Iowa City Telecommunications Commission
April 25, 2016 – 5:30 P.M.
City of Iowa City Cable TV Office, 10 S. Linn St. Tower Place, LEVEL 3A
Call to Order:Meeting called to order at 5:35 P.M.
Members Present:Alexa Homewood, Laura Bergus, Derek Johnk, Paul Gowder
Members Absent:Nick Kilburg
Staff Present:Ty Coleman

Recommendations to Council : NONE
Approval of Minutes:
Bergus moved and Johnk seconded a motion to approve the amended March 28, 2016
minutes. The motion passed unanimously.
Announcements of Commissioners:
Bergus stated that someone from ImOn came to her workplace to announce they would
be providing service to downtown businesses in the near future, prompting her to wonder
about the infrastructure changes currently happening with the Washington St. streetscape
project. Bergus asked Coleman to inquire about the Commission’s role with regards to
ensuring sufficient infrastructure being included for current and future service providers.
Bergus wondered if other telecommunications companies were involved in any of the
infrastructure work being done, noting that when the street is open it is a good time for
ensuring providers have adequate access. Coleman stated his understanding is that the
City is making space while they have the chance to do so. Bergus noted there had been
some confusion with natural gas infrastructure on the block and how it was coordinated
with the project, which prompted her to question whether telecommunications
infrastructure was being considered.

REPORTS
Consumer Issues:
Homewood referred to the report found in the meeting packet and noted that there didn’t
seem to be anything noteworthy. Johnk asked about the ongoing issue presented and
whether there had been any changes. Coleman stated there had not been any changes
since the issue was included in the report.

Mediacom Report not including litigation
Homewood asked whether Coleman had received any report from Lee Grassley.
Coleman said he did not receive any communication from him.
Local Access Reports:
Homewood noted the reports from the Library, the City Cable TV Office, and PATV.
PATV’s Executive Director, Josh Goding reported that PATV hired a couple of student
grant writers and retired a proposal writer. Goding noted that the newly developed grant
team has been submitting grant applications and that they would soon be submitting a
proposal to the Iowa Arts Council to obtain $10,000 to develop a video program about
the history of the Englert. PATV is also working to fund summer day classes in
collaboration with the Dream Center. Goding said he is optimistic that the grant team
could raise approximately $25,000 this year. Johnk asked if PATV planned to cover
some of the newer University fine arts buildings, such as Hancher, the music building,
and the art building. Goding said it was a good idea and PATV would consider it.
City Cable TV Office Report:
Coleman reported that he and a Cable TV staff member would be attending the annual
Wisconsin Community Media/Alliance for Community Media Midwest Spring
Conference. Coleman said there was a good mix of topics scheduled and that he would
be presenting at a workshop on the topic of producing in both standard definition (SD)
and high definition (HD).
Change to Bylaws:
Johnk asked if the changes requested by the City Clerk’s office would affect the terms of
existing commissioners and if it would pose any conflicts. Gowder noted that if this is a
mandate coming from the City it would not likely pose a conflict of interest. Coleman
stated his understanding is that the terms of all existing commissioners would be
extended by three months. Coleman said that the current bylaws didn’t mention
specifics about the date for open vacancies and that he believed they did not require a
change. Coleman noted that the designation for the Secretary for the Commission, found
in Article IV, Section 2, should be changed from “Cable Television Administrator” to
“Media Production Services Coordinator.” Coleman said he would confirm whether any
other changes are needed. Coleman asked commissioners whether they had found any
additional changes needed after having recently read the bylaws. No additional needed
changes were found by members of the Commission. Homewood moved and Johnk
seconded a motion to approve a change to the bylaws, updating them to change the
Secretary from “Cable Television Administrator” to “Media Production Services
Coordinator.” The motion passed unanimously.
Adjournment:
Bergus moved and Gowder seconded a motion to adjourn. The motion passed
unanimously. Adjournment was at 5:49 p.m.

Re: Cable Complaints April 2016
Ongoing Issues:
Slow Internet Speeds & TV outage
Date: Originated on 08/11/15
Update:
No communication from the customer was received since 04/01/16. MPSC checked in with the customer on 05/17/16 to learn
how his service has been. The customer did not report any of the previous issues, but did comment on the high cost for cable
TV and the lack of good programming available.
Resolution Summary:
MSPC will attempt to confirm that the TV and Internet services are working as expected for the customer. If this is the case,
this issue will be designated as resolved.

Complaint/Comment Summary:
The resident reported that a long cable was running across her and her neighbors’ yards and wanted to know why it was there.
Resolution Summary:
MPSC forwarded the issue to Mediacom’s Rick Karnes. Mediacom staff determined that the line was property of CenturyLink.
MPSC notified the resident.

Complaint/Comment Summary:
The resident called about his inability to get service to his property on Dodge Street Court.
Resolution Summary:
MPSC asked Mediacom’s Rick Karnes for information about the area, which seemed to be in development. Karnes reported
that a lot of that area is serviceable and asked for a specific address so he could verify it. MPSC called the resident two
different times and left messages, but did not receive a response.

Complaint/Comment Summary:
The customer reported that all of her Mediacom services had been out for two days. She had called Mediacom about it first
and was told that someone could look at it within the next three days. The customer suspected the issue had something to do
with a new development being constructed nearby.
Resolution Summary:
MPSC forwarded the issue to Mediacom’s Rick Karnes. Mediacom staff checked on the situation and verified that a temporary
line had now been put in place. MPSC spoke with the customer to confirm.

Programming and Interactive Services
Recent and Upcoming Projects:
We're making some good progress on the new
InfoVision application, and hope to be able to
roll it out sometime this summer. The City's
digital sign project is going well, and we've
made about two dozen screens publicizing City
events and resources.
Website:
In April, we had 2,280 users access 4,547
pages in 3,626 sessions. Our most popular
pages were Mediacom's channel lineup, our
homepage, our video page, our broadband
consumers' guide, our program schedule, and Mediacom's cable rates.
Our streaming media provider reports 18,766 total hits, which includes 4,274 Events (player window
was loaded), 878 Sessions (media was played), and 12,228 OnDemand Hits (media was scrubbed
or index point was clicked). 1,205 podcasts were downloaded, and our HQ media was accessed
172 times. Our live stream was accessed 879 times.
Programming:
We cablecast 123 programs produced inhouse 731 times for 548 hours of programming, 38
locallyproduced (DITV, Senior Center, Hoover Library, JC Board of Supervisors, Coralville, North
Liberty and University Heights) programs 95 times for 108 hours of programming, and 22 imported
programs 87 times for 35 hours of programming. We also showed 83 PSAs 1009 times for 23 hours
of programming.

Report prepared for the Iowa City Telecommunications Commission monthly meeting by Beth Fisher, Program Librarian
and Bond Drager, Equipment Specialist. April 2016
The Library Channel Monthly Update:
April was a busy month. Library Channel staff produced 16 live events this month:
Iowa City’s Mission Creek Music Festival was the first week of April. Seven programs were held at ICPL over three days,
several of which we were able to record. These included a lecture on 3D design, new educational technologies,
technology fueled entrepreneurship, and automation.
The Music Is The Word series continued with four programs: a lecture on the real Iowa women who inspired the
“Grecian Urn” ladies of Meredith Wilson’s show “The Music Man,” a panel discussion on Music Therapy in Eastern Iowa.
There will also be a “Music On Friday” program on April 29, and a discussion on Jazz improvisation on International Jazz
Day (April 30).
April 11th We commemorated the ten year anniversary of the 2006 tornado with an unveiling of the new Digital History
Project exhibit along with opportunities to share stories and memories.
On April 25th we will share a presentation on colorful wood carvings from Oaxaca Mexico along with demonstrations of
carving and painting methods.
On April 26th the Senior Center group Reading Aloud will celebrate Poetry Month with a program called “Happy Birthday
Poets.”
Finally, for Money Smart Week we will present a program on avoiding scams and fraud. This program will be April 28.
This month we added a special Book Babies program with guest Emily Jia. The program was an introduction to the
Chinese language with Chinese songs, nursery rhymes, and fingerplays. In celebration of Earth Day on April 16th we held
a special shadow puppet performance featuring original music by the Sea Beast Puppets. On April 23rd we will celebrate
Latino Culture with a Dia de Los Ninos Event.
