MEMBERS PRESENT: Melissa Jensen, Mazahir Salih MEMBERS ABSENT: Donald King and Royceann Porter STAFF PRESENT: Staff Kellie Tuttle and Catherine Pugh (5:35PM) STAFF ABSENT: None OTHERS PRESENT: Jim Steffen of the ICPD; Marian Karr, City Clerk RECOMMENDATIONS TO COUNCIL None CONSENT CALENDAR Motion by Jensen, seconded by Salih, to adopt the consent calendar as presented or amended. • Minutes of the meeting on 11/20/13 Motion carried, 3/0, King and Porter absent. (5:35PM - Legal Counsel Pugh arrived and was asked to remain in the Lobby for discussion of Item 3) OLD BUSINESS - Legal Counsel resignation update City Clerk Karr stated that due to a conflict of interest Legal Counsel Pugh would not be participating in the discussion or be able to participate in the interview process for the new legal counsel. Therefore, the Board needed to decide how to proceed. Karr handed out and summarized some options outlined for the Board. Motion by Treloar, seconded by Salih to create an Option 5, directing the City Clerk and the Equity Director, along with either the Chair or Vice Chair (pending availability) to interview, complete evaluation tool, and make a recommendation to the Board. 'T1 �rn p rn i7 o The "Use of Force Review Committee" met on January 23, 2014. It was composed of Captain Steffen, Sgt. Lalla and Sgt. D. Brotherton. For the review of submitted reports in October, 40 Officers were involved in 14 separate incidents requiring use of force. In November, 51 Officers were involved in 23 separate incidents requiring use of force. 53 Officers were involved in 17 separate incidents requiring use of force in December. All issues or concerns were identified and addressed at previous levels of review. Officers are reminded results of use of force section should be completed in every case that a report is submitted. If an officer is completing a report for the destruction on an animal the suspect injury section should be left blank. Any injury on an officer or suspect will be photographed. Officers should not cut and paste from their incident report to complete the UOF form. Of the incidents reviewed over the three month period, a Taser was discharged on two occasions, and on two occasions a Taser was displayed which resulted in compliance without deployment. There was two SRT call out where officers displayed assigned weapons towards multiple people. In twelve other incidents officers responded to calls where their firearm was displayed. In two incidents officers fired their sidearm to destroy injured animals. Of the 74 incidents reviewed, 10 suspects and 3 Officers sustained superficial injuries as a result of the use of force. Karr, City Clerk Re: New Video City staff, including our city cable division, will begin production of an education video concerning the Citizens Police Review Board shortly. Preliminary thoughts include: • 3-4 minutes in duration • Use of simple and clean graphics Below are sample questions we suggest using in interviews with Commission Members. Ideally we would like every Member to answer each of the questions on tape and a cross representation will be chosen from each. However, if you would like to concentrate on one question, we can accommodate that as well. Our goal is to have participation from every member. I will beat your February 11`h meeting for further discussion. 1. What is the Citizens Police Review Board, and the duties CPRB? 2. What are the powers of the CPRB? 3. Who can file a CPRB complaint, and what time frame can a complaint be filed? 4. What is the process after a complaint is filed? 5. Who can serve on the CPRB? 6. Maybe Catherine Pugh (legal counsel) might want to summarize why the Board can't do more? 7. Maybe Stefanie Bowers (Equity Director) might want to present information on other options available
