Treloar reported that the committee met and the recommendation was for Jensen to serve as Chair and Treloar as Vice -Chair. Hart indicated it did not change, but there had been a modification in the use of force policy for the verbal de-escalation. King also asked if the level for using OC spray had changed, and Hart stated it had not. King inquired about the certification process and Hart briefly explained that. Hart also stated that the de-escalation process was nothing new to the police department but they felt that they needed to be a little clearer in the policy. Porter mentioned Dr. Eddie Moore, and Hart mentioned that he was coming to the City next week to do diversity training with all City employees and City Council. NEW BUSINESS Jensen welcomed new member Donald King back to the Board. PUBLIC DISCUSSION None. BOARD INFORMATION Porter informed the Board about a Diversity roundtable which is staffed by the Equity Director that is held once a month with City staff and representatives from the community to discuss various issues. Treloar wanted to comment to Hart, and if he could pass along the information for safety reasons, that the officers wearing green vests and doing traffic control for the homecoming parade should know that if they have the vests unzipped, they tend to fold back and then are not visible and blend in with the dark blue uniform. Hart RE: September 2015 Use of Force Review DATE: November 17, 2015 The "Use of Force Review Committee" met on November 47, 2015. It was composed of Captain Hart, Sgt. Gaarde Officer Zacharias and Officer Belay. For the review of submitted reports in September, 24 Officers were involved in 26 separate incidents requiring use of force. All issues or concerns were identified and addressed at previous levels of review. Of the incidents reviewed for this period: on I occasion a Taser was deployed, on 1 occasion a Taser was displayed, on I occasion OC was deployed, there were no SRT calls, in 3 other incidents officers responded to calls where their firearm was displayed, 2 animals were dispatched. Of the 26 incidents 4 suspects and 2 Officers were injured. Please contact me if you have any questions. After verbal commands, the Officer grabbed hold of the subjects waist and laced him in a seated position. 63,97 9/3 2015009250 Intoxicated When attempting to place a heavily Subject intoxicated subject in an ambulance, the subject began to struggle with officers. His hands were then manually placed behind his back for cuffing. 10 9/4 2015009286 Traffic Stop The subject fled on foot from a traffic stop. The officer used a takedown method to affect custody. 63,7 9/5 2015009308 Intoxicated After contact the subject ran towards the Subject officers, The officers used a wrist lock and takedown technique to affect custody. 10 9/7 2015009322 Burglary The officer drew his sidearm at two subject committing a burglary. One subject reached into his pocket to draw his cell phone to record that he had an officer displaying a sidearm. The officer transitioned to his taser at this time. 7,59 9/5 2015009325 Traffic Stop The subject fled on foot from a traffic stop. The officer used a takedown method to affect custody. The other officer applied his body weight onto the subject to prevent him from rising. 86,20 9/5 2015009360 Domestic The Officers engaged a male who just Abuse struck a female. Upon arresting the subject he began to fight with officers who directed him to the ground. A wrist lock was also used to maintain control of the still er . struggling subject.,-; 7,86 9/6 2015009370 Fight In During a fight investigation, the subject Progress tried running. Both the officer and the subject went to the ground. 10 9/12 2015009648 Fight In While assisting in the above incident, this Progress subject inserted himself into the situation despite verbal commands. The subject then took an aggressive stance with fists clenched towards the officers. OC spray and a takedown method was used to affect custody as the subject continued to refused the verbal commands. 48,42 9/13 2015009681 Theft/ The vehicle was involved in a theft. The Robbery driver of the vehicle stopped, rapidly exited, and began quickly walking towards the patrol vehicle. The Officer caught the subject and used a takedown technique. 49 9/20 2015009971 Missing The missing person was located and the Person subject took off running. The subject refused officer commands and the officer displayed his taser. The officer later had to use a wrist lock to apply cuffs. 41 9/20 2015009984 Animal Call The Officer used a sidearm to dispatch a sick raccoon that chased some children. 18,36 9/25 2015010144 Out with The subject was being placed under arrest Subject and tried to pull away. After being cuffed the subject began to flail. The officer had to place the subject against the squad car as well as use an arm bar to restrain the subject for transport. 11,2 9/25 2015010147 Fight In The Subject was fighting with bar staff. Progress The Officers had to use a wrist lock as well as be lifted into the squad car. 52 9/25 2015010181 OWI The subject who was already under arrest for OWI was allowed to smoke a cigarette after OWI processing. The subject took off running from the Officer. The Officer used a takedown method to re -gain compliance. 55,66 9/26 2015010217 Assault The subject was placed under arrest for assault and refused a search of his pockets by lifting up his legs. The subject then tried to swing an elbow at the officer after he identified himself. The subject was sprayed with OC to affect custody after the officer had to use an armbar to get the combative subject's hands behind his back. 3,11 10/11 2015010829 Fight In The subject was fighting with bar staff. The Progress subject then grabbed hold of an officer whereupon he was directed to the ground with a takedown technique. Wrist locks and pressure compliance methods were used to affect cuffing. Mebus Phone:319-356-5273 Residents: Apply now to learn more about local law enforcement through 12-week Citizen Police Academy For 18 years, the Iowa City Police Department has been part of a coalition of local law enforcement agencies that has offered a Citizen Police Academy to promote knowledge and understanding of police operations and help build stronger relationships with residents and communities. The trainers, now preparing for their 19th year, encourage people who are interested in gaining greater understanding of law enforcement and police work, want to enhance communication between officers and residents, or who are considering law enforcement as a career, to participate in the program in 2016. Classes will take place from 6:30 to 9:30 p.m. every Monday, beginning Jan. 25, 2016 through graduation on April 18. Completed application forms, along with a check in the amount of $25 to help cover the costs of materials and supplies, are due by 5 p.m. on Jan. 22. To participate, applicants must be at least 16 years of age by Jan. 22. The Citizen Police Academy is sponsored jointly by the following five law enforcement agencies, with a number of officers from each organization participating.
