I drove the routes today and noted that these are not our best pavements, especially Brown Street, but I have run on
worse in other communities. We can do some asphalt patching on most streets, but not on Brown. The race director
will want to make special note of the brick on Brown Street in the instructions to runners. The larger issue here is traffic
control and detours during prime time on a weekend. Most races can make this stuff work because they run them early
on a Sunday morning. This will be more challenging to implement and frustrating for visitors to our community.

Obviously traffic and police have much bigger items to deal with than we do. However, there are no comments for Parks

Hello all: Kent Ralston and I have reviewed these, and have noted some concerns. I think a lot depends on whether
these are ‘competitive’ in which the expectation is that intersections will be wholly closed and all traffic diverted for
runners to be able to run unimpeded, or if these are recreational, where participants will observe rules of the road and
yield to oncoming traffic when crossing intersections. Besides the potential need for intersection closures and detour
routes, on-street parking is an issue with these routes – besides posting for parking restrictions I think we need to
identify alternative places for folks to park – these routes could affect hundreds of vehicles. Due to the large numbers of
intersections, volunteers will need to be stationed at every intersection to warn runners of any oncoming traffic (if the
intersections are left open).
I’ve not copied the applicant on this, and figure these comments should be kept internal pending collection of
comments.

My general comments for all three races: The applicant will need to notify any/all property owners/residents of road
closures 48 hrs in advance of the races. Similarly any parking to be removed from streets will need to be posted in
advance. A policy should be discussed regarding towing of vehicles still parked on the affected streets. Even though the
applicant notes that a pace car will be used, any street closures or lane reductions would require proper
signage/barricades and cones for lane reductions which would seem to be onerous for these routes. In my opinion, the
applicant may want to consider alternative routes that require less public notification, fewer barricades, possible
detours, and PD assistance.
For the Marketplace Stampede Race – The applicant notes that PD assistance will not be needed for any of the races,
but this particular route crosses three arterial streets (Church, Market, Jefferson) which typically would require PD
assistance. This route would also affect access to Fire Station #1 and several businesses including Johns Grocery and the
Bluebird Diner. In addition, depending on the total duration of the event, this route effectively cuts off east/west travel
in the near downtown – Burlington St appears to be the only street open for east-west travel. Even though the race(s)
will be held on Sunday, a Burlington Street detour for east/west traffic would likely need to be established. This may
also limit access to Mercy Hospital from the west which should be examined. If intersections are not barricaded, Police
assistance will be required to stop oncoming traffic, or participants will need to yield to oncoming traffic and observe
signalized intersections.
For the Presidential Mile Race - This particular route also crosses three arterial streets (Church, Market, Jefferson) which
typically would require PD assistance. This route would also limit east/west access near downtown and may make it
difficult to access private property located between Dubuque and Clinton Streets. A Burlington or Washington Street
detour would likely need to be established.
For the Iowa Ave Race – The route also crosses three arterial streets which typically require PD assistance (Dodge,
Governor, Gilbert). This route would make access to Iowa Avenue property difficult (in general) and would also affect
the Tower Place parking ramp access. This route cuts off north-south access through the downtown with the only
option, it appears, being Clinton St. Fire Station #1 and Police access to the north of Iowa Ave is affected. Both Dodge
and Governor are also part of the State Highway system and may require DOT approval…? If Dodge St and Governor St
intersections with Iowa Ave are closed, detour routes for state highway traffic including trucks will need to be
established. If they are not closed, Police assistance will be necessary to stop traffic for oncoming runners.

series. The ICPD and the Managers Office have communicated about these races and I believe we have come to an
understanding regarding the complexity and public safety requirements of each race. However, I know many of you will
have comments and concerns regarding any one of these races. Please take your time to review these routes and offer
your input. We are hoping to accommodate to the best of our abilities but need to understand the impact these races
could have throughout the downtown area.

I did see that the race organizer was asking for street closures to occur hours before the race begins. Please include with
the permit a requirement to provide unimpeded emergency vehicle access throughout the event. All of these races are
