Outside a convenience store the subject attempted to damage the squad car after being placed inside. The officers used hands-on controls to apply leg restraints. They also had to use a multiple officer lift to carry the subject during transport to the jail. While assisting VA Security with a physically aggressive patient, the officer sprayed the subject with OC. The officer then applied hands-on controls to handcuff the subject. Officers initiated a high -risk vehicle stop in the Wal-Mart parking lot. One sidearm and one shotgun were deployed in the low -ready positions. 39 09-03-00 2000-08439 Intoxicated Person When asked to step out of the squad car at the jail, the subject refused and .verbally and physically resisted. The individual then had to be physically placed in the squad car. The officer used hands-on controls to gain compliance. 11 09-16-00 2000-08934 Fight The subject was ejected from a bar and told he was under arrest. He resisted the officer both physically and verbally. The officer took him to the ground and sprayed him with OC when he continued to resist being handcuffed. 24 09-16-00 2000-09016 Intoxicated Person In thejail's elevator the subject physically and verbally assaulted the officer. The officer took him to the floor where he was restrained until jail staff could assist. 32,2 09-16-00 2000-08945 Intoxicated Person The subject physically resisted being handcuffed by officers in the Ped Mall. An officer caught the individual and took him to the ground. When stopped, an officer used an arm bar to handcuff the individual. 59 09-20-00 2000-09143 Out of Control Juvenile The officer was called to a local juvenile facility to assist staff. The officer handcuffed the subject and helped the staff physically restrain her on the floor until she calmed down. 3,26,35,20 09-21-00 2000-09166 Subject Interfering with a Traffic Stop 16 30 43 09-21-00 2000-09195 Injured Animal While backing up another officer on a traffic stop, the officer arrested a bystander for interference. Officers used hands on controls to handcuff the physically resisting subject after verbal requests failed. When the subject refused to enter the squad car, officers used pressure point and hands on control techniques to get the subject inside. The officer used his shotgun to destroy a badly injured deer. 09-22-00 2000-09220 Juvenile Problem In the Towncrest area a juvenile ran from the officer while in custody and being escorted to the squad car. Officers caught up to the juvenile and used verbal skills and hands-on controls to handcuff the subject. 09-24-00 2000-09274 Assault Arrest Outside the jail the subject slipped a hand out of the handcuffs and tried to escape from the squad car. The officer used hands-on controls and took the subject to the ground when verbal commands failed. Although physically resisting the officer, the subject was restrained and handcuffed again. 3,49,92 09-26-00 2000-09344 Narcotics Arrest While assisting another agency near the OFFICER DATE CASE # INCIDENT FORCE USED downtown, the officer placed a subject under arrest. The subject verbally and physically resisted being handcuffed. The officers used hands-on controls to take him to the ground. There he was sprayed with OC to stop his resisting and complete the handcuffing. 12,60,38 09-28-00 2000-09415 Intoxicated Person On Iowa Ave. officers used hands-on controls to handcuff a subject. At the squad car the individual physically resisted again. Hurd 09-29-00 2000-09492 Assault Officers were at a residence when the subject fled. Officers pursued on foot and took the subject to the ground where the individual was handcuffed. Later at ICPD the intoxicated juvenile started banging his head on a door. An officer took him to the floor for his own safety and he did it against the floor. Officers then physically restrained him until he calmed down. The officer had to physically remove him Both outside and inside the hospital, the subject had to be physically restrained to keep him from spitting on the officer and to stay on his cot. 58,16 10-06-00 2000-09748 Intoxicated Person A person was arrested and handcuffed without incident. Then the subject physically resisted and tried to spit on the officer. The subject was taken to the ground where he continued to resist. After several warnings, the subject was sprayed with OC. 58 10-07-00 2000-09765 Intoxicated Person On the Ped Mall a subject was placed under arrest. The officer had to use a wrist lock to get the physically resisting subject handcuffed. 60 10-09-00 2000-09851 Injured Animal The officer used a shotgun to destroy a badly injured deer. 12 10-12-00 2000-09936 Intoxicated Person During an investigation in the downtown area, a subject ran from the officer. The officer caught the fleeing subject and directed him to the ground. As the subject was being escorted to the squad car, he kicked another person. This subject was taken to the ground until he calmed down. 94 10-14-00 2000-10011 Foot Chase A subject attempted to flee on foot from a traffic stop. A short chase ensued. Foot Chase A subject with an open container ran from officers. A foot chase ensued. The subject was taken to the ground and handcuffed. Out of Control Juvenile Officers responded to a juvenile out of control. He was transported to the hospital. Upon arrival, the juvenile became aggressive. He was subsequently handcuffed and carried to a treatment room. A mask was also placed over his face to prevent spitting. Out of Control Juvenile An officer responded to a juvenile facility for two subjects in a confrontation. Upon arrival, one of the subjects was being restrained by staff. When the officer tried to handcuff her, the subject pulled away and tried to kick the officer. An officer used hands-on controls to restrain and handcuff a suicidal subject who was running in front of traffic in an attempt to harm herself. A subject attempted to physically prevent officers from arresting another subject. When officers attempted to place the second subject under arrest, he physically resisted. The officer used hands-on control to handcuff the subject. An officer used his sidearm to destroy an injured deer. An officer used his sidearm to destroy an injured deer. When officers attempted to take him into custody, he physically resisted. An officer used OC spray on the subject, after which he was handcuffed and transported to the hospital. 55,9 10-25-00 2000-10464 Vehicle Pursuit A vehicle fled from a traffic stop and eluded officers. The vehicle was again located and the driver fled on foot. An officer approached the subject, with his sidearm drawn, and ordered the subject to the ground. He complied and was handcuffed. 14 10-27-00 2000-10540 Terrorism A subject broke several windows in a house and then fled on foot. An officer ordered the subject to stop, but he ran away. A foot pursuit ensued and the officer ended up tackling the subject. The subject physically resisted handcuffing. His hands had to be pulled behind his back. 22,96 10-27-00 2000-10549 Warrant Arrest / Officers assisted a parole officer in Building Search arresting a subject who was possibly armed with a gun. An officer drew his — sidearm while the subject was being - -- taken into custody. The officers and the parole officer then searched the --- subject's apartment for a second person. Officers had their sidearms drawn during this search. 20,40 `----' 10-28-00 2000-10605 Obstructing Officers During a foot chase, officers located the subject who was running from other officers. At that point the subject ran at one of the officers and attempted to strike him in the face. Officers tackled the subject and used hands-on controls to handcuff him. 15,22 10-29-00 2000-10706 Obstructing Officers A subject was arrested for obstructing an officer during a criminal investigation. Using hands-on controls, the subject was taken to the ground and handcuffed. 82,3,42,16,40, 10-29-00 2000-10717 Suicidal Subject Officers responded to a report of a 38,51 suicidal subject who was threatening to harm herself and her child. Upon arrival, officers heard the child crying and screaming. The officers forced OFFICER DATE CASE # INCIDENT FORCE USED entry into the apartment and found the suicidal subject armed with a knife. Officers were unsuccessful in getting the subject to drop the knife, and several times she lunged at officers with the knife. Officers used OC spray on the subject, but she still did not drop the knife and retreated to a bedroom. The subject began to threaten her own life and hold the knife in a manner that would indicate she was going to harm herself. An officer armed with a shotgun that was loaded with less lethal munitions was preparing to deploy the weapon when the subject dropped the knife. Officers used hands-on controls to handcuff the subject. During the incident, several officers had drawn sidearms. 26 10-30-00 2000-10724 Obstructing Officer A subject refused to exit his vehicle after an officer determined his driver license was suspended. The officer used hands-on controls to bring him out of the car and onto the ground, where he was handcuffed. 11,60 10-31-00 2000-10763 Vehicle Pursuit Officers were dispatched to an address to remove two intoxicated juveniles. As the officer arrived, the juveniles were leaving in a vehicle. The officer attempted to stop the vehicle, but it refused to stop. Officers followed the vehicle with emergency equipment on for a short distance, and then turned the equipment off. They continued to follow the vehicle until another jurisdiction became involved.
