Site Plan Item Discussion of a site plan for Lots 40 and 41 Olde Towne Village and Auditor's Parcel No. 2006030, a 5-building commercial development located at the southeast corner of Scott Boulevard and Rochester Avenue. I request the Planning and Zoning Commission to consider the following in the matter of the site plan for lots 40 and 41 of Olde Towne Village: 1. The site plan differs substantially from the comprehensive plan and the conditional zoning agreements pertaining to the site • it contains more parking spaces, more paved surface for vehicular traffic, and less landscaping than depicted in the conditional zoning agreement signed in January, 2001; • it does not conform to the pedestrian orientation described in the Comprehensive Plan. 2. The current site plan does not protect neighboring properties West of Scott Blvd from light and noise related to parking and commercial activity. I therefore request that one or more of the following remedies be required in the approved site plan. 1. Replace parking spaces along Scott Blvd with more landscaping, including trees, between buildings and Scott Blvd. This can be accomplished by reducing the number of required parking spaces for the current square footage of the buildings to 130 (the site plan currently includes 155). In addition, or alternatively, 2. Set buildings closer to Scott Blvd and put more parking East of buildings, or 3. Reduce the number and/or size of the buildings so less parking space is required. In addition, we feel that no site plan that includes a parking lot along Scott Blvd. should be approvM without the following conditions, in addition to #1 above: 4. Shields on parking lot lights to prevent light from falling on properties West of Scott Blvd. 5, Inclusion of a year-round, 100% barrier at least four feet high, such as a brick wall to pre:,e:u headlights of cars in the commercial area from sweeping the neighborhood west of Scott Blvd. 6.
