Adjournment Draft Minutes Iowa City Telecommunications Commission June 26, 2017 – 5:30 P.M. City of Iowa City Cable TV Office, 10 S. Linn St. - Tower Place, Level 3A Call to Order:Meeting called to order at 5:32 P.M. Members Present:Nick Kilburg, Laura Bergus, Derek Johnk Members Absent:Paul Gowder Staff Present:Ty Coleman Others Present:Bond Drager Recommendations to Council: None Approval of Minutes: Kilburg moved and Bergus seconded a motion to approve the May 22, 2017 minutes as amended. The motion passed unanimously. Announcements of Commissioners: None Short Public Announcements: None Consumer Issues: Johnk noted that there were no issues noted in the May 2017 Consumer Issues Report. Mediacom Report: Coleman reported that he was still waiting to hear from Mediacom regarding the return of the Letter of Credit to the City per the local franchise agreement. Local Access Reports: Johnk mentioned that he had recently seen a video posted by PATV that featured PATV’s director, Gerardo Sandoval, preparing for the upcoming “I Drag for PATV” fundraising event. City Cable TV Office Report: Coleman said that Special Projects Assistant Jack Brooks has begun a “Know Your Neighborhood” series to feature some of Iowa City’s neighborhoods. Coleman said that the Cable TV Office would be working with Systems Unlimited in 1 Draft August to promote and record a musical benefit. Coleman said he learned that the City Council’s summer work session schedule is full and that a meeting with the Telecommunications Commission regarding municipal broadband would need to wait. Coleman suggested that the Commission consider whether it would have interest in pursuing any new projects, such as the community surveys and informational materials that had been created in the past. Coleman recognized the work of Cable TV Office staff member Mike Brau, who had been a major contributor to these projects in past years. Coleman told Commissioners to notify Commission Chair Derek Johnk of any ideas for future projects so that they could be added to future agendas as desired. Coleman indicated that the City had not received any applications for the Commission vacancies. He reported that when an applicant for a City board or commission is not selected, a thank you letter is sent and a list of the current vacancies is included. Johnk wondered if a more direct approach from the City could be more effective. Bergus wondered if contact information for applicants was public record and whether members of the Commission could personally invite applicants rejected for other boards or commissions. Bergus and Kilburg suggested that a video to highlight each board or commission could be an effective way to promote vacancies. Johnk suggested that there could be University students who might have interest in joining the Telecommunications Commission. Adjournment: Bergus moved and Kilburg seconded a motion to adjourn. The motion passed unanimously. Adjournment was at 5:47 p.m. 2 July 18, 2017 To: Iowa City Telecommunications Commission From: Ty Coleman, Media Production Services Coordinator (MPSC) Re: Cable Complaints - June 2017 No issues were reported to the Iowa City Cable TV Office by residents during the month of June 2017. August 24, 2017 To: Iowa City Telecommunications Commission From: Ty Coleman, Media Production Services Coordinator (MPSC) Re: Cable Complaints - July 2017 1.) Date: 07/10/17 Method of contact: Phone call to MPSC Complaint/Comment Summary: A local developer complained that Mediacom had not built out its infrastructure to a number of homes the development company had recently built, saying that some currently had residents who were not able to get Mediacom service. Resolution Summary: MPSC checked on the development area with Mediacom’s Tim Eagan. Eagan reported that there had been a miscommunication that led to Mediacom’s infrastructure not being built in a timely manner, but that the project had been submitted for approval and the tentative completion date would be in mid-September. The developer clarified the addresses that needed service with the MPSC. MPSC forwarded the addresses to Eagan, who later reported that many of the addresses were, in fact, ready for service and that construction for the remaining addresses had been approved and that the project would begin soon to make the homes serviceable. Date: 07/20/2017 Method of contact: Email to MPSC Issue/Comment Summary: Customer reported that she was told by Mediacom that a hung cable, which had become disconnected due to fallen tree branches, would need to be buried in her backyard instead of being rehung. The customer was concerned about potential safety and landscaping issues and preferred to have the cable hung instead of buried. Resolution Summary: MPSC investigated the issue with Mediacom’s Rick Karnes. Karnes explained that MidAmerican Energy had contacted Mediacom to alert them that their cable line was too close to MidAmerican’s power line. He further explained that the way Mediacom’s line connected to the house made it so that there would not be enough clearance if kept aerial. However, Karnes noted that he had been unaware that the customer preferred not to have the line buried and would direct his staff to work with the customer to determine a favorable solution. Mediacom’s Heath Piercy reported that he had met with the customer and had MidAmerican raise the power line at the house a bit more to enable Mediacom’s line to remain aerial and be in compliance with requirements. Piercy reported that the customer was pleased. The customer also reported to the MPSC that the issue had been favorably resolved. Date of Resolution: 07/24/17 PATV Report to Iowa City Telecommunications Commission July 2017 July we aired one of our new producers show, Iowa Martial Arts Forum and our fearless animal rights advocate’s adoption show called Cat Shopping Network. Both of which have generated lots of interest. We are Iowa City, our community show, has been active checking in with our local at this summer downtown events. August 2017 August 2017: The Library’s ever popular Summer Reading Programs have concluded another successful year. Having had 2 or more live programs all summer long, we are now looking forward to a few weeks to catch up before our fall programming begins in September. This fall we are looking forward to a wide variety of programs: a Sherlock Holmes series in September; the Fall International Writing Program series with the UI International Writing Program; the Library’s annual Intellectual Freedom Festival; the Iowa City Book Festival; a special author event with Janet Fitch, the ongoing monthly DNA Interest Group programs, and the Witching Hour festival. It’s going to be a busy fall here at the Library. Recent production activities: ●Covered the Iowa City Downtown District’s annual meeting and panel discussion event. ●Recorded the United Jazz Ensemble (UJE) performance at the 2017 Iowa City Jazz Festival. UJE consists of students from City and West high schools. ●Produced two short videos for Summer of the Arts to play throughout Jazz Fest on a large screen on the main stage to welcome attendees to Jazz Fest and to ask for support. ●Recorded three Market Music concerts at the Iowa City Farmers Market. ●Recorded a concert at a Party in the Park event at Creekside Park. ●Covered two Iowa City Foreign Relations Council lectures. One featured UI students who received Fulbright grants. The other featured a panel of Mandela Washington Fellows from various countries in Africa. ●Assisted with the recording of interviews for a short video the Iowa City Foreign Relations Council is putting together as it prepares to celebrate its 35th anniversary. ●Cablecasting live and recording the July 18 Iowa City City Council work session and formal meeting. ●Recording the Council’s Economic Development Committee meeting of July 21. ●Friday Night Concert Series performances. ●Shot and produced four episodes of Iowa City Update. Topics included the Jazz Festival, Riverfront Crossings Park, Taste of Market and Ped Mall improvements open house. ●Created a July edition of Iowa City In Focus. Topics included the Free Wheels program, waste characterization study, Know Your Neighborhood – Northside, and Party in the Park. ●Completed Community Highlights videos on the Juneteenth Celebration, Downtown Block Party, Jazz Fest, and Taste of Market. Upcoming productions: ●A presentation on the future of Iowa City’s Northside Neighborhood and South District, featuring an overview of studies conducted to examine the current zoning and feasibility of Form Based Code and recommendations from the draft final report, which contains responses to feedback provided by the community during public workshops held in February and May. ●A promotional piece for the upcoming musical to benefit Systems Unlimited. The musical itself will also be recorded and features many community volunteers, staff, and supporters of Systems Unlimited. ●Coverage of a portion of the Iowa Soul Festival. ●Continue weekly episodes of Iowa City Update. A sneak peek of the new front page can be seen at citychannel4.com/2017 Website: In June, we had 1,563 users access 3,168 pages in 2,231 sessions. Our most popular pages were Mediacom's channel lineup, Mediacom's cable rates, our video page, our home page, and our program schedule. Our streaming media provider reports 8,193 total hits, which includes 4,316 Events (player window was loaded), 162 Sessions (media was played), and 1,957 OnDemand Hits (media was scrubbed or index point was clicked). 1,488 podcasts were downloaded, and our HQ media was accessed 257 times. Our live stream was accessed 14,000 times, but about 13,000 of those appear to be robots. On YouTube, we had 4,540 video views account for 12,813 minutes (213.5 hours) of watch time. We picked up an additional 14 subscribers, bringing our total subscribers up to 180. Our most watched videos by views was the Welcome to Iowa City! video, our Iowa City Update episodes on the Fireworks Ordinance and the Downton Block Party, while the most watched videos by time where the Iowa City City Council Work Session of June 6, the Family Folk Machine and the Awful Purdies at the Arts Festival, and the Iowa City In Focus episode on the ICPL Bookmobile. Programming: We cablecast 144 programs produced in-house 885 times for 541 hours of programming, 19 locally-produced (DITV, Senior Center, Hoover Library, JC Board of Supervisors, Coralville, North Liberty and University Heights) programs 95 times for 118 hours of programming, and 23 imported programs 72 times for 32 hours of programming. We've also added a new slide that lists the name of the current radio station. Website: In July, we had 1,430 users access 2,782 pages in 1,952 sessions. Our most popular pages were Mediacom's channel lineup, Mediacom's cable rates, our program schedule, our video page, our home page, and the playback page of the July 18th City Council meeting. Our streaming media provider reports 5,540 total hits, which includes 3,812 Events (player window was loaded), 106 Sessions (media was played), and 501 OnDemand Hits (media was scrubbed or index point was clicked). 991 podcasts were downloaded, and our HQ media was accessed 129 times. These numbers are steadily dropping, and we stopped uploading video there in June. Our live stream was accessed 602 times. On YouTube, we had 5,083 video views account for 14,330 minutes (238 hours and 50 minutes) of watch time. We picked up an additional 5 subscribers, bringing our total subscribers up to 185. Our most watched videos by views were the Welcome to Iowa City! video and Know Your Neighborhood: Northside, while the most watched videos by time where the July episode of Iowa City In Focus and last year's Black Entrepreneurs Roundtable. Programming: We cablecast 151 programs produced in-house 933 times for 573 hours of programming, 24 locally-produced (DITV, Senior Center, Hoover Library, JC Board of Supervisors, Coralville, North Liberty and University Heights) programs 112 times for 109 hours of programming, and 22 imported programs 71 times for 32 hours of programming.
