HomeMy WebLinkAbout05-25-1999 ICPD Reports/MemosICPD TRAINING DATE: May 7, 1999 TO: Chief Winkelhake FROM: Captain Widmer REF: April Training Report BASIC REED INTERVIEW & INTERROGATION (April 12-14) Mobile Team IV Officers Nixon, Batcheller & Shaffer This continues to be the premier course of its kind. Officers learn to conduct successful interviews and interrogations in accordance with all legal requirements. They learn to eliminate the innocent from suspicious in a non -offensive manner while recognizing the profile of verbal and non-verbal characteristics that distinguishes innocent from deceptive suspects. SPECIAL RESPONSE TEAM TRAINING Team Exercise/Tactics/Scenarios (April 14) Iowa City Police Department/Vacant Golden Corral Building 14 SRT Officers (4 Absent) Members worked on equipment, did a debriefing on their last warrant service, and discussed several issues pertinent to the team. They then proceeded to the "Golden, Corral' site where they practiced both covert and dynamic entries. Range Training (April 27 or 28) Washington County Range 7 SRT Officers on 27`s, 10 SRT Officers on the 280' All SRT officers responded to the DNR gun range in Washington County. There they practiced/qualified with their assigned weapons, Marksman rifle, MP-5 or shotgun. Those assigned as Marksmen qualified with the rifle. EMERGENCY MEDICAL DISPATCH COURSE (April 13-15) Iowa City Police Department Dispatchers Droll, Kohl & McKinstry This training teaches the Advanced Medical Priority Dispatch System developed by Jeff Clawson, MD, of Medical Priority Consultants, Inc, Salt Lake City, Utah. It includes the basics of telecommunications, the principles of EMD, the proper method for obtaining accurate call information, techniques for calming hysterical callers and the giving of pre - arrival medical instruction. BASIC VIDEO FOR LAW ENFORCEMENT (April 14-15) Iowa Law Enforcement Academy Officers Hewlett & Clarahan This is a camcorder familiarization class that gives the attending officer a basic understanding of video, audio, and camera documentation techniques. BASIC DEATH INVESTIGATION (April 19-23) Mobile Training Unit IV — FBI Officer Duffy Designed to teach officers who have the responsibility for the investigation of deaths. It involves the process of analyzing all aspects of a death case so as to arrive at the true course and manner of death (homicide, suicide, accidental, natural and unknown). The importance of scene analysis, physical and psychological evidence, and autopsies are emphasized. Motivation, both physiological and psychological are discussed, as well as, criminal investigative analysis. CRIME AND VIOLENCE IN AMERICA'S SCHOOLS (April 26-30) Mobile Training Unit IV — IPTM Officers Hurd & Boland The first two days of this timely school focused on how to identify young persons who are disruptive threats to the community. The next 2 '/2 days were spent on developing a "school resource officer" training program. Officers were taught ways to reach out and partner with their local community schools. MANAGING THE FIELD TRAINING PROCESS (April 27-30) Northwestern Traffic Institute Sgt. Jackson Sgt. Jackson has recently been assigned to manage the Field Training Program (training for new officers on probation). This course is designed to equip managers with the essentials they need to maintain a consistently administered and legally defensible field training and evaluation process. F.A.T.S. (April) Iowa City Police Department 54 Officers During the month of April, officers were required to demonstrate proficiency in a police shooting course from the competition shooting disk. This focused on a tracing exercise and still targets designed to demonstrate proficiency in target identification, trigger pull, and bringing the gun back on target. Officers were then required to successfully complete two different scenarios involving decisions in the force continuum. It was composed of the following personnel, Captain Harney Captain Widmer Sgt. Lord Officer Knock A review of the use of force reports submitted during the months of March (22 incidents- 31 reports) and April (21 incidents-33 reports) revealed no training or policy concerns. The 43 recorded incidents represent a 28% reduction from the same time period in 1998. One report with a minor mistakes was found that warranted being returned to the officers for review, and three issues needing clarification were noted. Issue #1 - In the box titled "Supervisor on Scene", if the supervisor was physically on scene to witness the event, check yes. If the supervisor was not physically on scene to witness the event, check no. Issue #2 — If SRT utilizes diversion devises during an entry, that should be noted on the Use of Force Report. Issue #3 — As previously mentioned, when OC is utilized, only the officer who deploys it need indicate its use. "Physical Force/Non-lethal Weapons" has to do with what the individual officer utilized.
