NEIGHBORHOOD AND DEVELOPMENT SERVICES DEPARTMENT
POSITION -- RESOLUTION AMENDING THE BUDGETED POSITIONS
IN THE MPOJC DIVISION OF THE NEIGHBORHOOD AND
DEVELOPMENT SERVICES DEPARTMENT AND THE
ADMINISTRATIVE PAY PLAN BY DELETING ONE FULL-TIME
ASSOCIATE PLANNER POSITION AND ADDING ONE FULL-TIME
SENIOR ASSOCIATE PLANNER POSITION.
Comment: This resolution provides for a Senior Associate Planner
position within the MPOJC Division of the Neighborhood and
Development Services Department. The position will perform as `acting
director' of the division in the Director's absence and reflects the skill set
of the position critical to the functions of the organization. This action
provides a senior position within the MPOJC Division which currently
does not exist. The senior position will be similar to that of other City
divisions and provides a level of advancement for accomplished staff.
There is no net increase in FTE's as a result of this action. This change
will increase the FY16 budget for wages and benefits an estimated
$1,918.
CITY MANAGER'S OFFICE POSITION CHANGE - RESOLUTION
AMENDING THE BUDGETED POSITIONS IN THE CITY MANAGER'S
OFFICE AND THE ADMINISTRATIVE PAY PLAN BY DELETING THE
ADMINISTRATIVE ANALYST POSITION AND ADDING AN
ASSISTANT TO THE CITY MANAGER POSITION.
Comment: The resolution will authorize a change from Administrative
Analyst to Assistant to the City Manager to more accurately reflect the
changing assignments of the current position and to bring the incumbent
in line with industry peers performing similar duties. The reclassification
from Administrative Analyst to Assistant to the City Manager will result in
an increased salary and benefit expense of approximately $11,985 upon
change (Grade 26, step 7 to Grade 31, Step 1)
LIBRARY WEB SPECIALIST - RESOLUTION AMENDING THE
AFSCME PAY PLAN BY RECLASSIFYING ONE FULL-TIME LIBRARY
WEB SPECIALIST POSITION FROM AFSCME GRADE 11 TO AFSCME
GRADE 14.
Comment: Digital services are an increasing important component of
library use. The Library's web site is a virtual branch, delivering a variety
of digital collections, information and services. As use and complexity
have grown our jobs must keep up with the higher level skills and
responsibility required. The Library is proposing reclassifying a vacant
position, Library Web Specialist, AFSCME Grade 11, to Library Web
Specialist, AFSCME Grade 14. Estimated cost is $7,083 per year.

Comment: In this budget year, the Coordinat position was staffed at
75/hours per week due to a management a proved reduced work
o schedule. Management always intended the positi n to be full ti e. Due
to new responsibilities `and the addition of 7 VASH v chers
administered by the Section oordinator, the positi n will conve back
to 80 hours/week. The increase f the Section 8 Coo inator's ho rs to
permanent Full -Time status will ha a minimal impactbn the Iowa City
Housing Authority's budget. The Housing Authority's buc�et can absorb
the salary/benefit increase of $6,115 with no reduction to reserves.
ITEM 2d(5) SUMMER OF THE ARTS AGREEMENT - RESOLUTION APPROVING
AGREEMENT BETWEEN THE CITY OF IOWA CITY AND SUMMER OF
THE ARTS INC. TO ALLOW THE TEMPORARY AND LIMITED SALE,
CONSUMPTION, AND POSSESSION OF BEER AND NATIVE WINES
DURING A FRIDAY NIGHT CONCERT ON SEPTEMBER 18, 2015.
Comment: Section 4-5-3 of the City Code allows for the sale and
consumption of alcohol in a city park, on a right-of-way, or other public
ground, excluding public buildings, pursuant to written agreement. The
agreement, which is attached to the resolution, allows Summer of the
Arts, Inc. (SOTA) to sell beer and native wine in a fenced off area on 0-
100 block of S. Linn Street during the Friday Night Concert Series on
Sept. 18. The exact location and dimensions of the site is attached as an
exhibit to the proposed agreement. The agreement is substantially similar
to the one executed for the Arts Fest/Jazz Fest/Soul Fest with the
exception of the additional provisions to prohibit the use of e -cigarettes
and to require hand washing stations.

2015 AND REFERRING SAID PETITION TO THE PLANNING AND ZONING
COMMISSION FOR THE PREPARATION OF AN EVALUATIVE REPORT FOR

Comment: On September 11, 2015, a petition for the re-establishment of the
Iowa City Downtown Self Supported Municipal Improvement District (SSMID) for
ten (10) years was filed with the City Clerk. The petition contains signatures of at
least 25% of the property owners representing at least 25% of the property
valuation in the proposed district as required by state law. State law requires
that upon receipt of a petition for establishment of a SSMID, the Council shall
notify the City Planning Commission which is to make recommendations to the
Council regarding the proposed district. Per Iowa Code, the council shall not hold
its public hearings or take further action on the establishment of the district until it
has received the report of the Planning and Zoning Commission.

The increase of the Section 8 Coordinator's hours to permanent Full -Time status
will have a minimal impact on the Iowa City Housing Authority's budget. The

ITEM 2d(11) IOWA CITY GATEWAY— RESOLUTION AUTHORIZING THE MAYOR
TO SIGN AND THE CITY CLERK TO ATTEST THE IOWA
5J DEPARTMENT OF TRANSPORTATION FUNDING AGREEMENT [6-15-
6 STPPU-19] FOR THE IOWA CITY GATEWAY PROJECT.
Comment: This agreement provides federal funding for the Iowa City
Gateway Project in the amount of $6M from the Surface Transportation
Program (STP) and $1.5M from the Transportation, Housing and Urban
Development Committee on Appropriations. This funding will be placed
toward construction costs. The estimated cost of the project is
$52,000,000. $11 M in General Obligation Bonds, $4.4M in Wastewater
Funding and $26,094,228 from the Local Option Sales Tax funds are
allocated for local participation.

FIRST AVENUE GRADE SEPARATION — RESOLUTION APPROVING,
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND
THE CITY CLERK TO ATTEST AMENDMENT NO. 1 TO THE JUNE 3,
2014 AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY
AND SNYDER & ASSOCIATES, INC. TO PROVIDE ENGINEERING
CONSULTANT SERVICES FOR THE FIRST AVENUE GRADE
SEPARATION PROJECT.
Comment: The City of Iowa City previously entered into a contract for
engineering consulting services with Snyder & Associates, Inc., of
Ankeny, Iowa, to prepare preliminary and final design for the First Avenue
Grade Separation Project. City staff desires to amend the original
consultant agreement to provide construction period services for the First
Avenue Grade Separation Project. The negotiated increased cost will be
$57,300 for services performed beyond the original scope and will be
funded by General Obligation bond funding.
ITEM 2d(13) HAZARD MITIGATION GRANT PROGRAM - RESOLUTION
RESCINDING RESOLUTION NO. 15-133.
Comment: Resolution No 15-133 approved submitting an application
for Hazard Mitigation Grant Program funding to buy a few homes in the
100 -year flood plain that required a City match of $204,000. The State
subsequently informed the City that its match would be $218,879
requiring the City to pass another resolution, which the City did in
Resolution 15-269. This resolution simply rescinds the earlier funding
resolution.
ITEM 2d(14) HY-VEE GAS TOBACCO PENALTY - ACCEPTING USE OF SECTION
453A.22(3) AFFIRMATIVE DEFENSE TO TOBACCO CIVIL PENALTY
I s _ BY HY-VEE GAS.
Comment: This Resolution accepts the use of an affirmative defense to a
tobacco civil penalty, described in Iowa Code section 453A.22(3), by Hy -
Vee Gas, 260 Stevens Drive. Without the affirmative defense, Section
453A.22(2) would have provided that, after a hearing, a civil penalty be
assessed because an employee of Hy -Vee Gas violated Section
453A.2(1) by selling or providing tobacco to a minor.
ITEM 2d(15) IOWA CITY HOTEL ASSOCIATES - RESOLUTION
�J AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK
TO ATTEST A CONSENT FOR COLLATERAL ASSIGNMENT

Comment: The City previously entered into a Redevelopment Agreement
with Iowa City Hotel Associates, L.L.C. for construction of a hotel located
near the corner of Clinton and Burlington Streets. The intention of this
resolution is to consent to Iowa City Hotel Associates. L.L.C. assigning its
rights pursuant to that agreement to its lender, West Bank.

SETTING PUBLIC HEARING FOR OCTOBER 6, 2015, ON A
15 "o1��j PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT
1104 EAST BURLINGTON STREET.
Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income -eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 1104 East Burlington Street. The amount of the sale will be
$199,600 (this is what the City paid to purchase the home) plus the
"carrying costs," which are which are all costs incurred by the City to
acquire the home, maintain it and sell it, including abstracting and
recording fees, interest on the loan to purchase the home, mowing and
snow removal, utilities, real estate taxes, and any costs in excess of
$50,000 to repair and rehabilitate the home. This will be the 501h home
sold in the UniverCity Program.
