Hart stated that the conference room and lobby area are slated to be open by January 11 th and the entrance to Police to be open by January 18th. Hart RF: November 2015 Use of Force Review DATE: December 18, 2015 The "Use of Force Review Corrunittee" met on December 18, 2015. It was composed of Captain Hart, Sgt. Gaarde, and Officer Tack. For the review of submitted reports in October, 29 Officers were involved in 22 separate incidents requiring use of force. All issues or concerns were identified and addressed at previous levels of review. Of the incidents reviewed for this period: 3 Tasers were deployed, there were no other Tasers displayed, no OC was deployed, there were no SRT calls, in 6 other incidents officers responded to calls where their firearm was displayed, 3 animals were dispatched. Of the 22 incidents 3 suspects were injured. No officers were injured. Please contact me if you have any questions. The subject pushed officers away. Wrist locks and a takedown method was used to gain compliance as the subject continued thrashing. The subject then began kicking while in the back of the squad car and leg restraints were used. 66,2,10 12/6 2015012876 Fight In The subject was placed under arrest for Progress fighting. Officers had to physically pull the subject off of the other subject. Wrist locks were used for cuffing. The subject then tried to spit on officers and he was placed on the ground until a spit mask could be retrieved. The subject continued to resist and had to be manually carried into the squad car. 55,10 12/6 2015012876 Fight In The co-defendant was being arrested. Progress The subject was being placed under arrest and ran. One officer used a wrist lock and another used OC spray to gain compliance from the subject who continued to try to pull away. 18 12/6 2015012885 Weapons The officer drew his sidearm upon observing a pistol sifting on the subject's lap. 41,35 12/8 2015012952 Out with The Officers held the subjects arms down Subject to his torso to prevent the subject from struggling any further. An armbar was later used to further the cuffing process. 37 12/11 2015013089 Fight In The subject was placed under arrest. The Progress subject pulled away and pushed the Officers hand away. Mebus Phone: 319-356-5273 Residents: Still time to apply for a spot in Citizen Police Academy There's still time to apply for the annual Citizen Police Academy to learn more about law enforcement and police work, explore law enforcement as a career, and enhance communication between local officers and residents. The deadline to submit an application is Friday, Jan. 22. The academy is organized by a coalition of local law enforcement agencies, including the Iowa City, Coralville, North Liberty, and University of Iowa Police Departments, and the Johnson County Sheriffs Office. Classes will be held from 6:30 to 9:30 p.m. every Monday from Jan. 25 through Apr. 18, 2016 at the Johnson County Joint Emergency Communication Center at 4529 Melrose Avenue in Iowa City. Different topics will be reviewed each week for 12 weeks, including dispatch, crime scene investigation, use of force and defensive tactics, drug investigation, gangs, collision investigation, rescue, K9 officers, SWAT and bomb squads, firearms and tasers, probation and parole, jail alternatives, police officer selection and training, and other subjects. Applications are available at www.icgov.org/crimel)revention in the "Citizens Police Academy' tab or from the office of any participating law enforcement agency. Completed application forms, along with a check in the amount of $25 to help cover the costs of materials and supplies, are due by 5 p.m. on Jan. 22.
