - FYI DATE: April 29, 1999 Attached is the course content guide for the 1999 MATS Training that was conducted in January, February, and March 1999. �o o 'n Co MATS 1999 Course Content Guide Iowa City Police Depa t -r t Coralviile Police Department Johnson County Sheriff Department University Department of Public afety Day 1 HAZMAT Instructor: Tom Hanson, Johnson County Disaster Service Course Length: 2 Hours Synopsis: The purpose of this years presentation in Emergency Management is to; # 1 - enable law enforcement personnel to use and coordinate resources effectively with other emergency organization and #2 - ensure the effective control and mitigation of a potential, or actual, hazardous materials incident. The focus was on safety practices for the protection of lives. The information was presented through lecture aided by overheads. Handouts. BLOODBOURNE PATHOGENS Instructor: Becky Lloyd, Johnson County Ambulance Course Length: 1.25 Hours Synopsis: Introduced officers to OSHA rulings regarding occupational exposure to BBP. Review and update on HBV, HIV, TB and other BBP. Vaccinations, precautions and employer requirements were also discussed. ALZHEIMER'S SENSITIVITY Instructor: Julie Bobitt, Alzheimer's Association Course Length: 1.5 Hours Synopsis: This training familiarized officers with the disease and how it affects it's victims. Officers were shown examples of persons affected with various stages of Alzheimer's and given advise on how to deal with them. An introduction to the national "Safe Return" program was given. Lecture, overheads, video and handouts. CPR RECERTIFICATION Instructor: Sgt. Cindy Heick, University DIPS (assisted by officers from ICPD, CPD & UDPS) Course Length: 1.75 Hours Synopsis: American Heart Association Basic Life Support guidelines were presented through the approved video. Each officer was then required to demonstrate proficiency in one and two person CPR (adult, child, infant) and foreign body obstructed airway (adult, child, infant, both conscious & unconscious). Day 2 PR-24 RECERTIFICATION Instructors: Officer Eric Lippold, Iowa City Police Department Course Length: 2 Hours Synopsis: Review of the nomenclature & use of the baton. Demonstration and hands-on application of arm -locks, wrist drags, spinning techniques, strikes, chops, jabs, blocks and manner of carry. ASP RECERTIFICATION Instructors: Officer Paul Batcheller, Iowa City Police Department Officer Allen Mebus, Iowa City Police Department Course Length: 2 Hours Synopsis: Review of the nomenclature & use of the Asp. Demonstration and hands-on application of strikes and technique. *Note* Officers were given the choice to attend either the PR or Asp training, dependent on department policy. OFFICER HOSTAGE VIDEO Instructors: Video Presentation Course Length: 1.25 Hours Synopsis: As part of the defensive tactics training day, this one hour video from Caliber Press sensitized officers to the possibility that they could be taken hostage. Further, it demonstrated ways to keep that from happening, or how to survive if it does. DEFENSIVE TACTICS Instructors: Sgt. Bruce Freeman, Coralville Police Department Officer Bill Searles, Coralville Police Department Officer R. Alien Mebus, Iowa City Police Department Officer D.J.Steva, Iowa City Police Department Officer Larry Langley, University of Iowa DIPS Course Length: 3.5 Hours Synopsis: A review was conducted of the Iowa Code, verbalization skills, and having a plan. A tactical review consisted of stance, distance and reaction time. Holds, blocks, handcuffing, searching, pressure points and active counter measures were demonstrated and practiced. Each participant was required to pass a written and practical exam. Day 3 VEHICLE OPERATION Instructors: Officer Harry Huff, Iowa City Police Department Officer Chuck Murray, Coralville Police Department Course Length: 3.5 Hours Synopsis: This training consisted of two parts. The class was split, with group one watching video training, and group two going through a practical driving exercise. The video portion consisted of three tapes; a) pursuit & defensive driving b) officer stress management (post chase syndrome) c) making the car fit (session #3, 4 & 5 only) The driving portion of this training consisted of a set course at Mercer Park. Officers, utilizing the vehicles they drive on duty, practiced skills in the areas of evasive driving, diminishing radius turn, serpentine, backing, lane change, 90 degree turning, and threshold braking. LEGAL ISSUES A) Horizontal Gaze Nystagmus Instructor: G. Rodney Alberhasky, OD Course Length: 1 Hour Synopsis: Review of horizontal gaze nystagmus; eye anatomy, eye movement, effects of intoxication, origin of HGN, tests & factors affecting/not affecting the tests. B) Johnson County Attorney Overview Instructor: Course Length: J. Patrick White 75 Hour Synopsis: County Attorney White talked about trends in the Office. He emphasized OWI arrests. He also talked about the overall diminishing quality of reports reaching their office. C) Testifying In Court Instructor: Course Length: Synopsis: Karen Egerton, Assistant County Attorney Kate Moreland, Assistant County Attorney 1.5 Hours Through the use of video and discussion, they provided a refresher for all officers on testifying in court. Subjects included; the do's and don'ts, being an effective witness, cross examination, and general tips and pointers. Day 4 (Iowa City Only) FIRE EXTINGUISHER TRAINING Instructor: Course Length: Captain Widmer .5 Hours Synopsis: Viewed fire extinguisher video (provided by Fire Department). Discussed use of extinguishers as well as the locations EVACUATION PLAN Instructor: Course Length Captain Widmer .25 Hours Synopsis: Reviewed department emergency action Plan; fire suppression, severe weather -seek shelter & building evacuation. HAZARD COMMUNICATIONS/RIGHT TO KNOW Instructor. Course Length: Captain Widmer .25 Hours Synopsis: Reviewed MSDS sheets, their purpose and location. Discussed importance of knowing what materials we bring into the Police Department RECORDS & REPORTS ISSUES Instructor: Sgt. Steffen/Sgt. Lord Course Length: .5 Hours Synopsis: Reviewed documentation issues as they specifically pertain to the Iowa City Police Department. FIRST AID KITS Instructor: Sgt. Jackson Course Length: .5 Hours Synopsis: Introduced officers to the uniform first aid kits installed in all police units. A discussion of their purpose, content, use, and restocking procedure was conducted. RESCUE DISK Instructor: Course Length: Sgt. Jackson .75 Hours Synopsis: All officers viewed a video on the function and use of the "Rescue Disk" that has been placed in all police units. All officers were required to demonstrate proficiency by performing a throw. DEPARTMENT UPDATE Instructor. Course Length: Chief Winkelhake .5 Hours Synopsis: Chief provided departmental information on the computer replacement project, citizen's review board, accreditation and 2nd floor addition update. RESPIRATOR FIT Instructor: Sgt. Lalla Course Length: .5 Hours Synopsis: All officers were issued respirator masks and given instruction in their use. Each officer demonstrated proficiency in it's use. COMMUNITY POLICING/PROBATION PARTNERSHIP Instructors: Jean Keuhl, Department of Corrections Cindy Engler, Department of Corrections Course Length: .75 Hours Synopsis: Introduced officers to "Community Restorative Justice", how it works and how it is being utilized in Cedar Rapids. The Iowa City pilot program of having probation officer/police officer working together on occasion was discussed. USE OF FORCE REVIEW Instructor: Course Length: Captain Widmer Lt. Johnson 75 Hours Synopsis: An overview and explanation of the newly revised Use of Force General Order (#99-05). Officers were given a copy of the new order to follow as it was explained in detail. DIVERSITY/CROSS-CULTURE COMMUNICATION Instructor: Sgt. Jackson Marian Coleman, Iowa City Schools Course Length: 1.5 Hours Synopsis: This training's focus was on cultural conflict, which is frequently brought about by a lack of understanding of communication differences. Officers were exposed to various body language and words that mean something different than what is generally thought. Various issues of cultural sensitivity were also discussed.
