CALL TO ORDER: Chair Melissa Jensen called the meeting to order at 5:30 P.M.

King inquired when the Helling Conference Room and the front lobby area would re -open.
Hart stated that the conference room and lobby area are slated to be open by January 11 th and
the entrance to Police to be open by January 18th.

The "Use of Force Review Corrunittee" met on December 18, 2015. It was composed of Captain
Hart, Sgt. Gaarde, and Officer Tack.
For the review of submitted reports in October, 29 Officers were involved in 22 separate
incidents requiring use of force.
All issues or concerns were identified and addressed at previous levels of review. Of the
incidents reviewed for this period: 3 Tasers were deployed, there were no other Tasers displayed,
no OC was deployed, there were no SRT calls, in 6 other incidents officers responded to calls
where their firearm was displayed, 3 animals were dispatched. Of the 22 incidents 3 suspects
were injured. No officers were injured.

subject then began kicking while in the
back of the squad car and leg restraints
were used.

Residents: Still time to apply for a spot in Citizen Police
Academy
There's still time to apply for the annual Citizen Police Academy to learn more about law
enforcement and police work, explore law enforcement as a career, and enhance communication
between local officers and residents. The deadline to submit an application is Friday, Jan. 22.
The academy is organized by a coalition of local law enforcement agencies, including the Iowa City,
Coralville, North Liberty, and University of Iowa Police Departments, and the Johnson County
Sheriffs Office. Classes will be held from 6:30 to 9:30 p.m. every Monday from Jan. 25 through Apr.
18, 2016 at the Johnson County Joint Emergency Communication Center at 4529 Melrose Avenue
in Iowa City. Different topics will be reviewed each week for 12 weeks, including dispatch, crime
scene investigation, use of force and defensive tactics, drug investigation, gangs, collision
investigation, rescue, K9 officers, SWAT and bomb squads, firearms and tasers, probation and
parole, jail alternatives, police officer selection and training, and other subjects.
Applications are available at www.icgov.org/crimel)revention in the "Citizens Police Academy' tab or
from the office of any participating law enforcement agency. Completed application forms, along
with a check in the amount of $25 to help cover the costs of materials and supplies, are due by 5
p.m. on Jan. 22. To participate, applicants must be at least 16 years of age by Jan. 22.
