IOWA CITY’S
STORMWATER QUALITY BMP PROGRAM
BACKGROUND
The Stormwater Quality BMP Program has been developed to improve the quality of
stormwater runoff and reduce the amount of pollutants entering Iowa City’s storm sewer
system and waterways. The program will provide financial assistance to property
owners for projects that will help manage stormwater runoff and/or improve stormwater
quality.
The program will help cover the costs of materials such as plantings, dirt, rock,
pavement, and/or contractor labor. Projects may include rain gardens, bio-retention
cells and pervious pavement. If approved, the City will pay up to 50% of the cost of
these projects, not to exceed $3,000.
Funding is also available for the improvement of stormwater infiltration in established
lawns. This would require a six-inch deep tine aeration and application of 1/2 to 3/4
inches of compost over the aerated lawn. If approved, applicant’s costs will be
reimbursed up to 50%, not to exceed $2,000.
A limited amount of funding is budgeted for these stormwater projects by the City of
Iowa City each year. Reimbursements will be based on the amount of available funding
at the time the request for reimbursement is made. Comprehensive projects that span
more than one property are often most effective and will be given a higher priority.
INSTRUCTIONS
1. Fill out the application and include a sketch of the proposed work. Attach any
estimates or quotes you may have received.
2. Make sure that the application is signed by the property owner(s).
CONDITIONS
1. The property owner is responsible for the payment of all expenses associated
with the work. Upon submission of paid receipts, the City will reimburse the
property owner within 30 days for costs approved by this application.
2. Implementation of an approved project is the sole responsibility of the property
owner. The City is not liable for personal injury or property damage resulting from
said work.
3. Projects approved for funding carry no implied warranty by the City.
Implementation and maintenance are the responsibility of the property owner.
4. The property owner is responsible for any local, state or federal permits that may
be required. In most cases, any required permits will be local permits that may
be obtained from the Neighborhood and Development Services Department. Call
319-356-5120 for more information on obtaining a permit.
5. Involve your neighbors. If they are not a part of the project, at least keep them
informed and seek their input before doing the work. Drainage issues have been
known to cause years of ill will between neighbors.
6. Please note that if the reimbursement payment exceeds $500, it will be
considered taxable income.
