The committee was composed of the following officers; Captain Widmer Sgt. Brotherton Sgt. Hurd The review of the submitted reports for September (17 incidents-33 reports), October (28 incidents-39 reports), November (24 incidents-34 reports) and December (18 incidents-33 reports), revealed no policy or training concerns. Of these 87 incidents, 10 were dealing with sick/injured anneals. r, Two issues were noted during the review. First, it is evident that not all officers understand that "Type of Incident" refers to the call to which the officer is originally dispatched. If I go to a loud party and end up using force due to a disorderly conduct, it should be recorded as a loud party. It appears by the different handwriting that supervisors are catching this and making the change. Second, when officers do a building search, record on the use of force report the supervisor who authorized entry for the search. Officers and supervisors are to be commended for the quality documentation these reports represent. The review committee notes this was the best group of reports to date. One concern is about the statement about Racial Profiling. The Iowa City Police Department began to look at whom the citizens were that officers were stopping in the early 1990s. Members of the department began to receive training as early as March of 1990 (taken from training records) in the various areas of police dealings with minority members of our community. Training sessions concerning cultural differences, diversity within the community, and racial issues has been a regular part of the MATS training. These efforts and concerns began before the advent of the PCRB. A second concern is in the area of Department training. Beginning in the early 1990s, shortly after my appointment as Chief of Police, the number of training hours afforded each officer on the department expanded greatly. The City Manager and the City Council have been very supportive of the training efforts of the department including the authorization of the position of Training Sergeant for the Department. We believe the Iowa City Police Department is one of the leaders in training of its personnel and has been since the early 1990s. Other departments contact our Department requesting information about dealing with certain issues. Other departments also receive copies of our monthly Training Bulletins. The video doesn't acknowledge the work that has been on going within the Police Department before the implementation of the PCRB. The efforts that the Department has undertaken in the areas of Training and the Racial Profiling are sources of pride for the Department. Those facts are not mentioned. These are my concerns with an otherwise very informative video.
