The FY14 Fiscal Budget recommends that $10,000 be budgeted for the
Public Art Program. The request for increased funding includes a
commitment to developea Public Art Plan to determine how these funds
will be utilized. PAAC needs to begin discussing ideas and opportunities.
G. Update on Poetry in Public, Grant Wood Neighborhood Art
Project, BenchMarks, etc.

PUBLIC ART ADVISORY COMMITTEE
THURSDAY, MAY 3, 2012

RECOMMENDATION TO CITY COUNCIL
Recommend approval to the City Council to enter into an agreement with the Downtown
Association to implement the BenchMarks project.
CALL TO ORDER
Thurmond called the meeting to order at 3:35 PM.
PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA

CONSIDERATION OF THE MINUTES OF THE MARCH 8. 2012 MEETING
MOTION: Seabold moved to approve the March 8, 2012 meeting minutes as presented.
Thurmond seconded. Motion passed 5:0.
ELECTION OF OFFICERS
President- Finlayson nominated for Chairperson. Thurmond nominated and approved for Vice -
Chairperson
PRESENTATION OF BENCHMARKS PROGRAM - NICK ARNOLD AND RITU JAIN OF THE
IOWA CITY DOWNTOWN ASSOCIATION AND CONSIDER A RECOMMENDATION TO THE
CITY COUNCIL TO ENTER INTO AN AGREEMENT REGARDING BENCHMARKS PROJECT.
Arnold explained that the Benchmarks program is a pilot project of the "Paint the Town"
Program. He explained that funds were available through the DTA to fund the project. They
were hoping to see 25 benches included, pending approval. All benches would be sanded and
primed and redone annually. Arnold also explained they hoped to initiate a "Bench Parents"
program that would seek on sponsors for the benches, including their names/logos on benches.
Arnold explained that he understood that the PAAC committee would be responsible for
reviewing the proposals and had some questions about timing and process. The process for
how the proposals would be presented was also discussed. The timing for the City Council
review of an agreement between the DTA and the City was also discussed. The issue of
vandalism was brought up. The DTA would accept responsibility for repairing any vandalized
benches.
Moran brought up his concern about protecting surface in the area of the benches particularly
with spray paints. Arnold provided assurances that all artists would be required to protect the
area.
Engelbrecht asked about the variety of art that would be represented and if the project could
possibly be offered to school aged children. Arnold affirmed that both were options.
MOTION: Thurmond moved to recommend to City Council that an agreement be entered into
with the Downtown Association to implement the "BenchMarks" project. Moran seconded.
Motion passed 5:0.
UPDATES
Bollinger provided updates to the committee regarding the Poetry in Public program, Poetry in
Public Art project, and Kidztent. The poetry has been selected and posters have been put on
display. The Sycamore Mall management has requested that the poems be displayed in their
hallways as well. The art that is produced from the poems will be on display in the Iowa City
Public Library lobby windows facing out to the pedestrian mall during Artsfest.
Bollinger described the annual Kidztent project that the PAAC sponsors and requested
volunteers.
Thurmond motioned and Moran seconded a motion to adjust at 4:25 PM.
