CALL TO ORDER: Chair Joseph Treloar called the meeting to order at 5:30 P.M.

OLD BUSINESS
Brochure/Forms Update — Karr and Bowers were present for discussion. Members discussed
the CPRB complaint process as outlined in the brochure and options sheet. After discussion,
the Board agreed to bold and italicize the contact information for each of the 3 departments
listed on the options sheet.

PUBLIC DISCUSSION
Dieterle had a question regarding General Order 01-01 (Racial Profiling) and section IV(F)2.
She had read a Facebook post regarding a cursory "sniff' of the exterior of a vehicle stopped
for a traffic violation by a police canine and why it was included in this general order when
there is an order dedicated to canine operations. Captain Steffen of the ICPD explained that it
is giving examples of proactive steps they are taking that have nothing to do with racial
profiling, simply stating actions that maybe taken during a stop.

STAFF INFORMATION
Tuttle handed out information regarding the 17th Annual Citizen's Police Academy. Board
members who had participated in the academy said it is a great learning experience and
encouraged attendance for those wanting to learn more about law enforcement.

I have served as counsel for the CPRB for 15 years. It has been my distinct pleasure to
assist this board with its legal and procedural matters. I have so appreciated the
professionalism and dedication of this group of citizens who have worked diligently to
follow their charge. My fondness for this group inspired me to maintain my law license
for the past decade although I no longer practice law otherwise.
I have made an important and exciting decision for my career and I have accepted an
offer to begin working as a real estate agent with Lepic Kroeger in the new year. This
opportunity will allow me to combine my knowledge of real estate matters and our
community with my passion for working with people, by guiding them through the
process of selling or buying homes.
The downside of this decision is that in order to avoid professional conflicts, I will no
longer maintain my law license. 1 do not want to risk the confusion of whether I am
representing clients as a lawyer or a real estate agent.
A heavy heart accompanies this resignation and I am grateful for the opportunity I
have had to work with you and the other wonderful board members. I will remain at
your service as counsel through the January meeting. Once you have hired new
counsel for the CPRB, I am happy to assist in the transition process.

Re: CPRB Legal Counsel
The hiring of the new CPRB's Legal Counsel will be in accordance with the city's new
Purchasing Manual, Professional and Technical Services.
1. Prepare a Request for Proposal (RFP), post to City's website, and contact potential
attorneys*; Minimum of 2 weeks advertising
2. Prepare tool for evaluation and scoring to assist in narrowing applicant pool for
interviews
3. Prepare questions for interview
4. Schedule and conduct interviews
5. Complete evaluations and make a recommendation for award to CPRB
It is important to have the Board Participation level decided prior to a timeline being developed
and release of RFP documents.
* May wish to contact University of Iowa Law School and Drake Law School;
and Linn and Johnson County Bar Associations.
Board Participation Options
Option 1- Entire Board involved in steps 2-5 above. This would involve scheduling
additional Board meetings, and involve a commitment of time by the entire
Board. Meetings would be posted as quorums and executive sessions held.
Staff* involved in the process.
Option 2 - The Board selects no more than two members, could be chair and vice -chair
(less than a quorum) to be involved in steps 2-5 above, and makes
recommendation to the Board. Reducing the time of the entire Board and
providing for no meeting requirements. Staff* involved in the process.
Option 3 - The Board selects no more than two members, could be chair and vice -chair
(less than a quorum) to be involved in steps 4 and 5 above, and makes
recommendation to the Board. Reducing the time of the entire Board and
providing for no meeting requirements. Staff* involved in the process.
Option 4 - The Board directs staff* to complete steps 2-5 above, and staff makes a
recommendation to the entire Board. Reducing the time of the entire Board and
providing for no meeting requirements.
Final decision will be made by the entire Board for all options above. Contract signing will be
done by the City.
