Towncrest Area Planning Workshop
October 1, 2008
Meeting Summary
The Iowa City Economic Development Division conducted the Towncrest Area Planning
Workshop on October 1, 2008 at the Church of the Nazarene; 40 community members
attended, 62% of which represented businesses and 38% residents. Three city staff also
attended the meeting: Wendy Ford, Economic Development Coordinator; Robert Miklo, Senior
Planner; and Miles Shultz, intern. A PowerPoint presentation discussing the Towncrest Area
and Urban Renewal Planning began the meeting, followed by small group discussion on six
topics; these topics were:
1) What are the positive aspects of this area? If you are a business, what makes this
area a good place to locate a business?
2) What are some of the drawbacks? Are there improvements needed?
3) What is your vision for this area in the short term?
4) What changes should be considered in the long term?
5) What if’s?
a. What if in the future, land became available for redevelopment in
Towncrest?
b. How might it change the character of this area?
c. What would you like to see?
6) Final thoughts or comments?
The following are the key issues/points that the individual groups chose to present at the end of
the meeting.
The opportunity to expand is unique to Towncrest in Iowa City
Good schools are huge plus
Easy transit to get here
Upgrade and update rental/starter housing to attract young families
Find a suitable theme for Towncrest to make it a destination and give it a brand
Neighborhood identity is lost—there is no sense of arrival—landmark or destination (i.e.
Towncrest Hy‐Vee)
o Better Lighting / Streetscape / Public Art
Get a Plan done now or risk losing business
Concerns surrounding Arthur St. apartments
o Decreasing property values
o Perception of increased crime
Add crosswalks on Muscatine Train
Troublesome delays when walking
6 driveways in one block is bad
Add green space
Traffic circulation (perhaps re‐do like Sturgis Corner with one way in /out)

Connect trails, restaurants, schools—neighborhood
Deal with speeding on Wayne Ave.
It is important to diversify the commercial area to include shopping
Build on good mix of current use—fill in the “dead zone”
o Assisted living/nursing services would be good fit
o Add in more medical businesses and restaurants
o Some retail is okay
o Multi‐floor building with full business mix included parking underground for
employees

a. Proximity to health care

a. Deterioration of Towncrest buildings

f. Too many business driveways on first block of Muscatine and First Ave

h. Narrow streets
i. No sidewalks in some areas
j. Limited eating places
k. No sense of place
3. Short Term Vision (3‐5 Years)
a. Consolidation of like businesses to maximize utilization
b. Improve sense of arrival to Towncrest area
c. Foster community neighborhood identity through attractive signage

d. Address needs of residents

ii. Improved apartment management
e. Stop light at Hy‐Vee and Wade
f. Speed Bumps
4. Long Term Vision
a. Continuity of Architecture Standards
b. Most Towncrest investment buildings need to be razed
c. Improve entrance ways and key corners such as Kerr McGee
d. Explore urban design improvements such as greens space, streetscape, or water
feature
e. Control traffic and circulation patterns to allow for more efficient traffic
movement
f. Mixed uses such as first floor commercial and second floor residential
g. Explore creative transit options such as replacing busses with street cars
h. Update Facades
i. Explore appropriate uses given the proximity to medical and pharmacy services
such as a rehabilitation hospital and retirement home
j. More retail
k. More restaurants, delis, and finer dining
l. Create a suitable Towncrest commercial neighborhood theme
5. What if a large parcel of land became available, what would you like to see?
a. Quality business
b. Easier access from Highway 6, 1st Avenue, Muscatine, etc.
c. Better use of Mercer Park
d. Avoid high rises—not more than 3 stories
e. Tearing things down to rebuild as land become available
6. Final Thoughts
a. Need afterschool activities for children
b. Need bus route closer to SE Junior High
c. Something should be planned soon to retain residents and businesses
