'Police board addresses Y2K goals

RevieW Board met Tuesday night
;to discuss goals for 2000 that it
had previously set. _
Among the issues the board
addressed were a trip to the state
Police Academy at Camp Dodge
and improving the public's and
the police department's percep-
tions of the board.
The board will travel as a group
to Camp Dodge on Dec. 8 to expe-
rience an ethics seminar given to
those enrolled at the academy.
There was some concern among
board members that the trip would
violate the open meetings law; if
the board recesses and does not dia-
cues board issues, there would be
no violation, said Catherine Pugh,
the board's legal representative.
The board also decided compil-
ing data on Iowa City police
reports, such as a use -of --farce logs,
should remain an issue to be
addressed later. It would be pre-
mature to discuss it now because
the board has limited information,
said board member John Stratton.
The board discussed its rela-
tions with Iowa City police offi-
cers at length and decided the
beat position the board could
maintain wall one of neutrality.
"We don't want to give the
impression that were the odcer%
friends; we need to remain neu-
tral," Stratton said.
Iowa City police Capt. Thin Wid-
mer and board chairman John Wat-
son agreed that neutrality was best.
"We need to continue the job
we're doing and hope the proof is
in the pudding," Watson said, say-
ing the board's consensus is that
it has done a good job of treating
complainants and police fairly.
The board also decided that the
complaint forma it has in place are
suSdent, even though Widmer said
investigators sometimes run into
more issues than were originally
noted by complainants.
Personal interviews between
Iowa City police command staff
and complainants often reveal
additional complaints, but the
only way to alleviate that is to
have personal interviews with the
board as well, Widmer said, —
something the board was unwill-
ing to do at this point.
'The mechanism is there; you just
need to be more aware," he said.

MONTICELLO — City Attor-
ney Mike Kane is suggesting a
five -member citizen police re-
view board with limits on the
types of police conduct that
could be considered.
The Monticello City Council
began looking into establish-
ment of such a board after a
Sept. 17 incident in which po-
lice allegedly entered a home
with drawn guns.
Kane gave his recommenda-
tions to the City Council on
Wnday.
Kane suggested a system un-
der which the chairperson of
the board and the chief of police
would review officer actions be-
fore taking them to the full
five -member board.
He also strongly recom-
mended the board be limited to
review of police conduct out-
lined in a 1997 city ordinance
on permissible standards for
use of force.
When council members asked
if any other, conduct, such as
harassment, could be reviewed
by the board, Kane responded,
"According to what standards?
Within OP 124 (the use -of -force
ordinance) you have a set of
written procedures that the po-
lice officers are familiar with,
since they are the same as those
taught by the Iowa Policy Acad-
emy. If you try to judge all
police behavior according to
some vague criteria, you're only
going to get into trouble."
Outgoing Monticello Mayor
Dennis McDermott told the
council that most complaints
about police are made to him
personally.
"And 99 times out of 100,
those are resolved to everyone's
satisfaction without getting in
the paper," he said.
To that, council member Nels
Petersen replied, "But we saw
what happened with that 100th
time."
Kane then -added, "But that is
exactly what a board using OP
124 as a guideline is set up to
deal with."
The council put off action to
give members time to study the
ordinance.
In other business, Matt Boll -
Witt, appointed by the council
to fill the vacant Ward 2 seat,
was sworn in as a council mem-
ber. Bollwitt replaces Bud John-
son, who ran a successful write-
in campaign for mayor.
The City Council also accept-
ed the resignation of 20-year
city, employee Mary Hunt. Dur-
ing the last four years, Hunt
was assistant to the mayor. The
council put off advertising fora
replacement until it could ex-
amine the job description and
consult with incoming mayor
