City of Iowa City Cable TV Office, 10 S. Linn St. - Tower Place, LEVEL 3A Call to Order: Meeting called to order at 5:15 P.M. Members Present: Nick Kilburg, Laura Bergus, Derek Johnk, Paul Gowder Members Absent: Alexa Homewood Staff Present: Ty Coleman Others Present: none Recommendations to Council : NONE Approval of Minutes: Gowder moved and Bergus seconded a motion to approve the April 25, 2016 minutes. The motion passed unanimously. Changes to By-laws: Kilburg noted that the proposed changes to the by-laws were minimal. Bergus moved and Johnk seconded a motion to approve the proposed changes to the by-laws. The motion passed, 3 to 1, Gowder voting in the negative. Adjournment: Gowder moved and Johnk seconded a motion to adjourn. The motion passed unanimously. Adjournment was at 5:17 p.m.     June 23, 2016     To: Iowa City Telecommunications Commission   From: Ty Coleman, Media Production Services Coordinator (MPSC)  Re: Cable Complaints May 2016     Ongoing Issues:    Slow Internet Speeds & TV outage  Date: ​Originated on 08/11/15    Update:  MPSC has not heard from the customer about the status of his Internet and TV services.  On 6/1, the customer complained  that TV service was out.  MPSC informed the customer of a fiber cut that had occurred and that crews were working to restore  service.    Resolution Summary:  MSPC will again attempt to confirm that the TV and Internet services are working as expected for the customer.  If this is the  case, this issue will be designated as resolved.    Date of Resolution:​ Not yet resolved.      New Issues:    1.)   Date: ​05/24/16  Method of contact:​ Phone call to MPSC    Complaint/Comment Summary:  The resident reported a loss of Internet service, that she had called Mediacom and was told that the problem was on  Mediacom’s end but that the next available appointment wasn’t until three to four days later.    Resolution Summary:  MPSC forwarded the issue to Mediacom’s Rick Karnes.  Mediacom staff was able to arrange for an earlier appointment.  Mediacom staff reported that the issue was due to the customer’s router and that it had been resolved.    Date of Resolution:​ 05/26/16        206 Lafayette St. • Iowa City, Iowa 52240 • Phone 338-7035 Fax 338-8456 • contact@patv.tv • http://www.patv.tv PATV Report to Iowa City Telecommunications Commission June 27, 2016 PATV Board Meetings PATV Board of Directors meetings are July 21st at 6 PM. June 2016 The Library Channel Monthly Update: Summer is the busiest time of year at the Iowa City Public Library. School is out, and the Summer Reading Programs for kids, teens and adults all going strong. Programs broadcast live in June have been mainly Kids Summer Reading Program events: • Music Together from Preucil School of Music • Elsenpeter Marionettes’ version of The Wizard of Oz • Steve ‘n TV and the Amazing You! who do sensory exploration, optical illusions, songs, games, and jokes • storyteller Darrin Crow • A Johnson County Naturalist who will talk about backyard conservation • The comedy and magic of Rick Eugene • Iowa Public Television’s Dan Wardell and his Reading Roadtrip • Blank Park Zoo staff with their popular show and tell program Iowa City’s own Dr. Oscar Beasley will be our guest at and Adult Summer Reading Program event on June 22nd. Dr. Beasley is in his late 80s, and has been an avid bicyclist for over 40 years. He began riding his bike to work in the 1970s due to the cost of gas and now, and he’s still at it. His program “40+ Years On A Bike” will be broadcast live. For over 25 years, Ellen Buchanan was the host of ICPL’s long running local history interview series “Tell Me Your Story” and its successor “One of A Kind.” Ellen recorded her final interview in September of 2014. ICPL is proud to announce the first program in our new local history interview series “Iowa City People” will begin airing this month. The series will be alternately hosted by ICPL Friends Foundation Director Patty McCarthy and Adult Services Coordinator Maeve Clark. Our first guest is “Captain Steve” Bridges owner of KCJJ Radio (1630 AM) in Iowa City. ●Recorded the meeting of the Urbanized Area Policy Board of the Metropolitan Planning  Organization of Johnson County.  ●Covered 3 programs of the “So, you want to start a business?” series held by Neighborhood  and Development Services.  Topics included education on taxes and financial statements  for new businesses.  ●Recorded the Iowa City City Council’s Economic Development Committee meeting.  ●Produced primary election candidate statement videos for the Johnson County Board of  Supervisors and covered a forum for U.S. Senate democratic primary candidates.  ●Recorded 4 concerts and 2 promotional videos for the Summer of the Arts’ Friday Night  Concert Series and 3 acts from the Iowa Arts Festival Family Stage.  ●Covered 3 performances of the UNESCO City of Literature’s MusicIC series.  ●Cablecast live and recorded the Iowa City City Council Work Sessions and Formal  Meetings of June 6 and June 21 plus a special meeting on June 15.  ●Recorded the first Market Music concert of the Farmers Market season and a Party in the  Park concert at Fairmeadows Park.  ●Produced a short video update of the First Ave Grade Separation Project.  ●Recorded a program about “Walkable Urban Living” at the Iowa City Public Library.  ●Recorded the press conference for the UCI World Cup Cyclo­Cross event happening in  September in Iowa City.  ●Produced a PSA to highlight the City’s IC Monarchs initiative and milkweed plant giveaway.  ●Recorded poets reading their poems from the Poetry in Public program.  ●Recorded video and interviews for a story about the Iowa Arts Festival.  ●Covered the UI Flood Recovery Celebration event, held on the 8th anniversary of the crest  of the 2008 flood.    Upcoming production activities:  ●Record 3 concerts for the Summer of the Arts’ Friday Night Concert Series.  ●Record the United Jazz Ensemble concert during the Summer of the Arts’ Jazz Fest as well Committee meeting.    Programming and Interactive Services    Recent and Upcoming Projects:  Our Meet the Candidates features and website  provided ample coverage of the Board of  Supervisors' primary candidates, as well as  some info on House district 77 and the U.S.  Senate Democratic primary.  We also obtained  the rights to cablecast an informational video        called Ready to Pedal for bicycle month.    Website:  In May, we had 1,943 users access 3,807 pages in 2,892 sessions. Our most popular pages were  Mediacom's channel lineup, our homepage, our video page, the broadband consumers' guide, our  program schedule, and our Meet the Candidates page.    Our streaming media provider reports 20,932 total hits, which includes 4,691 Events (player window  was loaded), 720 Sessions (media was played), and 12,707 OnDemand Hits (media was scrubbed  or index point was clicked). 1,543 podcasts were downloaded, and our HQ media was accessed  264 times. Our live stream was accessed 288 times.    Programming:  We cablecast 147 programs produced in­​house 867 times for 534 hours of programming, 30  locally­produced (DITV, Senior Center, Hoover Library, JC Board of Supervisors, Coralville, North  Liberty and University Heights) programs 120 times for 142 hours of programming, and 25 imported  programs 78 times for 36 hours of programming. We also showed 83 PSAs 921 times for 21 hours
