Nominations can be made by balloting or from the floor. Voting can be by voice vote, show of hands, or ballot. The Board should decide if the basis for decision is majority vote of the total membership and procedure for canvass of ballots. MEMBERS PRESENT: Melissa Jensen, Mazahir Salih MEMBERS ABSENT: Royceann Porter STAFF PRESENT: Staff Kellie Tuttle and Patrick Ford STAFF ABSENT: None OTHERS PRESENT: Captain Doug Hart of the ICPD; Marian Karr, City Clerk RECOMMENDATIONS TO COUNCIL None CONSENT CALENDAR Motion by Jensen, seconded by Salih, to adopt the consent calendar as presented or amended. • Minutes of the meeting on 08/26/14 • ICPD Department Memo #14-17 (July 2014 Use of Force Review) • ICPD Use of Force Report - July 2014 Motion carried. 310. Porter absent. OLD BUSINESS Charter Review Update — At their August 26th meeting Tuttle had reminded the Board of past discussions by Board members regarding the language for the purpose of the forum, and the concerns that the forum focused on police policies, practices, and procedures without requiring police representation. It has become a practice of the Police department not to be a participant since it is a Board forum and not a Police forum. Tuttle reported she reviewed past minutes for more detailed discussion. She was unable to find any more detailed information but some Board members Treloar and Jensen did recall the discussions. Suggestions were made on the language and Tuttle will draft and include them in the next meeting packet. Video — Karr presented a draft of the CPRB educational video minus addressing the final question "why the Board can't do more". After discussion, it was agreed that they would cite the Code of Iowa as to why they were not able to do more, but then also wanted to end the video with what they "can" do. Jensen will draft segments for each Board member, to be reviewed by Legal Counsel, and filming would occur at the next meeting. CPRB September 15, 2014 Page 2 Video Review Process — Tuttle stated that another option had been made available and referred to the memo included in the meeting packet which stated that if members were not able to make an appointment during business hours, they could set up an appointment to view videos in the Police Department 24/7. (Karr left meeting 6:13 P.M.) NEW BUSINESS Select Nominating Committee — Treloar nominated Jensen and Salih to be on the nominating committee. They agreed and will report back to the Board with recommendations at the next meeting. PUBLIC DISCUSSION None. BOARD INFORMATION None. STAFF INFORMATION Tuttle informed the Board that Maxime Tremblay had resigned from the Board due to a family illness and that the vacancy would be announced at the September 16th City Council meeting. Hart RE: August 2014 Use of Force Review DATE: September 18, 2014 SEP 18 2014 City Clerk Iowa City, Iowa The "Use of Force Review Committee" met on August 28, 2014. It was composed of Captain Hart, Sgt. Gaarde and Officer Ronnie Gist. For the review of submitted reports in August, 12 Officers were involved in 17 separate incidents requiring use of force. All issues or concerns were identified and addressed at previous levels of review. A training issue was identified with a specific Officer. This matter was referred to that Officer's supervisor to be addressed. Of the incidents reviewed for this period: on two occasions a Taser was displayed which resulted in compliance without deployment, there were no SRT call outs where officers displayed assigned weapons towards multiple people, in three other incidents officers responded to calls where their firearm was displayed, there was no OC display or exposure, and of the 17 incidents two suspects and one Officer were injured as a result. Copy: City Manager, CPRB, Watch Commanders, Review Committee IOWA CITY POLICE DEPARTMENT USE OF FORCE REPORT August 2014 SEP 18 2014 City Clerk Iowa City, Iowa Ofc # Date Inc # Incident Force Used 67 08/03 2014008296 Vehicle Theft Officer drew his sidearm to affect custody of the suspect who had just stolen a motor vehicle. 24 08/10 2014008548 Assaultive After taking the suspect into custody for being Subject assaultive towards the bar staff, the suspect began to bang his head on the trunk of the squad car. The Officer had to direct the subject into the back of the vehicle by lifting his feet and torso into the back of the vehicle. 40 08/10 2014008570 Stabbing The officer had to direct the suspect to the round after she refused verbal commands. 66,29, 08116 2014008823 Stabbing The suspect had just stabbed another subject. 63,40 One officer displayed a sidearm, while another displayed a laser. Two officers then had to use compliance techniques to gain custody of the suspect. 66 08/16 2014008823 Stabbing While at the UIHC, the same suspect as above continued to resist and the officer assisted hospital staff in restraining the suspect to the bed. 66 08/16 2014008823 Stabbing Upon arrival at the still active scene, the Officer displayed his taser at the other half of the previously mentioned stabbing incident. 11,59 08/17 2014008831 Domestic Officers dispatched to a report of a female Abuse being attacked by her husband. Upon arrival Officers located fresh blood near the entryway. Officers drew their sidearms to take the male subject into custody after announcing their presence. 97,24, 08/21 2014008991 Sexual Assault Officers cleared a residence with weapons 67 drawn to locate two sexual assault suspects. Two officers displayed handguns while another displayed a less lethal laser. 66 08/21 2014009038 Out with A takedown technique was used to take the Subject suspect into custody after he took off running. 24 08/23 2014009119 Out With After the suspect was observed kicking over a Subject moped, he took off running. After a foot pursuit a takedown technique was used to affect custody. Both officer and suspect sustained minor abrasions. 2 08/24 2014009183 Bar Check The suspect attempted to flee the area and the officer used a compliance technique to keep the suspect from fleeing. The officer then used a takedown technique as the suspect continued to resist. 66,2, 08/24 2014009192 Subject in Custody The suspect attempted to smoke a cigarette in the back of the squad car and refused to extinguish the smoking materials. A wrist lock was used to place handcuffs on the suspect after he tensed up trying to conceal the smoking materials. 10 08/24 2014009192 Fight A takedown technique was used to take the suspect into custody after he refused to stop and began resisting. The suspect sustained superficial injuries. 66 08/29 2014009426 Out with Subject The suspect took off running from the officer during an investigation. A takedown technique was used to affect custody. 84 08/29 2014009435 Fight In Progress A compliance technique was used to take the suspect into custody who was attempting to strike others with a four foot board. 91,2 08/31 2014009538 Out with Subject Subject was told he was under arrest and tried to pull away and kick at officers. The suspect was lowered to the ground and had to be restrained using a compliance method. 86 08131 2014009538 Out with Subject The co-defendant in the above mentioned matter was placed under arrest whereupon she tensed up and dropped to her knees. The suspect needed to be escorted to the squad car with a compliance technique.
