SPRING FIREARMS QUALIFICATION
(June 1-7)
Tiffin Gun Club/Cedar Rapids Police Range
All Iowa City Officers
Officers were required to demonstrate proper loading and unloading of the 12 gauge
shotgun, shooting at moving targets, an shooting at stationary targets from several
different distances. In addition, all officers were required to qualify with their .40 caliber
handgun on a standardized course.
SPECIAL RESPONSE TEAM TRAINING
(June 21-25)
Iowa City/Cedar Rapids - Albert Preciado
All SRT Members
Special Response Team members all received five days of training conducted by Albert
Preciado. Topics over the five days included; review of past Iowa City SRT responses,
review of Littleton, Colorado incident, bus assault techniques. Scenarios were conducted
in school stealth probe techniques and hostage rescue situations. Range days included
qualification in handgun, MP-5 and shotgun (approximately 12 hours).
LAW ENFORCEMENT LEGISLATIVE WORKSHOP
(June 25)

These two supervisors were selected to attend this one day workshop on legal updates of
new and modified laws taking place at the beginning of the new fiscal year, July 1. Upon
completion of this training, they developed a written information memorandum outlining
the pertinent information. This was distributed to all officers.
LAW ENFORCEMENT -CORRECTIONS PARTNERSHIPS
(June 27-29)

Captain Widmer attended as part of a five member team made up of Law Enforcement,
Corrections, and City Government. This workshop, sponsored by the U.S.Department of
Justice is designed to discuss law enforcement -corrections partnerships, practices and
issues. A discussion of promising programs being implemented in other areas in the
United States was a focus. Each team worked on a strategy to better deal with specific
crime problems in their area.
DRE/IMPAIRED DRIVING TRAINING CONFERENCE
(June 27-29)
Minneapolis, Minnesota
Officers Hart & Humrichouse
Both officers are certified drug recognition experts (DRE). This annual conference
allowed them to be updated in the field. Specific topics included; creative enforcement,
new technology, validation studies, substance abuse trends, methamphetamine labs, court
issues, school programs and pharmacology of controlled substances.

ran when officers arrived. Officers
drew sidearms then caught subjects
after they were ordered to stop and get
down on the ground.

grasped subject's wrist and placed him
under arrest. Subject then had to have
his hands forcibly placed behind his
back for cuffing.

grasp on subject after cuffing as subject
tried to break away.
Narcotics Arrest Officers forcibly entered residence
where occupants were destroying
contraband. Sidearms were drawn as
entry was made but were holstered
once residence was secure. One subject
began struggling with officers and this
person was exposed to OC. Same
subject then struck officers and began
choking one officer. Subject was struck
back until he released officer. Subject
then had to be forcibly cuffed. Once in
squad car same subject began kicking
car's windows. He then had to have leg
restraints applied.

then attempted to flee. Subject was
caught by officer and taken to ground
where he still would not cooperate. His
hands then had to be forcibly placed
behind his back to be cuffed.
26 06-23 99-905559 Owl Subject tried to twist away when told
she was under arrest but officer
grasped her arm. Subject then decided
to go limp and began to fall to the
ground. Officer grasped her arm tighter
to prevent her from falling.

overdose. At the hospital subject tried
to flee from staff treating her. Officer
caught her by the wrist and preventing
her from escaping.

under arrest. In squad car subject began
kicking windows so he had to have leg
restraints applied. At jail he was put
into padded room but he began eating
the rubber so he was placed into a
metal restraint chair.

Subject was being escorted from bar
after causing problems. He then began
resisting and struggled with officers
who had to take him to the ground and
forcibly place his hands behind his
back for cuffing.
Officers went to residence whose
occupant had called and stated he was
going to shoot himself. No one would
respond to officers once they arrived.
Officers entered residence with drawn
sidearms and a shotgun but no one was
inside.
Sick squirrel shot with .22 rifle.
