The applicant has held a neighborhood meeting. On November 23 the City received a revised application for a Planned Development Overlay rezoning. A copy of the OPD plan is attached. Staff has not had time to review the newly submitted plans for compliance with the Planned Development Overlay criteria and zoning standards. This site sits in a flood plain area and half of the site is very low compared to the south east corner of Washington Street. Since the site is in a flood plain we have planned to put our parking underneath the building. The site allows enough parking for us to be able to do 24 two bedroom units. We believe it is in the best interest of the site and neighborhood to construct the building at the height we are so that the neighbors are not looking down on our roof and so that it blends in better with the neighboring houses. As you can see in the elevation drawing from College Green Square the height fits in nicely with the houses to the east and west. We do not believe it is an "overwhelming" building. We need the desired floor to ceiling heights to make the units attractive to buyers. When you add up the fact that we have the parking on the bottom floor and the 3 stories of units above it makes the building higher than what is acceptable by the current code. If we are not able to do this then we will have to go to plan B which would be to build 2 stories of 3 bedroom apartment units. We believe the neighborhood does not want apartments and that most of the neighbors would like to see the building at this height so it fits in better and they would also like to have it be condominiums versus apartments. We hope you will accept our request in doing an Overlay District at this location. Jefferson Street At your last meeting, the Commission requested some additional information regarding the neighborhood that surrounds the property at 821 E. Jefferson Street. Specifically you requested information about the number of complaints for disorderly house or other criminal activities in the area. Looking just at the criminal complaints that have led to official citations for disorderly house, disorderly conduct, alcohol or drug related charges from 2004 to 2011, there have been 36 incidents that have occurred within the 700, 800, and 900 blocks of Jefferson Street and Iowa Avenue and the adjacent block faces along Lucas and Governor Streets. In addition, the City website has a map that documents the actual properties and addresses where there have been citations issued in the period from August 1, 2011 up to the current date. I've attached a snapshot of this map for the area in question. Keep in mind that not all police calls result in citations, so it is quite likely that other incidents have occurred that are not included on the map or in our database. These numbers also do not included general nuisance complaints or citations for such things as garbage and debris in the front yard, tall grass and weeds or snow and ice on sidewalks. We are still in the process of mapping the number of rental units and bedroom mix in the vicinity and should have more information for you at your meeting on Monday evening.
