I concur with Rick’s assessment of the traffic issue, and add that this is especially a concern with larger delivery vehicles /
semi’s. All businesses using this alley should be notified of the proposed closure, and be asked that they restrict the
delivery of food/kegs in the alley during the closure. The applicant should be reminded to remove the barricades in the
event utility or service vehicles need to enter the alley.

The permit indicates that they are set up such that they can move quickly should emergency access be needed, and if
that is the case we would not have a significant concern. I would suggest that there may be a problem if the alley will
be open at the west end, but closed in the middle. This may cause some problems when vehicular traffic turns into the
alley off of 10 South Dubuque, not aware that it is closed. This would then require the person to back out of a busy alley
on a night with heavy pedestrian traffic. If approved, it may help if there are some barricades at each end of the alley
that would allow access, but would also warn motorists that they will not be able to get through the alley. I would also
recommend that they allow access for non-participants (pedestrians) to be able to pass through the area, and a
reminder that alcoholic beverages (open containers) are prohibited on public property. With no sound amplification I
would not anticipate any other concerns.
