Adjournment MINUTES PUBLIC ART ADVISORY COMMITTEE THURSDAY, April 3, 2013 LOBBY CONFERENCE ROOM — CITY HALL Members present Not present: Staff Present: Public Present: CALL TO ORDER Meeting called to order at 3:36pm. PRELIMINARY John Engelbrecht, Rick Fosse, Tam Bryk, Terry Robinson Melissa Mitchell, Jan Finlayson, Susie Thurmond, Mike Moran, Marcia Bollinger, Jeff Davidson Dan Kinney PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA No new business. CONSIDERATION OF THE MINUTES OF THE FEBRUARY 7TH, 2013 MEETING MOTION: Fosse moved to approve the February 7th, 2013 meeting minutes as amended. Engelbrecht seconded. Motion passed 4:0. DISCUSSION OF PROPOSED MURAL FOR OLD MERCER PARK POOL BUILDING WALL CREATED BY TATE HIGH SCHOOL ART STUDENTS Dan Kinney, the art teacher at Tate High School asked the committee to consider providing $400 of funding for paint for the project. Kinney did mention that there was some money available in the art fund at Tate High School. Robinson was interested in the application of paint on the brown brick. Dan responded saying primer would be able to cover the brick effectively. A white or light background color was suggested. The windows on the building would not be covered with paint. Robinson said he was okay with painting the whole east side of the building. Bollinger had a concern with the graffiti on the white space that would be present in-between the mural design. Robinson said the wall has had graffiti in the past and they had to paint over it multiple times. Engelbrecht mentioned having more sports players to fill in any white space. Everyone thought the design was great. Kinney mentioned he would like to have the mural completed before the end of the school year which is approximately two months away. Robinson said he would offer $400 to Dan to begin the process. Fosse approved the proposal and it was seconded by Bryk. Motion passed 5-0. Dan Kinney said he would have his class paint on Thursday afternoons and after school on other days. IOWA CITY PUBLIC ART PLAN UPDATE Bryk, Engelbrecht, Bollinger and Emily Ambrosy (Marcia's intern) have met to discuss the plan and what it will potentially include. They will be developing a new plan that will highlight the past, present and potential future projects to present to city council. Engelbrecht mentioned Bryk and he were working on the new mission statement. He also stated they were trying to leverage the money available to them now in order to expand the budget. The idea to work with the downtown district in expanding the art opportunities was explained. The group has been looking at other funding options and scenarios including percent for art and partnerships. The PAAC members will be reviewing the draft plan at some point in the future. OTHER The Benchmark program was discussed by Engelbrecht. He mentioned they were taking a different approach for the upcoming year. All benches will be repainted. One method is a weekend warrior group to prep and prime the benches on May 4`", 2013. The downtown wooden benches are the only ones that would be prepped and primed. Bollinger asked about benches that were possibly salvageable (from last year) but Engelbrecht said they were either not appropriate or would not be cohesive. He said the group talked about mapping the benches for the purposes of marketing. The committee talked about the card holders on the back of the benches and determined they were not feasible due to theft and their ability to with stand the weather. Engelbrecht mentioned community involvement would not be on the benches but through the workshops and forums developing the content for them. A small team of artists would be the ones executing the art on the benches. A theme was also discussed for certain areas. A seal coat was also mentioned in order to preserve the art. Bollinger asked if they wanted to revamp the project contract for city council and said she would look at the current one. The committee talked about the metal versus the wooden benches around town. Engelbrecht said they wanted to stay away from the metal benches. ADJOURNMENT Bryk motioned and Robinson seconded a motion to adjourn at 4:45 PM Minutes created by Emily Ambrosy.
