Off - Duty Employment

Purpose: The purpose of this order is to identify those practices to~e us4~,
when officers are engaged in off-duty employment.
Definitions: -
OFF-DUTY EMPLOYMENT: Any employment, including self-employrr~nt, of~..~_~
members of the department when the member is paid by someone other than the
Department.
OFF DUTY: An officer is off duty during the period when he/she is free from the
performance of specified duties on the behalf of the Iowa City Police Department.
PERSONALLY INVOLVED: An officer is deemed personally involved where the
off-duty officer, a family member, or a friend becomes engaged in a dispute or
incident involving a personal matter with the person to be arrested or any other
person connected with the incident. This policy specifically prohibits off-duty
officers from using their designation as a police officer in situations where they
are personally involved.
Procedures:
Members who choose to work off-duty employment shall not utilize any city
property while engaged in off-duty employment.

designation as a police officer in off-duty employment situations where
they are personally involved.
2. Officers and Civilian Employees shall not wear any pad of a uniform
issued to the employee or purchased with city funds for use as part of
an off - duty uniform.
3. Officers and Civilian Employees shall not present their city
identification while engaged in off-duty employment.
4. Officers shall not carry a department issued firearm while engaged in
off-duty employment.
5. Officers shall not exercise their authority as a police officer when
engaged in off-duty employment outside the city limits of Iowa City.
However; an officer may take action as is consistent with General
Order 00-05 Off Duty Conduct: Powers of Arrest.
6. Off-duty officers both inside and outside the city limits shall consider
notifying the appropriate law enforcement agency prior to taking any
official action. Officers should then act only after consideration of the
tactical situation, their possible liability and that of the City of Iowa City.
7. Members, whether on duty or off duty, shall be governed by the
ordinary rules of good conduct and behavior, and shall not commit any
act that would bring discredit to the Department.
