PRELIMINARY MINUTES PUBLIC ART ADVISORY COMMITTEE APRIL 6, 2017 — 3:30 PM LOBBY CONFERENCE ROOM — CITY HALL MEMBERS PRESENT: Sayuri Sasaki Hamann, Juli Seydell Johnson, Wendy Brown, Ron Knoche, Erin Fitzgerald NOT PRESENT: John Engelbrecht, Tam Bryk STAFF PRESENT: Marcia Bollinger PUBLIC PRESENT: Rachael Arnone and art students SOUTH EAST JUNIOR HIGH ART CLASS PRESENTATION OF LONGFELLOW PEDESTRIAN TUNNEL MURAL PROPOSAL Students of Rachael Arnone's art class presented their concept for the mural they will be completing at the Longfellow Pedestrian Tunnel (see attached photos). The theme of artwork will be a walk through a world of imaginary animals and vegetation. The orientation of the sketches as they would occur in the tunnel was discussed. Arnone stated the exterior flange walls on the tunnel would be painted with corn stalks. Arnone expressed concern about the northern entrance in that it appears to be mossy/damp and if paint would adhere. It was explained that there were a couple students that designed it and there will be 10 students who will be creating the mural. Most of the work will be created in stencils and then painted on the tunnel. The idea of having a reoccurring element/pattern that might fill some of the blank spaces was discussed and that such elements might better tie the design together - such as stars, growing grass or bumble bees. The stencils would make it easy to repeat a design throughout the tunnel. The background color was discussed and the students suggested something on the darker blue/purple side. They pointed to a tablet on the table that had a frame color that they liked. Bollinger stated the Parks staff would be priming/painting shortly before the mural was painted. Hamann said the design reminded her of Japanese Animation art — all about the magical world. Arnone asked if there were any additional details that the committee might need. It was decided that the concept provided some detail but it was understood that there will be adjustments. The limited lighting was discussed in the tunnel and the idea of fluorescent/glittery paint was brought up. The graffiti proof sealer was discussed and it was decided that it would make further murals on the walls not adhere properly. The schedule was discussed. Arnone thought some time about mid -May would be best. Bollinger said she would pursue transportation options with the Transit division. The committee also felt that providing funding for only a half day time period may not be enough. Arnone agreed to a full day project if transportation could be provided. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA: There was no public discussion of items not on the agenda. CONSIDERATION OF MINUTES OF THE MARCH 2. 2016 MEETING Seydell Johnson moved to approve the March 2, 2017 minutes. Motion passed unanimously COMMITTEE ANNOUNCEMENTS OR COMMITTEE REPORTS There were no announcements or updates. STAFF REPORTS: Seydell Johnson updated the committee on the Robert A Lee Recreation Center STEAM wall installation. The University Faculty Team has met with staff and it was decided that their proposal would be better featured on the wall about 25' to the right of the original location. The location would allow the STEAM wall to be more horizontal and more accessible on the shorter wider wall. Seydell Johnson also said that she was also proceeding with the proposal by Jo Myers Walker at the Mercer Scanlon Recreation Center. Walker had already provided a concept for the work that she developed along with students at United Action for Youth. Knoche mentioned there was a meeting with the Iowa Department of Transoortation (IDOT) and they asked about the sculpture that is located on the circular pedestrian ramp at the Riverside/Iowa Avenue intersection. The ]DOT asked about the permitting process for the artwork but they no longer had contact information for the artist. Bollinger mentioned that the artwork was now owned by the City as the artist donated it a few years ago and she would get the agreement to Knoche for him to pursue discussions with IDOT. Bollinger mentioned that she is working with Public Works staff on the future relocation of three scuptures on the Pedestrian Mall — Balance, Solar Market and Dorothy. She stated that the Artist's Right Act would require some notification to the artists but was pursuing specifics with the legal department. The Snelson sculpture located near the Beckwith Boat House was also discussed as possibly being relocated. Knoche stated that he had discussion with the University on potentially relocating it to their future art museum campus but they were not interested. Bollinger mentioned Poetry in Public selections being completed and proceeding with parent permissions and will be getting them on display in May. Bollinger reminded everyone about the upcoming deadline for the Matching Fund grant of April 21. Fitzpatrick mentioned the large attendance at the Iowa City Downtown District CoSign project meeting- a design competition to create business signage in the downtown area that would extend out above the sidewalk area so they are more visible. Bollinger also stated that John Engelbrecht was on the review committee for the upcoming BenchMarks project. ADJOURNMENT: Meeting adjourned 3:32 pm. This summer, the festival will travel to different towns and cities around the country to bring this workshop -based performance structure to various communities. In Iowa City, The Indeterminacy Festival will partner with Public Space One and The Downtown District to create a public performance on the date of June 24a`. Leading up to this performance, Public Space One will host workshops and rehearsals at their space, inviting students and community members to participate in various aspects of the project. Different community groups and organizations will be invited to create their own inflatable spaces, musicians will be invited to rehearse the score and then perform inside these bubbles, writers and poets will explore their poetic and prose of the indeterminate as it applies to the specific project and their experience as community members. EXPLAIN HOW THIS PROJECT IS DEFINED AS "PUBLIC ART" AND DEMONSTRATE THATTHE ARTWORK/EVENT WILL BE LOCATED IN AN AREA OPEN AND FREELY AVAILABLE TO THE GENERAL PUBLIC: The project is constructed entirely around the notion of public art. From the workshop format, in which various community groups become involved in the cutting and tapping of the built environments, to the musical score, which invites collaboration from advance and less experienced musicians, to the observers who take in what they experienced and think, and channel those ideas into their pens and onto paper. The resulting work then opens itself up further to the public be being installed in the downtown district, inviting the unexpected citizen to become involved in the performance, inviting them without a ticket to join the experience. Through building inflatable spaces, audience members become more intimately involved, immersed, and engaged in the project they intentionally or unintentionally joined. IF THE PROJECT IS A PHYSICAL INSTALLATION, PROVIDE INFORMATION REGARDING SIZE, WEIGHT, MEDIUM, MATERIALS AND INSTALLATION IN ANY OF THE FOLLOWING FORMATS: Size: 20ft. circumference x 50 ft. height Weight: 30 Pounds Medium: Installation/Performance Material: Polyethylene 4mil Plastic Site plan for Black Hawk Mini Park: r *The installation will take place outside in Iowa City, but will be a similar structure in which an inflatable environment is built and then inflated by a fan. Both The Indeterminacy Festival and Public Space One have experience with anchoring and securing the safety of such an environment for public use. EXPLAIN SPECIFICALLY WHAT THE MATCHING FUNDS WILL PAY FOR: The matching funds will pay for housing, food, and material expenses needed to make this project a reality. Below is a breakdown of this budget: Materials: $400 Travel: $300 Lodging: $700 Food: $400 Total: $1800 DESCRIBE THE INTENDED AUDIENCE FORTH IS PROJECT AND WHAT EFFORTS YOU WILL MAKE TO BENEFIT THE BROADER IOWA CITY COMMUNITY: The success of this project is contingent on whether a variety of people from different communities were meaningfully brought into this process and in turn, the unsuspecting public who come upon the performance, enjoy the experience enough to hang around for its duration. The intended audience will be the youth who helped construct the inflatables, the musicians who learned how to play together, and the writers who drew creative inspiration for their stories and poems. Those involved are the primary audience for the work, as in and of themselves, they represent a variety of different communities and cultural projects taking place in Iowa City. Additionally, the public site of the work will invite new, unexpected audiences who may not have known something was taking place, but then, stepped inside the bubbles and became apart of this broader community work. Public Space One will be providing their space as an in -kind donation of $795 ($420 for use of space, $375 for staff time) to host all workshops and preparatory rehearsals for the June 25a' event. Stanzi reached out to Public Space One after Marcia Bollinger pointed her in our direction when she was seeking connections within Iowa City to discuss the possibility of bring her festival to our town. Marcia was correct in assuming we would be interested and this letter is in enthusiastic support of the project. As detailed in her application, the project combines visual, interactive public art (in the form of temporary space construction) with musical performance and workshop collaboration, all areas that underscore our mission and interests. We began meeting and planning with Stanzi at the very end of March and are happy to have already put some of the programming elements together and secured early support from the Iowa City Downtown District. We have also allotted the internal, organizational capacity to support this project in the form of staff time leading up to Stanzfs arrival in town as well as space usage time for the workshops in the week leading up to the festival. While some funding is already in place, the project will not move forward without additional support. As you are familiar, a large-scale, interactive public art piece, even if temporary, requires a significant amount of time and resources. We have sought ways to make the budget as economical as possible and believe we have put together an endeavor with amazing potential on a very stringent budget. Our partnership with the ICDD will allow us a high level of visiblity. We believe the nature of this project highlights the process of art -making and thus serves as an entryway for the public to explore new perspectives into arts culture and are excited about the communities we can reach with this series of events. If this project rings familiar, it may be that aspects of it are very similar to a project PS 1 did at the same location in 2015, the People's Pyramid (an 400 sq ft, inflatable environment). I mention this only to say, along with Stanzi, we have experience in the safety protocol (and challenges) involved in bringing a new (pneu?) structure into being. Our team is excited to have the potential of a similar project again!
