Honohan will attend an upcoming City Council meeting and Board of Supervisors
REVIEW OF ALCHOHOL POLICY:
Kopping reported that the alcohol policy had been approved by the city attorney's
office. She said while the plan is to move forward with the remodel of the lobby,
assembly room and kitchen it will be some time (at least 18 months) before it is
completed due to the budget cycle. The senior center will need an interim plan.
She asked the commission to consider a number of options for between now and
when the remodel is finished. She distributed a document that described various
options.

Option one is to have the staff manage alcohol rentals and maintain current
programs in the AR. This option may bring in more rentals but with the current
programming, availability would be limited to Friday nights and one Saturday per
month. Senior Center staff would have to be onsite during alcohol rentals and the
Senior Center does not currently have the correct equipment (tables and chairs)
to hold large events. There is concern that due to lack of knowledge and training
of staff in this area there is some risk that a renter would not have a good
experience.
Option two would be that staff manage the alcohol rentals and modify current
programming. This would require eliminating Saturday classes and dances to
increase rental opportunities. There are the same staffing and equipment
concerns here — and they would likely become more complex. While this may
increase the rent ability of the space, is the time and effort worth it for the limited
duration before the area goes under construction?
Option three would have a management company oversee the weekend AR
rentals with the possibility of alcohol. This option would eliminate the staffing
concerns and increase the rent ability, but would likely necessitate the need to
cancel Senior Center sponsored programming.
The last option is to postpone allowing alcohol rentals until after the remodel is
complete. Renting the AR would continue as it has now — on a very limited basis.
In addition to planning the remodel and procurement of appropriate equipment
(tables and chairs) this additional time could be used to develop protocols and a
marketing plan for the space.
Honohan stated that he thought the Senior Center should not put current staff in
the position of handling alcohol rentals. He suggested that AvaCenter be
approached to give a bid on the current room with its limitations before they
should move forward with a plan. Clamon said she thought reputation was very
important and that if someone were to have a bad rental experience the word of
mouth could be damaging to future rentals. Beadleston asked if the rotating art
work on the walls would be allowed to be taken down. Kopping said that staff has
talked about this and that art would not be moved for events. Mitchell noted that
there are many public programs such as Gallery Walks and City of Literature
events that bring many community members into the building and that she thinks
it is important to continue some of these programs. Holbrook asked if it would be
possible for Friends of the Center fundraising events at the Senior Center that
served alcohol, but not have the policy in place for any other rental. Kopping
answered that that would be a possibility.
Motion: To seek a bid from AvaCenter on the cost of managing the
Assembly Room during the interim period before remodeling. Motion
carried on a vote of 6/0. Holbrook/Clamon.

Kopping asked for a recommendation on how much the Assembly Room should
be rented for during this time. The commission discussed various fee and deposit
options.
Motion: To have staff set fees and policies that are comparative to the
Recreation Department. Motion carried on a vote of 6/0. Holbrook/Clamon
Kopping reported that the current policy states members received a 40%
discount on room rental fees. Commissioners wanted to know how often this
member benefit was used. Kromray answered that it has only been used a
handful of times over the last 5 years. Beadleston wondered if a smaller discount
would be reasonable. Commissioners discussed the pros and cons of this.
Motion: To discontinue membership discounts for room rentals as of July
1st, 2016. Motion carried on a vote of 6/0. Mitchell/Holbrook
Honohan questioned number 9 on the alcohol policy. He was concerned that a
specific dollar amount was not listed on the amount of insurance that is required.
He suggested that it the dollar amount ($1,000,000) should be listed in this item
as it is in item number 10.
Kopping reported that the RFP for the assembly room and kitchen have yet to be
sent out.
Operational Overview
Commissioners are invited to a May 7th strategic planning meeting from 9am-
3pm. Kopping said she was hoping to have this meeting at the Eastside
Recycling Center. More details will be forthcoming.
A lunch and learn program for volunteer committee groups will be held on April
6th at city hall. Invitations will be sent out shortly.
Kopping and Honohan met with Linda Wastyn to discuss the restructuring of the
Friends of the Center. Also discussed was a new website for Friends of the
Center.
Kromray noted that the Senior Center's annual meeting will be held on May 18th
in the afternoon.

Skin Cancer Screening
The Senior Center partnered with the UIHC Dermatology Department and the American
Academy of Dermatology to hold a free skin cancer screening event on Saturday, May 14. At
this event, 47 participants from Iowa City, Coralville, Cedar Rapids, Tama, and North Liberty
were screened for skin cancer. Through the screenings, the following risks were identified:
- 2 possible melanomas
- 2 possible non -melanoma skin cancers
- 20 precancerous lesions
Many thanks to the volunteers from the UIHC Dermatology Department for offering this
important service, free of charge, and for helping the public identify skin cancer risks before
they become more dangerous.
Family Folk Machine and Voices of Experience to Perform Jointly at The Englert Theatre
As part of a series of events celebrating The Center's 35th anniversary, our two choirs, the
Family Folk Machine and the Voices of Experience, will present a combined intergenerational
concert at The Englert Theatre on Saturday, May 21 at 2:00 p.m. The program, called "Hard
Times Come Again No More: Songs of Struggle and Hope," is made up of songs about human
rights and social justice, and will be presented by singers ages 4 to 86. The event is free and
open to the public.
Free refreshments will be provided at an open house reception at The Center at 28 S. Linn
Street in Iowa City immediately following the concert at the Englert. The audience is invited to
enjoy an afternoon snack and meet the performers from the Family Folk Machine and Voices of
Experience.
The University of Iowa Community Credit Union is generously sponsoring this event for $1200,
enough to cover the cost of the Englert rental.

Creation of Development Staff Person's Office & Changes to SCTV/Computer Lab Locations
In preparation for our new development staff person beginning in FY2017, Center staff
discussed options for the location of the new staff member's workspace. It was determined
that the nature of development -related interactions would require a dedicated office with the
ability to offer privacy for sensitive discussions of personal financial matters. It would also need
to be a comfortable and inviting space. This narrowed the options to a small number of rooms
on the mezzanine and second floor.
Ultimately, the staff decided to place the new staff person's office in room 201, which is
currently the computer lab. The computer lab will move to room 207, currently the Senior
Center Television studio. The SCTV studio will be consolidated into the adjoining room 206,
SCTV's current editing and meeting space.
The repercussions of reducing the workspace for the SCTV group and eliminating a dedicated
studio space were discussed in depth among staff. The studio is currently used for shooting
video projects roughly 2-4 times per month by a small number of SCTV volunteers. The room's
primary function aside from this is to store SCTV media, supplies, and equipment. Some of
these items are used regularly, some are used rarely, and some are unused, non-functional, or
obsolete. Our staff is often faced with difficult choices that require us to examine the overall
picture of the Senior Center's operations. In this case, we considered every space in the building
and determined that the SCTV studio is currently the least used room in the building in terms of
hours and number of participants, and therefore most logical to reassign for other uses.
The consolidation of SCTV's two rooms into one will offer an opportunity for the SCTV
workspace to become more organized, streamlined, and efficient. The trend for SCTV in the last
few years has been to shoot more videos in practical Senior Center spaces, such as the lobby
and the mezzanine, as they are more visually interesting and give more context about the
Senior Center than shooting in a studio in front of a black curtain. Additionally, the City Channel
has renewed their offer to allow SCTV volunteers to schedule use of its studio, which is located
across the skywalk bridge on the third level of the Tower Place Parking Ramp. A meeting and
tour of the City Channel's facilities is scheduled for SCTV volunteers on June 6, 2016. We're also
discussing the possibility of reserving space in the building, such as room 205 (next to SCTV), on
regular intervals for SCTV volunteers to set up a mobile studio for projects that require it.
A side benefit of relocating the computer lab into room 207 is that it will be even closer to
SCTV, the site of our weekly tech help drop -in hours. The computer lab will benefit from an
expansion of space with this move, which could potentially allow for the addition of equipment
in the future if needed and provide extra space for participants to work with volunteer mentors
using their own laptops, tablets, or other devices.
I believe the operations and scope of SCTV can continue to flourish and expand, even without
the presence of a dedicated studio room in our building. I look forward to working with SCTV to
ensure that it remains relevant and successful into the future.

Re: Facility Report

The Senior Center boilers and chiller are functioning as designed at this time. Both
systems are in operation, with the boiler system firing on a year-round basis. The chiller
required an inordinate amount of preparation work this season due, almost exclusively, to the
re -facing project that occurred at the Ecumenical Tower site.
Actuators controlling the reheat valves at the variable air volume boxes are failing. An
ongoing process of replacing the actuators is underway.
New access control has been added on the second and ground floors. The door opening
into the Computer Lab and the door currently situated at room 207 will be exchanged.
Senior Center staff is scheduling site visits and taking proposals for flooring replacement
in room 103. Cost, compatibility with the activities, and life -span are being considered as we
move forward with this project.
Staff is also researching the potential purchase of a new treadmill for the cardio studio
in the fitness suite.

Program Specialist Report
Summer Programs are underway. The summer guide boasts over 135 unique programs that range from
on time special events the celebrate The Center's 35t° Anniversary to ongoing fitness and literature
classes. The majority of my time the last few weeks has been spent meeting with volunteers and
independent contractors to plan the fall program schedule including 35t° Anniversary events.
Thank you to all the Commissioners who attended the Human Rights Lunch and Learn led by Professor
Katrina Sanders. Additional sessions will be held and meeting dates will be announced soon.
Students Reports
During the spring semester I worked with student intern Brianna Peterson. She successfully completed
several projects, organizing the 35t° Anniversary Senior Art Show, diversity lunch and learn, social
security informational program, speed dating event as well as the 2016 demographics (see attachment 1)
I also worked with an independent study student, Margaret Cruise, who created an outcome based survey
that was distributed to people who joined the Senior Center in the past two years. (see attachment 2)

"I joined the first day after retiring. I took yoga and Tai Chi immediately and was
really looking forward to it. Staff at Center were wonderful. Instructor were very
helpful. However, I found participants to be unwelcoming and catty. Felt like going
back to High School, which I found unhelpful in my transition to retired life. May try
a couple more class offerings before my year is out, but disappointed that the Center
just hasn't been a good option for me so far."
