Iowa City Telecommunications Commission
August 29, 2016 – 5:30 P.M.
City of Iowa City Cable TV Office, 10 S. Linn St. Tower Place, LEVEL 3A
Call to Order:Meeting called to order at 5:30 P.M.
Members Present:Alexa Homewood, Nick Kilburg, Laura Bergus, Derek Johnk, Paul

Recommendations to Council : NONE
Approval of Minutes:
Kilburg moved and Johnk seconded a motion to approve the July 25, 2016 minutes as
presented. The motion passed unanimously.
Announcements of Commissioners:
Homewood announced that she would be stepping down from her position with the
Telecommunications Commission for personal reasons. Homewood noted that her time
with the Commission had been an enjoyable experience. The Commission expressed its
appreciation for Homewood’s contributions.
Short Public Announcements:
None
Consumer Issues:
No discussion
Mediacom Report not including litigation:
No report was received from Mediacom. Johnk noted the recent news in the media
regarding the litigation, though no specifics were discussed. Johnk questioned whether it
would be permissible for the Commission to discuss any possible, additional Internet
service providers in the Iowa City area. Coleman said he would inquire about this with
the City.
Local Access Reports:
Sandoval stated that this was his first time submitting a quarterly report for Public Access
Television (PATV). He noted that he had discussed the quarterly reports with Coleman

and that he would be happy to provide more information, based on PATV’s contract with
the City, as requested by the Commission.
City Cable TV Office Report:
Coleman noted that the Cable TV Office’s production activities were transitioning from
many summertime concerts and events to more lectures, presentations, and forums.
Coleman said that some series programming, produced with organizations such as the
Iowa City Foreign Relations Council and the State Historical Society of Iowa, would be
starting up again. Coleman also mentioned that the Cable TV Office had recently been
contacted by the Iowa City Noon Rotary Club to record some of its upcoming
programming, noting that this was an organization whose public programs had not been
covered in the last several years.
Coleman reported that the City recently hired Jack Brooks into the role of Special
Projects Assistant within the Cable TV Office. Coleman said that Brooks hit the ground
running and has been doing great work that is strengthening the Cable TV Office’s
support of the City’s Communications Office and its efforts.
Adjournment:
Johnk moved and Homewood seconded a motion to adjourn. The motion passed
unanimously. Adjournment was at 5:39 p.m.

PATV Report to Iowa City Telecommunications Commission September 2016
September has seen new member productions, new member activity and new member shows. From
a dance organization, InterDance, to a local singer singer writer videos. We have been hard at work
reconnecting with our local community organizations and local schools. PATV staff had the
opportunity to help set-up City High’s TV Studio and also train City High teachers on how to use the
equipment.
PATV Board Meetings
PATV Board of Directors next meeting October 20th at 6 pm.
Intro Workshop
Guidelines orientation is the first Thursday of every month, 6 pm at PATV.
Next Guidelines is Thursday, October 6th at 6 PM.
Video Workshops Schedule
Studio Training – The second Tuesday of the month from 5 – 7 pm.
HD Camera – The third Thursday of the month from 6 –8 pm.
Digital Editing – The fourth Thursday of the month from 6 - 8 pm.

Channel
Report prepared for the Iowa City Telecommunications Commission monthly meeting by Beth
Fisher, Program Librarian and Bond Drager, Equipment Specialist. September 2016
The Library Channel September Update:
The 2016 International Authors series with the UI International Writing Program has begun, and
events are being broadcast live Fridays at noon through October.
We broadcast two programs as part of the lead-up to the Jingle Cross/Cyclo-Cross World Cup
happening the weekend of Sept. 23rd. The first event was with UI Professor Steve McGuire
called “How to Build a Bike.” The presentation was about fabrication and design of bicycles and
the intersection of engineering and art. The second program was an introduction to Jingle Cross
and the Cyclo-cross World Cup presented by Dr. John Meehan, Race Director, and included a
special guest, a participant in this year’s race.
Special children’s programming this month have included a shadow puppet program from local
storyteller Darrin Crow and a tribute to Shakespeare’s First Folio from The Forking Queen.

Media Production Services
Recent production activities:
●Recorded 5 Iowa City Foreign Relations Council lectures. Topics included Chinese political
culture and celebrating the City of Literature.
●Recorded 3 Iowa City Noon Rotary Club meetings including remarks by Mayor Jim
Throgmorton.
●Covered the end of the Summer of the Arts’ Friday Night Concert Series season with
performances by Shade of Blue and Christopher the Conquered.
●Covered the 20162017 campaign kickoff for the United Way of Johnson and Washington
Counties.
●Recorded the kickoff for the State Historical Society of Iowa’s History for Lunch series.
●Recorded 3 Market Music performances by bands such as the Young Ramblers and the
Dandelion Stompers.
●Covered the Affordable Housing Action Plan Open House held by the city of Iowa City.
●Cablecast live and recorded the Iowa City City Council work sessions and formal meetings
of September 6 and 20.
●Technically assisted and recorded the Iowa Women’s Foundation Luncheon with keynote
speaker Cokie Roberts.
●Previewed and covered Taste of Iowa City in Iowa City Update on two occasions.
●Covered free paddle boarding in the Ped Mall as part of the Open Washington Campaign.
The story ran as part of Iowa City In Focus.
●Previewed the changes being made to Dubuque Street construction route during football
games to alleviate traffic concerns.
Upcoming production activities:
●Record the League of Women Voters of Johnson County forum on the Iowa City Charter
Amendment.
●Record 3 lectures for the Iowa City Foreign Relations Council. Topics include the human
face of the Middle East refugee crisis and German Iowa & the global Midwest.
●Record an event held by the Sierra Club discussing threatened public lands. Includes a
screening of “Wild Utah.”
●Cover the Arc of Southeast Iowa’s Annual Awards Ceremony.
●Cablecast live and record the Iowa City City Council work sessions and formal meetings of
October 4 and 18.
●Putting together Community Highlights videos on some feature events taking place in Iowa
City, including the Jingle Cross cyclocross races and Northside Oktoberfest.
●Covering the steps the City of Iowa City is taking to alleviate the issue of affordable housing
in Iowa City.
Programming and Interactive Services
Recent and Upcoming Projects:
The indexing feature has been added to our
YouTube player, and we're now uploading 720p
HD versions of our new programming to
YouTube. We're also going back through our
online catalog, and uploading our cablecast
versions of those programs. We now have
YouTube versions of all of our original
programming from the past four months, as well
as some of our legacy collections like Taste of
Mercy, Obermann Conversations, and the
Geneva Lecture series.
In addition, we are just finishing the first working version of our new voicedriven InfoVision. This
means we can finally get off of the legacy hardware required to use to the previous InfoVision. We'll
be able to move InfoVision over to the City's network, which will make updates much easier, and
give us the ability to add some crosspromotional features, like a 'now playing on city channel 4' app
on channel 5.
Website:
In August, we had 2,000 users access 4,022 pages in 3,082 sessions. Our most popular pages
were Mediacom's channel lineup, our homepage, our video page, Mediacom's cable rates, our
program schedule, and City Council section of our streaming video page.
Our streaming media provider reports 17,823 total hits, which includes 4,029 Events (player window
was loaded), 649 Sessions (media was played), and 11,934 OnDemand Hits (media was scrubbed
or index point was clicked). 996 podcasts were downloaded, and our HQ media was accessed 204
times. Our live stream was accessed 445 times.
At the same time on YouTube, we attracted 7,774 views for 10,437 minutes of viewing time. Almost
half of those hits were on the Eden Lounge Surveillance video from the Marcus Owens press
conference last spring. We hosted the video for the Iowa City Police Department, and it is still being
promoted on several altright websites. However, the new benefit presentation for the Animal
Shelter, It's Reigning Cats and Dogs had 200 views and 477 minutes of view time. Other significant
videos included two First Avenue project updates, the Black Entrepreneurs Roundtable, and the
August episode of Iowa City in Focus.
Programming:
We cablecast 137 programs produced inhouse 845 times for 557 hours of programming, 32
locallyproduced (DITV, Senior Center, Hoover Library, JC Board of Supervisors, Coralville, North
Liberty and University Heights) programs 108 times for 121 hours of programming, and 25 imported
programs 75 times for 34 hours of programming. We also showed 77 PSAs 962 times for 24 hours
of programming.
