IOWA CITY TAXICAB ADMINISTRATIVE RULES
Attached are the following administrative rules set by the City Clerk and City Manager, or designee.
The date that the rules were last updated can be found on each set of rules.

Administrative Rules for Taxicab Unique Color Scheme (by Police Department)
Date: February 10, 2015
The following rules are to be used when the Police Department is asked to consider a unique
color scheme for a Taxicab Business License:
1. No more than 3 colors can be used.
2. Variations of colors will revert to the primary color (i.e., eggplant=purple).
3. Color schemes and placement of colors must be consistent across all taxicab vehicles,
regardless of make and model.
4. The back door of a van must be the same color as the corresponding trunk of a sedan
from the same taxicab business and vice versa.
5. Color schemes cannot be changed during the licensing year.
6. Color schemes will remain in effect for the entire licensing year. No application for a
new unique color scheme will be considered until the next licensing year. A company
may apply for a new color scheme for the following year.
7. The Chief of Police (or designee) will determine whether a proposed color scheme is
unique.
8. Taxicab businesses licensed from June 1, 2014 to May 31, 2015 whose fleet already
have a unique color, as determined by the Chief of Police (or designee), will be allowed
to have that unique color scheme for the licensing year beginning June 1, 2015.
9. The criteria for determining if a taxicab business already has a unique color scheme are:
a. As determined by the Chief of Police (or designee), the majority of taxicabs for a
business licensed from June 1, 2014 to May 31, 2015 already have a unique
color scheme.
b. As determined by the Chief of Police (or designee), no other taxicab business
licensed from June 1, 2014 to May 31, 2015 has the same or similar unique color
scheme for the majority of the taxicab.
10. Applications must be made on a form provided by the City. Applications will be accepted
between 8:00 AM on February 11, 2015 and 5:00 PM on March 2, 2015. Application
forms can be picked up at the front desk of the Police Department during this same time
or are available on line at the City’s Website.
11. Color scheme applications may be submitted to the Station Master at the Iowa City
Police Department at any time, but no decision on a color scheme will be made until
after 5:00 PM on March 2, 2015. If the Chief of Police, or designee, determines that 2 or
more applications submitted before March 2, 2015 at 5:00 PM request the same color
scheme, or substantially the same color scheme, then a lottery will be conducted.
12. The lottery will be held at 12:00 noon on March 3, 2015 in the Helling Conference Room
in City Hall. Staff will conduct the lottery by “pulling a name out the hat.”
13. Beginning March 2, 2015 at 5:01 PM, all applications will be reviewed on a first come,
first serve basis.
14. Before the City approves an application for a license for a taxicab business, a
photograph/s of a painted taxicab with a unique color scheme that has been approved
by the Chief of Police must be provided. The photograph/s must show a side view and
top of a painted vehicle with a unique color scheme for that business. Photographs can
be submitted to the Police Department at the front desk or sent to Cpt. Douglas Hart at
doug-hart@iowa-city.org.

Administrative Rule for Drivers and Photo Identification Card by the City Clerk
Date: February 10, 2015
No person shall operate a (motorized) taxicab without authorization of the City
Clerk. No (motorized) taxicab business shall allow a person to drive a (motorized)
taxicab unless the driver has the authorization of the City Clerk.
A. An application to be a driver shall include the following information:
1. The full name and address of the person.
2. An email address and a cell phone number.
3. The experience of the person in the transportation of passengers.
4. The person's record of convictions of misdemeanors and/or felonies,
including moving and nonmoving traffic violations, and certified state of
Iowa criminal history (DCI) and certified state of Iowa driver's record. Both
must be less than 30 days old.
B. Motorized taxicab drivers shall possess a currently valid Iowa chauffeur's
license.
C. All notifications from the City Clerk to a driver will be made to the email address
listed in the application.
D. Photo identification card:
1. The City Clerk will not issue a photo identification card until the Police
Chief or designee has approved the person to be a driver, and all
information required to be submitted has been provided.
2. A photo identification card will be issued by the City Clerk for one year
unless Chauffeur’s license expires in less than one year.

3. In the case of the Chauffeur’s license expiring in less than one year, the
photo identification card will match the expiration date of the Chauffeur’s
license.
4. A person with an IDOT issued temporary driver’s licenses will be issued a
photo identification card for one year. However, it is the responsibility of
the taxicab business to follow up and make sure that their drivers have
been issued permanent IDOT driver’s licenses.
5. A photo identification card will be issued to a driver for each company
he/she drives for. All photo identification cards for each driver will expire
on the same date. The driver must pay the same fee for each photo
identification card.
6. Lost photo identification cards will be replaced at the original fee, and with
the same expiration dates.
7. This rule applies to drivers who are currently authorized to drive a taxicab.
Drivers must present a picture ID to the City Clerk. The City Clerk will
issue an identification card that will expire on the same date as the current
authorization does. A driver will not be required to complete a new
application or required to submit new DCI or certified driving records. The
photo identification card will be issued at the same fee as issuance of a
new photo identification card. A driver who is within 30 days of expiration
may choose to file new DCI or certified driving records and receive a full
one year photo identification card.
8. The photo identification card must be prominently displayed both in the
front seat and the back seat:
1) Front Seat: Either on the dash directly in front of the passenger seat or
on the passenger seat visor. If it is on the visor, the visor must always be
down when a passenger is in the taxicab.
2) Back Seat: On the back side of the front passenger seat.
The City will not provide any lanyard, plastic enclosure, or any other
device to affix the photo identification card to the taxicab.

Administrative Rule for Network and Metered Business License by the City Clerk
Date: March 6, 2015
A. A business application shall include the following information:
1. The name and address of each person with an ownership interest in the
business (“owner”), and the notarized signature of at least one owner. In the
case of a corporation, LLC, or partnership, all officers, directors, members and
persons owning at least a ten percent interest in the business is considered an
owner.
2. The experience of each owner in the transportation of passengers.
3. The record of arrests / charges of misdemeanors and/or felonies, including
traffic offenses, and certified state of Iowa criminal history and certified state of
Iowa driver's record for each owner. If the owner is not a resident of Iowa,
certified criminal history of that state and certified driver's record of that state.
4. For metered companies, the address of the accessible (24/7) business office
that meets all applicable zoning ordinance regulations and other city
regulations.
5. No business application will be accepted / approved without a color scheme
approved by the Police Department.
B. Misc. Clerk Rules
1. All notifications from the City Clerk to the business will be made to the email
address listed in the application.
2. All business office locations must be submitted to the City Clerk and approved
by Development Services (Zoning Office). Any changes in office location after
approval must be resubmitted to the City Clerk (email is sufficient) and
approved by Development Services (Zoning Office) BEFORE the business
moves to a new location.

3. All notifications from the City Clerk to a driver will be made to the email address
listed in the application.
4. The photo identification card must be prominently displayed both in the front
seat and the back seat: A) Front Seat: Either on the dash directly in front of
the passenger seat or on the passenger seat visor. If it is on the visor, the visor
must always be down when a passenger is in the taxicab. B) Back Seat: On
the back side of the front passenger seat. The City will not provide any

5. A business application (including a certified state of Iowa criminal history and
certified state of Iowa driver's record for each owner) and a rate card must be
filed annually before inspection of vehicles for next licensing year.
6. The rate card must include the information shown on the City Clerk’s rate card
template shown below. Formatting and color may vary but the content as
shown on the template must be included. If a business does not charge a fee
listed on the template, “0” must be entered on the rate card. Destination rates
must list a specific ending location outside the corporate Iowa City limits. The
following are examples of destination rates:

Administrative Rules for Approval of Metered and Network Drivers by Police Chief
Date: February 10, 2015
If there is a preponderance of evidence that the applicant has engaged in criminal activity as
defined in the Iowa Code sections listed below, or a similar statute in another jurisdiction, within
the specified time frames, the Police Chief or designee will determine that authorization to drive
a taxicab will be detrimental to the safety, health or welfare of residents of the city, as shown by
the word “reject.” The issue is whether there is a preponderance of evidence that the act(s)
occurred, regardless of whether there has been an arrest, finding of guilt, or a conviction.
1) OWI HISTORY
OWI act (defined as an act prohibited by Iowa Code Chapter 321J) within the past three
(3) years - REJECT
Three (3) or more OWI’s acts (defined as an act prohibited under Iowa Code Chapter
321J)within ten (10 years) – REJECT
2) PUBLIC INTOXICATION
Two or more of Public Intoxication (defined as an act prohibited by Iowa Code
Section123.46) within last two (2) years – REJECT
3) HISTORY OF VIOLENCE
Definition: Any act prohibited under Iowa Code Chapters:
- 236, Domestic Assault Abuse
- 706, Conspiracy
- 708, Assault
- 709, Sexual Abuse

The review will consider all relevant circumstances, such as the seriousness of the act(s) and
mitigating circumstances that impact the safety, health and welfare of residents of the City.
4) PROPERTY CRIMES HISTORY
Definition: Acts involving the taking of or damage to the property of another under Iowa
Code Chapters 711, 712, 713, 714, 715A, 716
One or more acts within the prior year – REJECT
Three or more acts within the five (5) prior years – REJECT
5) TRAFFIC VIOLATIONS
Three moving violations and/or accidents within twelve (12) months are a basis to reject
but will always be reviewed.
Ten or more moving violations and/or accidents within five (5) years are a basis to reject
but will always be reviewed.
Three seatbelt violations within twelve (12) months is a basis to reject but will always be
reviewed.
The review will consider all relevant circumstances, such as the seriousness of the act(s)
and mitigating circumstances, that impact the safety, health and welfare of residents of
the City.
6) CONTROLLED SUBSTANCE
Any act of possession of a controlled substance under Chapter 124 within the last one
(1) year – REJECT
One act of delivery of a controlled substance under Chapter 124 within the last two (2)
years – REJECT
Two or more acts of delivery of a controlled substance under Chapter 124 within five (5)
years- REJECT
7) HISTORY OF NON-COMPLIANCE WITH TAXI REGULATIONS
Examples: smoking, operating taxi without a license, unsafe vehicle citations.
Two or more acts within twelve (12) months – REJECT
8) OTHER BASIS TO REJECT
In addition to the specific reasons set forth above, the Chief or designee may reject an
application if it is determined that the applicant’s authorization to drive a taxicab would
be detrimental to the safety, health or welfare of residents of the City.

Administrative Rule for Metered and Network Insurance by the City Clerk
(set by Risk Manager)
Date: February 10, 2015
1. The minimum limits for taxicabs liability insurance are to be quoted "individual"
liability amounts, or in lieu thereof as a "combined" liability amount, said liability
minimum amounts to be established at the following limits with a deductible not to
exceed $500, and shall also comply with all state and federal requirements if greater:
a. "Individual" Liability Amounts
1) To cover the insured's liability for bodily injury or death of one person,
as a result of one accident or other cause, Five Hundred Thousand
Dollars ($500,000.00).
2) To cover the insured's liability for bodily injury or death of more than
one person as a result of one accident or other cause, One Million
Dollars ($1,000,000.00). If the taxicab has more than ten seats, the
insured's liability for bodily injury shall be Two Million Dollars
($2,000,000.00).
3) To cover the insured's liability for damage to or destruction of property
other than that of the insured as a result of any one accident or other
cause, One Hundred Thousand Dollars ($100,000.00).
b. "Combined" Liability Amount
To cover the insured's liability for bodily injury or death of one or more
persons as a result of any one accident or other cause, and to cover the
insured's liability for damage to or destruction of property other than that of the
insured as a result of any one accident or other cause, One Million Dollars
($1,000,000.00) combined. If the taxicab has more than ten seats, the
insured's liability for bodily injury shall be Two Million Dollars $2,000,000.00).
2. The minimum limits for pedicabs and horse-drawn vehicle operator's liability
insurance are to be quoted as "individual" liability amounts, or in lieu thereof as a
"combined" liability amount, said liability minimum amounts to be established at the

following limits with a deductible not to exceed $500, and shall also comply with all

as a result of any one accident or other cause, Two Hundred Fifty Thousand
Dollars ($250,000.00) combined.
3. The Risk Manager must approve the insurance certificate showing amounts and
carrier annually. Transactions during the year with the same existing companies and
carriers will be reviewed by the City Clerk for compliance.
